The Minister of Panchayati Raj Shri V. Kishore Chandra Deo has written to the Chief Minister of Jharkhand Shri Arjun Munda upon the holding of elections to Panchayati Raj Institutions(PRIs) in the State after a long gap of 32 years. The Minister has urged upon the Chief Minister to issue necessary instructions to the concerned authorities in the State Government for issue of circulars/guidelines to ensure that PRI system is put in place without any further delay. He has pointed out that the smooth flow of funds from the Centre will be feasible only if the PRIs are functioning properly. The Minister has said that the endeavour of the Government is to strengthen the PRIs by providing them a sound infrastructure and a basic grounding in local governance by way of training them in capacity building. The devolution of the three Fs (Funds, Functions and Functionaries) to the PRIs and the activation of the ‘Gram Sabha’ will provide an opportunity for every citizen to participate in the process of development and governance. The Minister added that the Ministry of Panchayati Raj will facilitate in capacity building of the newly formed PRIs and the training of elected representatives at the State Institute of Rural Development in Jharkhand or the National Institute of Rural development. Considering the fact that three decades had lapsed for the PRIs to find a place in Jharkhand, the Minister felt that the elected representatives of PRIs in the State would greatly benefit from the foundation training in capacity building and local governance. Mentioning about Gram Sabhas, Shri Deo has said that they not only provide a forum but also give an opportunity to every citizen, including people who are not elected representatives, to participate in the development and governance at the grass root level. It generates among the people at large a fe3ling of actual participation in the governance and sense of inclusiveness among them. The Minister stated that the success of PRIs would go a long way in strengthening the country’s democratic quality.
