New Delhi, October 31, 2026: The Opposition INDIA bloc is set to hold a symbolic “Jan Mahabhiyog” against Chief Election Commissioner (CEC) Gyanesh Kumar at Congress president Mallikarjun Kharge’s residence in New Delhi on Saturday, stepping up its campaign over alleged irregularities in India’s electoral process.
The programme, scheduled to begin at 2:30 pm at Kharge’s residence at 10, Rajaji Marg, was originally planned for Friday but was postponed because of persistent rain in the national capital.
Several senior Opposition leaders are expected to participate in the proceedings, which are being organised as a public protest against the Election Commission and its handling of the Special Intensive Revision (SIR) of electoral rolls.
The symbolic programme will be followed by a major Opposition mobilisation at Ramlila Maidan on Sunday, November 1. Congress leader Rahul Gandhi and Samajwadi Party chief Akhilesh Yadav are among the prominent leaders expected to participate in the rally.
Why Is the INDIA Bloc Holding a ‘Jan Mahabhiyog’ Against the CEC?
The Opposition’s campaign centres on allegations of irregularities in the electoral process, particularly the Special Intensive Revision of voter lists.
Congress and several INDIA bloc parties have accused the Election Commission of failing to adequately address concerns over the deletion of eligible voters and discrepancies in electoral rolls. Opposition leaders have also questioned the classification of voters under categories such as absent, shifted, dead and duplicate.
The alliance has demanded accountability from Chief Election Commissioner Gyanesh Kumar and has called for his resignation. It has framed the campaign around its broader allegation of “vote chori”.
The Election Commission, on the other hand, has maintained that the revision exercise is intended to improve the accuracy of electoral rolls by identifying duplicate and ineligible entries. Eligible voters can use the prescribed procedures to seek corrections or inclusion of their names.
What Will Happen at Mallikarjun Kharge’s Residence?
The INDIA bloc has planned the event as a symbolic public proceeding rather than a formal constitutional process.
Former Lok Sabha Speaker Meira Kumar is expected to chair the proceedings. Mallikarjun Kharge is scheduled to move the symbolic motion against the CEC, while Rahul Gandhi is expected to deliver the concluding remarks.
Representatives of participating Opposition parties are also likely to address the gathering. Civil society members and people who claim to have been affected by the voter-list revision exercise are expected to be part of the wider programme.
The event is intended to bring the Opposition’s allegations before the public and demonstrate unity among INDIA bloc constituents.
The term ‘Jan Mahabhiyog’ should not be confused with a constitutional impeachment proceeding. The programme is a symbolic political protest and does not itself have the legal authority to remove the Chief Election Commissioner.
Rahul Gandhi, Akhilesh Yadav Among Leaders Expected at November 1 Rally
After Saturday’s programme, the Opposition will shift its focus to Ramlila Maidan, where the INDIA bloc is scheduled to hold a major rally on Sunday.
The mobilisation is part of the alliance’s wider “Vote Bachao, Desh Bachao” campaign. Opposition parties are seeking to bring together political workers, students, young people, women, civil society representatives and ordinary citizens.
Rahul Gandhi and Akhilesh Yadav are among the prominent leaders expected to participate. Leaders from other INDIA bloc parties are also likely to join the gathering.
The rally is expected to focus on electoral transparency, alleged voter-list irregularities, the SIR exercise and the Opposition’s demand for accountability from the Election Commission.
Rahul Gandhi has described the two programmes as part of a united Opposition campaign, rather than separate protests by individual parties. The alliance is seeking to present a common position on voter rights and the integrity of the electoral process.
Why These Two Days Matter for the Opposition
The symbolic programme at Kharge’s residence and Sunday’s rally represent two different stages of the INDIA bloc’s political strategy.
Saturday’s event is designed to put the Opposition’s allegations against the CEC at the centre of public debate. Sunday’s rally, meanwhile, is intended to expand the campaign beyond party leadership and mobilise a wider public gathering.
The level of participation, the messages delivered by senior leaders and the response from the Election Commission are likely to shape the next phase of the political debate.
For the INDIA bloc, the central message is that electoral transparency and the protection of voting rights must remain public priorities. The Election Commission’s position and the mechanisms available to voters to verify and correct their electoral details will also remain crucial to the discussion.
With two consecutive days of political mobilisation planned in the national capital, the dispute over voter-list revisions and the functioning of the Election Commission is set to remain in the political spotlight.
