The Union Minister for Health and Family Welfare Shri Ghulam Nabi Azad today laid the foundation stone for the Outreach OPD of All India Institute of Medical Sciences, New Delhi at village Badhsa, District Jhajjar, Haryana. The Chief Minister of Haryana, Shri Bhupinder Singh Hooda; MP, Rohtak Shri Deepinder Singh Hooda; MLA & Education Minister Smt Geeta Bhukkal; Director, AIIMS and senior faculty members as also senior officers from the Ministry of Health & Family Welfare, GOI and Government of Haryana were present on the occasion. “This Outreach OPD is a small step toward setting up state of the art health facilities which will tremendously impact the health care scenario of not only this area but also entire Haryana as well as the neighboring states” Shri Azad said. Shri Azad recalled the visionary leadership of Pandit Jawaharlal Nehru, the first prime minister of India and Rajkumari Amrit Kaur, the then Union Health Minister for establishing the All India Institute of Medical Sciences as the premier institute in the area of creating human resources for health, particularly teaching faculty for medical education, conducting research in the field of health & medicine and providing advanced level tertiary patient care. He noted that with passage of time, AIIMS, New Delhi has become over-burdened. In the year 2010-11 alone, more than 25 lakhs patients attended OPD at AIIMS. In fact, about 8-10 thousand people are seen by more than 50 departments at AIIMS every day. The Minister pointed out that Government thus was aware of the urgent need to expand AIIMS so that it could continue to provide world class services, add to human resource capacity and also focus on cutting edge research. Shri Azad thanked the Government of Haryana in general and CM, Shri Bhupinder Singh Hooda in particular for coming forward and offering very suitable piece of 300 acres of land, adjacent to Delhi. The Outreach OPD has been designed to handle approximately 1,000 patients per day. It is expected to be operational in August, 2012. The outreach OPD shall comprise of several departments, including General Medicine, Orthopaedics, Obstetrics & Gynecology, Paediatrics, Ophthalmology, ENT, Psychiatry and General Surgery. Besides it will offer diagnostic facilities and Digital X Ray as well as telemedicine facility will also be available. “This branch or the 2nd campus of AIIMS at Badhsa will see modern, state of the art tertiary level health care being offered by several departments of AIIMS. In addition, we are planning to have some national institutes of excellence here that will contribute to health research as well as framing of national health policies and programmes for implementation”, Shri Azad elaborated. The national institutes or centres could be in the areas of NCDs like cancer and cardio-vascular diseases and other cross cutting themes such as infectious diseases, nutrition, affordable technologies and regenerative sciences. “I am sure that, over the years, the second campus of AIIMS will add to the proficiency and prestige of the parent campus by providing world class health-care services at affordable costs to the local population, people of Haryana and the entire country. It will be viewed as an institute of excellence by people all over the country and the world” Shri Azad said. Shri Azad also stated that construction of 6 new AIIMS coming up at Bhopal in Madhya Pradesh, Bhubaneswar in Odisha, Jodhpur in Rajasthan, Patna in Bihar, Raipur in Chattisgarh and Rishikesh in Uttarakhand, which was stuck for one reason or the other for last few years, has now been taken up in right earnest. With increased pace of work, it is expected that these six institutes will be fully functional by next year, said Shri Azad.
