NEW DELHI, India | September 21, 2026 — LPG Cylinder New Rule from October 1, 2026 will directly affect domestic cooking gas consumers who have not yet completed Biometric Aadhaar Authentication, or BAA.
From October 1, consumers will need to complete BAA to book domestic LPG refills at the regulated Retail Selling Price with the applicable subsidy.
The Petroleum and Natural Gas Ministry has confirmed the change and urged consumers who have not yet completed authentication to finish the process before October 1.
However, the new rule does not mean that consumers without biometric authentication will completely stop receiving LPG cylinders.
That distinction is important.
Consumers who are unwilling or unable to complete BAA will still have an option to purchase LPG at the applicable market price without subsidy, subject to the conditions announced by the government.
What Changes From October 1?
The biggest change concerns subsidised domestic LPG refills.
Consumers who have already completed Biometric Aadhaar Authentication do not need to repeat the process.
Their LPG refill service will continue as usual.
Consumers who have not completed BAA, however, will need to authenticate before they can book a refill at the regulated domestic retail price with the applicable subsidy.
In simple terms:
BAA completed: Domestic refill continues at the applicable regulated price with subsidy benefits.
BAA not completed: Subsidised refill booking will become available only after authentication.
Your LPG Connection Will Not Automatically Stop
This is perhaps the most important point for consumers.
Failure to complete BAA does not mean that the government will completely stop supplying LPG.
Consumers who do not want to undergo biometric authentication, or cannot complete it, can register that choice through their Oil Marketing Company’s digital channels.
They can then receive LPG at the applicable market price without subsidy.
Under the government’s announced arrangement, such consumers may receive 5 kg or 10 kg cylinders, subject to local availability with the Oil Marketing Company.
Therefore, the rule specifically affects access to subsidised domestic LPG rather than eliminating access to cooking gas altogether.
Who Needs to Do Biometric Aadhaar Authentication?
Domestic LPG consumers who have not yet completed BAA should check their status before October 1.
The government says consumers who have already authenticated do not need to do anything again.
As of September 19, 2026, approximately 27.43 crore active domestic LPG consumers had completed biometric Aadhaar authentication.
That represents 89.9% of active consumers.
Therefore, the rule primarily affects the remaining consumers who have not yet completed verification.
Three Ways to Complete LPG Biometric Aadhaar Authentication
Consumers do not necessarily need to make a special trip to complete the process.
The government has provided three main options.
1. Complete BAA During LPG Delivery
Consumers can ask the LPG delivery person to complete biometric authentication when the cylinder arrives.
Delivery personnel can use the Oil Marketing Company’s mobile application to complete authentication at the consumer’s residence.
This may be one of the easiest options for people who are uncomfortable using mobile applications themselves.
2. Visit Your LPG Distributor
Consumers can also visit their LPG distributor’s showroom.
The distributor can complete the Aadhaar authentication process there.
Customers should carry the information required by their LPG company and follow the verification procedure provided by the distributor.
3. Complete Authentication Through Mobile App
Consumers can also complete the process digitally from home using the mobile application of their LPG provider.
Indane customers: IndianOil ONE
Bharatgas customers: HelloBPCL
HP Gas customers: HP PAY
Consumers should use only the official application of their LPG provider and avoid sharing Aadhaar-related information with unknown callers, unofficial websites or third-party applications.
Why Has the Government Made BAA Mandatory?
The Petroleum Ministry says Aadhaar authentication will help ensure that subsidised domestic LPG reaches genuine households.
The government wants to reduce diversion of domestic cylinders for commercial or industrial purposes.
Authentication can also help identify duplicate or ineligible LPG connections.
The ministry says the objective is to make subsidy delivery more targeted and transparent.
Nearly 90% Consumers Have Already Completed BAA
The government has been running the authentication exercise for a considerable period.
Oil Marketing Companies have carried out a nationwide campaign since October 2023.
According to the Petroleum Ministry, more than 12 crore SMS and WhatsApp messages have been sent as part of the outreach programme.
Distributors and LPG delivery personnel have also contacted consumers who had not completed authentication.
Special authentication camps have been organised at distributorships and other locations, including rural areas.
Deadline Was Extended Several Times
Consumers were initially asked to complete biometric authentication by June 30, 2026.
The deadline was subsequently extended several times.
Extensions were provided through July and August before the final authentication campaign continued into September.
The government is now asking remaining consumers to complete BAA before October 1, 2026, when the new subsidised-refill requirement takes effect.
How Much Subsidy Is Involved?
The Petroleum Ministry says domestic LPG continues to be sold below its underlying cost.
For September 2026, the government’s estimated implicit subsidy works out to approximately ₹210 per 14.2 kg domestic cylinder.
The figure can change depending on international LPG prices and other costs.
In June 2026, according to the ministry, the implicit subsidy had reached approximately ₹721 per cylinder.
The government says better targeting is necessary to ensure that the benefit reaches genuine domestic users.
What If You Do Not Want Aadhaar Biometric Authentication?
Consumers who do not wish to complete BAA have another option.
They must register their choice with their Oil Marketing Company through available digital channels.
These may include:
Consumer web portal
Mobile application
WhatsApp chatbot
IVRS
Other channels provided by the LPG company
After choosing that option, consumers can purchase LPG without subsidy at the applicable market price.
The government says 5 kg or 10 kg cylinders will be supplied under this arrangement, subject to local availability.
Already Completed e-KYC? Do Not Panic
Many consumers may receive messages about biometric authentication even though they believe their verification is already complete.
The government has clearly stated that consumers who have already completed BAA do not have to authenticate again.
Their LPG refill process should continue as before.
Consumers who are uncertain about their status should confirm it through their LPG distributor or official OMC application.
Beware of Aadhaar and LPG Fraud
Whenever Aadhaar verification deadlines approach, fraudulent messages and calls can increase.
Consumers should not share:
Aadhaar OTPs
Bank OTPs
UPI PINs
Debit or credit card PINs
Internet banking passwords
No legitimate LPG authentication process requires consumers to reveal confidential banking passwords or UPI PINs to callers.
Always use the official Indane, Bharatgas or HP Gas channel.
What Consumers Should Do Before October 1
The new rule leaves consumers with a relatively simple choice.
If you want to continue receiving domestic LPG at the regulated price with the applicable subsidy, check whether your Biometric Aadhaar Authentication is complete.
If it is already complete, no further action is required.
If it is pending, complete authentication through the delivery person, LPG distributor or official OMC mobile application before October 1.

From that date, biometric Aadhaar authentication becomes necessary for domestic LPG consumers seeking refills at the regulated retail price with the applicable subsidy.
