ED Raids 10 Locations Linked to Azam Khan and Jauhar University; Money Trail Under Scanner

The Enforcement Directorate carried out searches at 10 locations in Rampur, Saharanpur and Delhi in a money-laundering investigation linked to the Jauhar Trust and Jauhar University.

Rampur, August 19, 2026

Azam Khan ED Raid developments took center stage in Uttar Pradesh on Wednesday as the Enforcement Directorate conducted searches at 10 locations in Rampur, Saharanpur and Delhi in connection with an alleged money-laundering case involving the Maulana Mohammad Ali Jauhar Trust and Mohammad Ali Jauhar University.

The searches are part of an investigation into suspected financial transactions and the alleged movement of funds connected with government contracts. The federal agency is examining whether money generated or diverted through certain contractors eventually reached the trust or was used for activities connected with the university.

The operation was carried out by the Enforcement Directorate’s Lucknow Zonal Office under provisions of the Prevention of Money Laundering Act, 2002.

The searches do not by themselves establish wrongdoing, and the allegations under investigation remain subject to evidence, further inquiry and judicial proceedings.

ED Searches 10 Locations Across Three Cities

Enforcement Directorate teams carried out coordinated searches at 10 locations across Rampur, Saharanpur and Delhi on Wednesday.

Rampur is at the center of the investigation because the Maulana Mohammad Ali Jauhar Trust and Mohammad Ali Jauhar University are based there and have long been associated with senior Samajwadi Party leader Azam Khan.

Investigators were examining financial documents, transaction records and electronic material during the operation.

Digital devices and financial records recovered or examined during searches could be analyzed further as investigators attempt to reconstruct the movement of funds.

What Is the ED Investigating?

The present investigation focuses on an alleged money trail involving government contracts, private contractors, the Jauhar Trust and activities connected with the university.

Investigators are examining whether contractors who benefited from government projects subsequently transferred money to the trust, including through donations or other transactions.

The agency is also looking into allegations that funds originating from government-linked contracts may ultimately have been used for construction or other expenditure at Mohammad Ali Jauhar University.

These are investigative allegations and have not been established as proven facts.

A central question for investigators is whether any money categorized as proceeds of crime under the PMLA was routed through entities or individuals before reaching the trust or university.

Contractors and Donations Under Scanner

Financial dealings between certain contractors and the Maulana Mohammad Ali Jauhar Trust have been examined by the ED in earlier stages of its broader investigation.

The agency had previously sought information about individuals who donated to the trust and investigated whether some of them had commercial connections with contracts relating to construction, materials or government-linked projects.

Earlier investigative records indicated that the ED was seeking to determine the source of donations and establish whether there was any link between contributions to the trust and contracts received by donors.

Wednesday’s searches bring renewed attention to that financial trail.

Investigators Examine Alleged Diversion of Government Funds

The latest line of investigation goes beyond simply identifying donations.

Investigators are trying to establish how money moved after payments were made to contractors associated with government projects.

The ED is examining whether part of those funds was subsequently diverted, transferred or used in connection with the Jauhar Trust or Mohammad Ali Jauhar University.

The agency is expected to examine bank transactions, accounting records, invoices, contracts, donation records and other financial documents as part of the money-trail analysis.

Electronic communication and digital financial records may also become important if investigators find material relevant to the case during the searches.

Construction Work at Jauhar University Under Examination

Construction-related expenditure at Mohammad Ali Jauhar University is another area under scrutiny.

Investigators are examining information concerning contractors who allegedly contributed money to the trust or carried out construction-related work at the university.

The ED is seeking to determine the nature of these transactions and whether the financial relationship between contractors and the trust had any connection to public contracts awarded elsewhere.

However, the existence of a donation or commercial transaction does not by itself establish money laundering. Investigators would need to establish the origin of the money and demonstrate its connection with alleged proceeds of crime under the PMLA.

What Is Maulana Mohammad Ali Jauhar Trust?

The Maulana Mohammad Ali Jauhar Trust is closely associated with Azam Khan and operates Mohammad Ali Jauhar University in Rampur.

The university was established as a major educational institution in the region, with Khan playing a central role in its creation.

Azam Khan has served as the university’s founder and chancellor and has remained closely identified with the institution throughout its history.

The trust and university have faced scrutiny in different legal and administrative proceedings over the years.

Jauhar University Has Faced Previous Legal Disputes

Mohammad Ali Jauhar University has previously been involved in disputes relating to land, construction and the use of properties.

Cases involving alleged acquisition or occupation of land associated with the university also resulted in legal proceedings against Azam Khan and others beginning several years ago.

More recently, the university has faced a separate dispute concerning buildings that authorities alleged were constructed without required approvals. That issue is distinct from the money-laundering investigation now being pursued by the Enforcement Directorate.

The current ED action is focused primarily on financial transactions and the alleged movement of funds.

Why PMLA Section 17 Matters

Searches conducted during money-laundering investigations can be undertaken under Section 17 of the Prevention of Money Laundering Act when authorized officers have grounds, subject to statutory requirements, to search premises and examine or seize relevant records or property.

Such searches are investigative measures.

They do not amount to a finding of guilt.

Any material collected during the operation must be examined and, where relied upon in subsequent proceedings, tested through the legal process.

Financial and Digital Evidence Could Shape Next Phase

The next phase of the investigation is likely to depend heavily on what investigators establish from financial records and electronic material examined during Wednesday’s operation.

The ED could analyze banking transactions to identify the source, destination and timing of payments.

Investigators may also compare financial transfers with government contracts, construction activity, invoices and donations made to the trust.

If discrepancies or unexplained transfers are found, the agency could summon individuals for questioning or seek additional records.

Any further legal action would depend on the evidence emerging from that process.

Azam Khan Has Faced Multiple Legal Proceedings

Azam Khan, one of the Samajwadi Party’s most prominent leaders from Uttar Pradesh, has faced numerous criminal and civil proceedings over the years, including cases associated with land and institutions linked to Jauhar University.

The latest ED searches are part of a financial investigation rather than a determination of guilt in those earlier disputes.

It is therefore important to distinguish between previous cases and the specific allegations being examined in the current money-laundering investigation.

What Happens After the ED Searches?

Following the Azam Khan ED Raid, investigators are expected to scrutinize the documents and electronic material collected or examined at the searched premises.

Financial records could be matched against bank accounts, contractor payments, donations and expenditure connected with the Jauhar Trust and university.

Individuals connected with transactions under examination could also be called for questioning if investigators consider their statements necessary.

For now, the investigation remains underway.

No conclusion regarding criminal liability should be drawn solely from the searches, and any allegations will have to be established through evidence and the judicial process.
