Vinod Rai, Comptroller and Auditor General of India has expressed concern over the three vital issues of deficit of trust, governance and ethics in the present time and added that if timely steps were not taken to overcome it, it could prove detrimental to the society in the larger interest of the country. He was delivering the keynote address at Public Colloquium on ‘Fundamental Duties organized by the H.P. State Legal Services Authority and Department of Language, Art and Culture, Himachal Pradesh in association with SEWA Trust and Public Relations Society of India, Shimla Chapter here yesterday. This was the fourth colloquium in the series organized by the organization.

Shri Vinod Rai said that in this era of globalization, common citizen has come at the centre stage. He said that fundamental rights enshrined in the constitution also bound the citizen towards their duties which sometimes people do not fulfil. He added that duty is what we owe to our country and every right correspond to a duty. He said that concerns which we were confronting today were not new. He said that transparency was the need of the hour in the larger interest of corruption free society and good governance.

He said that duty towards National Cause bring success and overall development. He exhorted the younger generation to shoulder the responsibility of diverting the ‘mainstream’ in a right direction and to educate the people about their duties as well as right towards the self and society. He said that it was the primary duty of every individual to preserve the unity and integrity of the Country. He lauded the initiatives of H.P. State Legal Service Authority, Public Relation Society of India and SEWA Trust in organizing this Colloquium to sensitize the public specially the younger ones about their duties.

Justice Kurian Joseph, Chief Justice of Himachal Pradesh High Court said that respect for others right was every citizen duty and only a duty conscious society can become right conscious society. He stressed upon the need of giving more stress on moral values so as to build a vibrant and awakened society. Younger generation should be proud of the fact that they were Indians.

Earlier, Justice R.B. Mishra, Judge of H.P. High Court and Executive Chairman of H.P. State Legal Service Authority welcomed the Chief Guest. While dwelling upon the topic he said that Fundamental Duties were omnipresent. He said that duty was our right and not its result. Every citizen was required to work for the welfare of the Nation and it was the supreme duty of everyone.

Justice D.D. Sood, Judge of the H.P. High Court also spoke on the Fundamental Duties enshrined in the Constitution.
Ashok Arora, Advocate of Supreme Court, Social Worker and Writer said that humanity was the foremost duty. He stressed upon the need to introspect. He stressed that every citizen of the country should think that others also live with dignity in the society and gets two times meal respectfully. It was must to ensure the socio-economic justice to all.

A panel discussion was also held in which students from schools of the town and others participated on fundamental duties of the citizens.

A quiz competition based on Fundamental Duties was also organized.

Dr. Prem Sharma, Director, Art language and Culture, Shri B.D. Sharma, Chairman, Shimla Chapter of PRSI, Smt. Meenakshi Chaudhary, Chairman, Sewa Trust, Judges and former Judges, Members of legal and education fraternity, senior officers of the State Government and members of voluntary organizations participated in the colloquium.
