The Central Government has ruled out any immediate changes to the Unified Pension Scheme (UPS), offering reassurance to lakhs of Central Government employees. Responding to questions in the Lok Sabha on Monday, Finance Minister Nirmala Sitharaman said the government has no proposal to amend or discontinue the Unified Pension Scheme at present.
The minister also clarified that employees opting for the UPS will continue to receive tax benefits, retirement gratuity, death gratuity, and other pension-related benefits available under the National Pension System (NPS) framework.
Government Rules Out Any Immediate Changes
Addressing Parliament, Sitharaman said the Unified Pension Scheme has been operational for only a limited period and no review of the scheme has been undertaken so far.
She added that, as of July 19, 2026, a total of 118,195 employees had opted for the scheme. The figure includes:
- Newly recruited Central Government employees
- Existing employees
- Eligible retired employees
The Finance Minister emphasized that the government currently has no proposal to modify the scheme.
What Is the Unified Pension Scheme?
The Unified Pension Scheme was introduced as an optional pension framework under the National Pension System (NPS) and came into effect on April 1, 2025.
The scheme aims to provide Central Government employees with a stable, inflation-linked, and assured post-retirement pension, while retaining several existing benefits available under the NPS.
Who Is Eligible?
According to the government, the scheme is available to:
- Central Government employees covered under the National Pension System.
- Employees who complete at least 10 years of regular qualifying service.
- Certain employees who retired under the NPS on or before March 31, 2025, subject to eligibility conditions.
- Eligible spouses of deceased employees.
Tax Benefits and Gratuity Remain Unchanged
The Finance Minister clarified that employees choosing the Unified Pension Scheme will continue to receive:
- Income tax benefits available under the NPS.
- Retirement gratuity.
- Death gratuity.
- Other applicable retirement benefits under government rules.
The government said the introduction of the UPS does not affect these existing financial benefits.
Why Has the Government Not Reviewed the Scheme?
Sitharaman explained that since the Unified Pension Scheme has been in force only since April 2025, insufficient time has elapsed to conduct a comprehensive review of its implementation or performance.
The government indicated that the scheme is still in its early stages and continues to be implemented as originally notified.
Relief for Central Government Employees
The clarification is expected to ease concerns among Central Government employees who had been speculating about possible amendments to the pension framework.
With the government confirming that no changes are currently under consideration, eligible employees can continue opting for the Unified Pension Scheme under the existing rules.
