Prime Minister Narendra Modi has welcomed Parliament’s approval of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, describing it as a major step toward protecting students’ futures and strengthening the integrity of India’s examination system. In a video message shared on Instagram and other social media platforms, the Prime Minister said the government is committed to ensuring a transparent, fair, and credible examination process while taking stringent action against those involved in question paper leaks and organized examination fraud.
The legislation, which has now been cleared by both the Lok Sabha and the Rajya Sabha, strengthens the existing anti-paper leak law by introducing faster investigations, special fast-track courts, stricter punishments, and time-bound legal proceedings against those accused of organized examination malpractice.
PM Modi Reaffirms Commitment to Transparent Examinations
In his video message, Prime Minister Modi said the government has been working consistently to build a transparent and trustworthy examination system across the country.
He noted that the amendment was drafted after considering suggestions from states, many of which have faced repeated incidents of paper leaks in competitive and recruitment examinations over recent years.
According to the Prime Minister, protecting the aspirations of students and restoring confidence in public examinations remain among the government’s highest priorities.
‘Paper Leak Mafia Will Not Be Spared’
Prime Minister Modi said that organized groups involved in leaking examination papers and manipulating recruitment tests are damaging the dreams and careers of millions of young people.
He stated that such offenders would face strict legal action under the strengthened law and reiterated that the government would not tolerate activities that undermine merit-based selection.
The Prime Minister also said the government had fulfilled its commitment to introduce stronger legal safeguards after promising tougher action against examination fraud.
Parliament Passes Amendment After Detailed Debate
The Prime Minister noted that both Houses of Parliament held extensive discussions on the amendment over two days, during which members from different political parties shared their views and suggestions.
Following the debate, Parliament approved the legislation containing tougher provisions to deter organized examination fraud and improve accountability in public examinations.
What the Amendment Bill Provides
According to the Press Information Bureau (PIB), the amendment strengthens the Public Examinations (Prevention of Unfair Means) Act, 2024 through several new provisions, including:
- Fast-tracked investigations into examination-related offences.
- Establishment of Special Fast-Track Courts.
- Appointment of Special Public Prosecutors.
- Time-bound disposal of appeals.
- Stronger penal provisions to deter organized examination malpractice and paper leaks.
Government Plans Further Examination Reforms
Prime Minister Modi emphasized that the government’s responsibility does not end with passing legislation.
He said continuous reforms will be introduced to make India’s examination system more transparent, secure, technology-driven, and reliable.
According to the Prime Minister, the broader objective is to ensure that every student receives a fair opportunity based solely on merit while eliminating cheating, paper leaks, and other unfair practices.
Appeal to Build a Developed India
Concluding his message, Prime Minister Modi called upon citizens to work collectively toward the vision of a Viksit Bharat (Developed India).
He said the country should no longer accept circumstances that jeopardize students’ futures and reaffirmed that restoring trust in the education system remains a national priority.
The effectiveness of the new law, however, will ultimately depend on its implementation, investigation mechanisms, and timely prosecution of those involved in examination fraud.
