Every Airline Pilot to Face Drug Test: DGCA Tightens Safety Rules After Air India Phuket Incident

DGCA has expanded psychoactive-substance testing across airline pilots following safety concerns raised by the Air India Phuket-New Delhi incident.

DGCA Pilot Drug Test rules are entering a much stricter phase in India, with the aviation regulator directing airlines to conduct a one-time psychoactive-substance test of all pilots following serious safety concerns raised after the Air India Phuket-New Delhi flight incident.

The Directorate General of Civil Aviation has asked airlines to complete the current testing exercise by July 31, 2027.

The sweeping exercise represents a major expansion from India’s existing system, under which airlines conduct random psychoactive-substance tests on a specified percentage of pilots and other safety-sensitive aviation personnel each year.

At the same time, the government is working on revised regulations that could establish a tougher long-term testing framework.

Why DGCA Is Tightening Pilot Drug Tests

The move follows the investigation into an Air India Airbus A320 operating from Phuket to New Delhi on August 4.

The aircraft was cruising at approximately 36,000 feet when it experienced a highly unusual sequence involving the near-simultaneous loss of all three hydraulic systems.

The autopilot disconnected.

A brief stall warning followed, while the aircraft experienced a sudden altitude upset.

Passengers and crew members were thrown against parts of the cabin during the event. Twenty passengers and four crew members suffered injuries.

The hydraulic systems began recovering within seconds, and the pilots eventually landed the aircraft safely in New Delhi.

Investigators continue to examine the technical cause of the incident.

Pilot-in-Command’s Drug Test Raised Serious Concern

The Aircraft Accident Investigation Bureau’s preliminary investigation added another major dimension to the case.

Both pilots underwent psychoactive-substance testing after the flight.

The co-pilot tested negative.

However, the pilot-in-command returned a non-negative result. A subsequent confirmatory test also returned a non-negative finding.

Investigators described the confirmed use of a psychoactive substance as a serious concern and recommended priority action by the aviation regulator to prevent substance abuse among aviation personnel.

Air India subsequently terminated the pilot-in-command’s employment.

No Evidence Yet Linking Drug Finding to Aircraft Failure

A crucial distinction remains.

Investigators have not established that the pilot’s psychoactive-substance finding caused the aircraft’s hydraulic failure or altitude upset.

The investigation into the technical failure remains underway.

That distinction matters because the aircraft experienced an extraordinary near-simultaneous loss of its three hydraulic systems.

Investigators are examining operational, maintenance and technical records to determine what happened.

Therefore, the drug-test finding and the aircraft malfunction remain separate investigative issues unless the final investigation establishes a connection.

All Airline Pilots Now Face One-Time Testing

DGCA’s response extends beyond Air India.

Airlines operating in India have been directed to carry out psychoactive-substance testing across their pilot workforce.

The current testing cycle is expected to continue through July 31, 2027.

India has more than 12,000 commercial airline pilots, making the exercise significantly broader than the existing annual random-testing regime.

Testing has already begun across airlines.

Air India Group had separately started testing pilots across Air India and Air India Express after the Phuket incident.

What Are the Existing Rules?

India already regulates psychoactive-substance use among aviation personnel.

Under the existing Civil Aviation Requirements, airlines and relevant aviation organisations randomly test 10% of pilots, air traffic controllers and certain other safety-sensitive personnel annually.

The framework covers substances that could impair judgment, reaction time or operational performance.

These tests differ from alcohol breathalyser checks.

A pilot does not currently undergo a comprehensive drug test before every commercial flight.

That distinction has attracted renewed attention following the Phuket case.

Government Preparing Tougher Permanent Rules

The one-time testing exercise is only part of the regulatory response.

Civil Aviation Minister K. Rammohan Naidu has said revised norms governing psychoactive-substance testing are being prepared.

The government expects the revised framework to move toward finalisation by the end of September after discussions with stakeholders.

That could reshape how frequently Indian pilots undergo drug screening in the future.

The final requirements, however, should become clear only after the revised Civil Aviation Requirements are formally issued.

What Happens If a Pilot Tests Positive?

A non-negative screening result does not automatically complete the disciplinary process.

Confirmatory testing and medical assessment form important parts of the procedure.

Authorities must also consider whether a detected substance could be connected to legitimate medication or another medically explainable factor.

Confirmed prohibited substance use can trigger serious professional consequences.

Depending on the circumstances and applicable regulations, these can include removal from flying duties, rehabilitation requirements, suspension and ultimately action against a pilot’s licence.

Airlines may also take separate employment action under their internal safety policies.

Why Psychoactive Substances Are a Major Aviation Concern

Pilots operate in an environment where judgment, concentration and reaction time can directly affect flight safety.

Even small impairments can become significant during an emergency.

Commercial pilots must process cockpit warnings, communicate with air traffic control, coordinate with another pilot and make decisions under extreme time pressure.

That makes fitness for duty fundamental to aviation safety.

Drug screening therefore differs from an ordinary workplace compliance exercise.

For pilots, it forms part of a broader safety system designed to reduce preventable risks.

Air India Phuket Incident Remains Under Investigation

The Phuket-New Delhi incident itself remains technically significant.

Modern passenger aircraft use multiple hydraulic systems partly to provide redundancy.

A near-simultaneous problem affecting all three systems is therefore highly unusual.

The aircraft’s flight-control system detected the hydraulic pressure losses within seconds.

The autopilot disconnected, cockpit warnings activated and the aircraft experienced an altitude deviation.

The hydraulic systems then recovered.

Investigators have not yet determined why the pressure losses occurred.

The final AAIB report will therefore be crucial in establishing the sequence of events and identifying any technical, operational or human factors.

What Changes for Passengers?

Passengers are unlikely to notice the testing program directly.

The measure primarily affects airline pilots and airline compliance systems.

However, its broader purpose is passenger safety.

Airlines will have to manage testing across their pilot rosters while maintaining flight operations.

The program could also create stronger documentation and compliance requirements as regulators develop the permanent framework.

Indian Aviation Faces a New Safety Test

India’s aviation market has expanded rapidly, increasing the importance of strong oversight as airlines add aircraft, routes and pilots.

The Phuket incident has now brought pilot fitness and psychoactive-substance testing under sharper scrutiny.

DGCA’s decision to expand testing to all pilots marks a substantial regulatory intervention.

The next major development will come when the government finalises its revised testing norms.

Until then, two processes will run simultaneously: airlines will continue the one-time testing exercise across their pilot workforce, while investigators work to determine exactly what caused the unusual Air India Phuket-New Delhi flight incident.
