BHUBANESWAR, India | September 27, 2026 —
Vedanta Group has urged the Odisha government to accelerate implementation of its proposed ₹1 trillion investment in major aluminium projects as the company seeks to expand production capacity and strengthen its manufacturing footprint in the mineral-rich state.
Vedanta Chairman Anil Agarwal met Odisha Chief Minister Mohan Charan Majhi and senior state officials in Bhubaneswar on Saturday to review the progress of the proposed investments.
At the center of the plan are a 3 million tonnes per annum aluminium smelter in Dhenkanal and a 6 million tonnes per annum alumina refinery in Rayagada.
The company is also proposing a 1 MTPA brownfield expansion of its existing aluminium smelter at Jharsuguda.
The latest discussions focused on speeding up project execution, strengthening coordination with the state government and removing implementation bottlenecks.
THE 60-SECOND BRIEF
Investment under discussion: About ₹1 trillion
Dhenkanal project: 3 MTPA aluminium smelter
Rayagada project: 6 MTPA alumina refinery
Jharsuguda expansion: Additional 1 MTPA smelting capacity proposed
Employment potential: More than 200,000 direct and indirect jobs, according to the Odisha government
Current status: Land has been allocated for major projects and supporting infrastructure is under development
Government response: Odisha says it will support faster implementation
Vedanta Wants Faster Project Execution
The latest meeting between Agarwal and Majhi focused less on announcing new projects and more on moving already proposed investments toward implementation.
Vedanta wants the state government to accelerate approvals, infrastructure development and coordination required for the Dhenkanal and Rayagada projects.
The Odisha government has already been reviewing the company’s major industrial proposals regularly.
Earlier this year, the state decided that the progress of Vedanta projects would be reviewed every 15 days to help speed up execution.
That makes the latest meeting another sign that both sides are focusing increasingly on delivery rather than investment announcements alone.
Dhenkanal Smelter Could Become a Major New Aluminium Hub
Vedanta’s proposed Dhenkanal project includes a 3 MTPA aluminium smelter.
The company has previously outlined plans for a large power facility linked to the Dhenkanal expansion.
Vedanta says the smelter could supply molten aluminium to downstream manufacturing units and aluminium parks in Odisha.
That could help move the state beyond primary metal production toward higher-value manufacturing.
Potential downstream sectors include automotive components, electrical equipment, renewable-energy infrastructure, construction products and advanced manufacturing.
Rayagada Refinery Is Central to the Supply Chain
The proposed 6 MTPA alumina refinery in Rayagada would strengthen Vedanta’s upstream supply chain.
Alumina is the key raw material used to produce aluminium.
Vedanta already operates a major alumina refinery at Lanjigarh in Odisha.
Adding a large Rayagada facility could give the company greater integration between raw-material processing and aluminium smelting.
The Odisha government has allocated land for the proposed refinery.
Infrastructure and other supporting facilities are now being developed around the project.
Jharsuguda Expansion Adds Another Layer
Vedanta has also proposed adding around 1 MTPA of capacity to its existing aluminium operations at Jharsuguda.
Jharsuguda is already one of the company’s most important aluminium manufacturing locations.
Vedanta says its existing plant there has a capacity of about 1.8 MTPA.
If the proposed projects and expansion are completed, the company says its overall aluminium capacity in Odisha could rise significantly.
Odisha Sees Jobs as the Biggest Prize
The Odisha government says the projects could generate more than 200,000 direct and indirect employment opportunities.
The economic impact could extend much further through logistics, infrastructure, engineering, contractors, suppliers and small businesses.
The state government has also estimated that the wider industrial ecosystem could support millions of livelihood opportunities over time.
Those figures are projections rather than guaranteed employment numbers and will depend on the scale and timing of actual project implementation.
Aluminium Demand Is Rising Across New Industries
Vedanta’s expansion comes as aluminium demand grows across several sectors.
These include:
Renewable energy
Power transmission
Electric vehicles
Aerospace
Construction
Railways
Data centers
Electronics
Advanced manufacturing
Aluminium is lightweight, recyclable and highly conductive, making it strategically important to industries linked with electrification and the energy transition.
Data Centers Are Becoming a New Demand Driver
Vedanta has also highlighted data centers as an emerging source of aluminium demand.
Large data centers require extensive electrical and cooling infrastructure.
Aluminium is used in power distribution systems, cooling equipment, heat exchangers and other components.
The rapid expansion of AI infrastructure and cloud computing could therefore create another long-term demand source for the metal.
Odisha Wants More Downstream Manufacturing
The proposed investments also align with Odisha’s broader industrial strategy.
The state is already a major producer of minerals and metals.
Its next challenge is increasing local value addition rather than exporting raw materials or primary metal alone.
Large aluminium parks and downstream manufacturing clusters could attract:
Auto-component manufacturers
Cable producers
Fabrication companies
Engineering firms
Packaging manufacturers
Renewable-energy suppliers
Small and medium-sized enterprises
That could deepen Odisha’s industrial base and increase local employment.
Vedanta Also Proposes a 1,000-Bed Hospital
Alongside the industrial investments, Vedanta has announced plans for a 1,000-bed hospital in western Odisha.
The healthcare project adds a social-infrastructure component to the company’s broader expansion plan.
Details about the construction timeline and location will be important as the proposal advances.
Odisha Government Promises Support
Chief Minister Mohan Charan Majhi said the state would strengthen efforts to facilitate early implementation of the projects.
The government says it wants investments that can create large-scale employment for young people and support local economic development.
Odisha has increasingly promoted itself as a destination for metals, mining, manufacturing, clean energy and downstream industries.
The Vedanta projects could become an important test of whether large investment commitments can move quickly from announcements to construction.
One Important Number Needs Context
Vedanta has previously described a broader integrated investment vision of around ₹1.8 trillion across Dhenkanal and Rayagada, covering a smelter, power plant, refinery and downstream aluminium ecosystem.
However, the latest September meeting centers on approximately ₹1 trillion worth of proposed projects that the company wants the Odisha government to accelerate.
The two figures therefore refer to different scopes of Vedanta’s larger investment plans in the state.
Why Execution Matters Now
The most important question is no longer whether Vedanta wants to invest in Odisha.
That intention has been clear for months.
The real issue is how quickly the projects can move through land development, infrastructure creation, approvals and construction.
Mega industrial projects often require coordinated work across power, water, roads, railways, environment, land and local administration.
Delays in any one area can affect the entire project timeline.
What Happens Next?
The Odisha government is expected to continue closely monitoring progress on Vedanta’s projects.
Officials have already committed to regular reviews.
Attention will now turn to:
Site development in Dhenkanal
Infrastructure around the Rayagada refinery
Power and utility arrangements
Construction timelines
Regulatory approvals
Downstream aluminium park development
Employment and local-sourcing plans
The pace of progress on these areas will determine when the proposed investments begin translating into actual production capacity.
INVC NEWS Bottom Line
Vedanta is pressing Odisha to move faster on a major new phase of aluminium expansion.
The proposed Dhenkanal smelter, Rayagada refinery and Jharsuguda expansion could substantially increase the company’s production capacity and strengthen Odisha’s position as one of India’s most important aluminium manufacturing centers.
But the story has now shifted from investment promises to execution.
For Vedanta and the Odisha government, the next benchmark will be how quickly land, infrastructure and approvals translate into construction, jobs and production.
