State government provides transparent administration to people

The Haryana Chief Minister Manohar Lal, today exhorted the IAS, IFS and IPS officers of the state to be sensitive towards the people and ensure that the deserving got the benefit of various welfare schemes and programmes. This is vital for realizing the vision of the state government to provide a transparent and graft-free administration to the people of the state. The sole aim of the state government is to serve the people, he added.

Mr Manohar Lal was addressing senior IAS, IFS and IPS officers of the state at the state-level function organized to mark the 12th Civil Services Day at Panchkula, near here, today. On this occasion, the Chief Minister also honoured eight officers for their outstanding services.

Underlining the role of IAS, IFS and IPS officers in running the administrative system of the country, the Chief Minister said they were held in high esteem by the people. They should discharge their responsibilities with a sense of responsibility, accountability and impartiality and keep themselves in tune with the changing times to produce good results.

Describing their job as challenging, he said while targets were set by the political leadership, the responsibility to achieve these rested with the civil services officers. They should evolve an effective mechanism to resolve inter-department issues to ensure smooth functioning of the system.

Civil Services Day has been organized for the first time in the state not only at the state level but also in the districts. First Civil Services Day was organized on April 21, 1947 when the Iron Man of the country, Sardar Vallabhbhai Patel, addressed officers of civil services. Mr Patel played a vital role in continuation of the Civil Services.Sardar Patel famously called the Indian Administrative Service (IAS) the “steel frame” of India’s governmental machinery.

Mr Manohar Lal said this was the third time that he got an opportunity to interact with senior officers. As per theannouncement made by him at the Chintan Shivir (brainstorming session) held at Timber Trail in Parwanoo, 47 blocks have been allocated to top IAS, IFS and IPC officers for the purpose of development. He asked officers to personally visit the blocks allocated to them to ensure that work is carried out as per the set parameters. While 43 marks have been kept for self-assessment, assessment of seven marks would be made by the third party.
Besides ensuring physical development of the state, the state government is working to ensure socio-economic development of the people and bring about a change both in their mindset as well as in the system. The per capita income of the state is highest among big states of the country but this level has to be maintained.

The Chief Minister said various e-governance initiatives, including opening of gram sachivalyas, common service centres, antyodya kendras, had been taken. These would not only help in keeping a check on corruption but also enable people to save time, money and energy.

Similarly, the sex ratio in the state which was 850 girls per 1,000 boys has now reached 950 girls per 1,000 boys. Women’s security would be taken up as another reform under the Ek Aur Sudhar Programme of the state government, he added.

The officers who were honoured by the Chief Minister  included Mr K.M Panduranga, IAS, Mr Jagraj Dandi, Joint Director, and Mr Rangi Ram, Assistant Statistical Officer of  Agriculture and Farmers’ Welfare Department; Mr Dinesh Kumar Sharma,  Additional Mission Director,  and Sunil Verma, Assistant Town Planner of the Urbal Local Bodies Department; Mr Ramesh Krishan, IAS (Retd) and  CEO of Haryana State Rural Livelihood Mission, Mr R.R Badyal, COO, Haryana State Rural Livelihood Mission, and Mr Munish Chandan.

Earlier, addressing the officers, the Chief Secretary Mr D.S Dhesi, said Civil Services Day held special significance for the civil servants. Since Independence, the role of civil servants has changed considerably. Earlier, the goals and objective were clearly defined but with the changing time, the administration has become a complex issue. In view of this, the civil servants need to sharpen their skills and be more responsive.

He said under the able leadership and guidance of the Chief Minister, various unprecedented steps had been taken by the state government which had been recognized at the national level. He urged the officers to introspect how they could perform better for the development of the state and the country.

Additional Chief Secretary, Administrative Reforms Department, Mr Devendre Singh, presented the welcome address.  Among those present on this occasion included Principal Secretary to Chief Minsiter, Mr Rajesh Khullar, and senior IAS, IFS and IPS officers.
