State Government protecting the interests of the farming community : Prof. Prem Kumar Dhumal

INVC,, Shimla,, Prof. Prem Kumar Dhumal, Chief Minister said that Himachal Pradesh was spending 12 percent of the total plan budget on Agriculture and allied sectors which was the highest in the country. This was stated by Prof. Prem Kumar Dhumal, Chief Minister in his inaugural address delivered in the meeting of Presidents and officer bearers of BJP Kisan Morcha of All India at Chandigarh today. Chief Minister said that State Government was protecting the interests of the farming community and had initiated a number of schemes aimed at their speedy socio-economic upliftment. He said that there was need to go for traditional seed sowing practices which was geographical friendly and could benefit farmer immensely. He underlined the need for decentralization of national agricultural policies and States provided autonomy for implementation of farm related policies and programmes. Prof. Dhumal said that BJP was alive to the problems of the farming community. He said that Himachal Pradesh being a hilly State had limited land holdings suitable for farming practices. He said that topography of the State varies from place to place. He said the farmers had limited small land holdings which get further fragmented with the increase in family size. He said that 91 percent of State population was living in villages. He said that unless the condition of farmers was not improved the State Gross Domestic Product would not improve. He said that farming had not been accorded the due priority it deserved since India attained independence, which had deteriorated the economic condition in the country. He said hat he had retained agriculture and animal husbandry portfolios with him with a view to give due importance to the basic major sectors which were directly concerned with the socio-economic upliftment of the rural population. He said that inadequate communicative facilities in villages had flooded towns and urban areas with migrants from rural areas. Chief Minister said that road, education, health, self-employment, self-reliant and prosperity had been the core policy of the State Government and all policies and programmes were being focused upon the same. He said that the State Government had launched free soil Health Card Scheme with a view to test the soil and advise farmers of cultivation soil friendly crops to strengthen their economy. He said that Rs. 353 crore Pandit Deen Dayal Kisan Bagwan Samridhi Yojna, with subsidy component upto 90 percent, highest in the country, had been launched to motivate farmers to grow cash crops in poly houses, micro and macro irrigation schemes of sprinkler and drip irrigation schemes which were result oriented. He said that herbiculture, floriculture etc. were also being promoted which had ready market and could bring farmers remunerative returns. He said that a good and strong network of marketing yards had been created in the State to save farmers from exploitation at the hands of middlemen and sell their produce locally in remunerative price. Prof. Dhumal said that State had progressive farmers who were willing to adopt new farming techniques. He said that during his earlier term Rs. 2 crore Kisan Bhawan was constructed in Sabzi mandi, Delhi and abolished 6 percent market fee being charged from State growers which was implemented during BJP regime under the Chief Ministership of Late Shri Sahib Singh Verma,which was withdrawn by Congress Government. He said that Rs. 100 crore modern market Yard was being develop at Parala near Theog, equipped with best of the marketing facilities and connected with dedicated road to transport produce outside the State to different market terminals. He said that State had entered into an MOU with Patanjli Yog Peeth to sell entire apple Juice to the Peeth. He said that Rs. 300 crore Doodh Ganga Yojna had also been launched for bringing out white Revolution in the State and provide 25 percent subsidy to general and 33 percent to SC categories of beneficiaries. He said that additionally Bhed Palak Yojna had also been launched for the benefit of population engaged in sheep rearing. Chief Minister said that to save apple growers of the State from the losses which otherwise they had to suffer due to hail, State Government had installed Anti-Hail Guns at three places in Shimla district and Himachal was the first to do it in Asia and added that it had decided in principle to set up such hail guns in other apple growing areas. Shri Om Prakash Dhankar, National President, BJP Kisan Morcha, welcomed Chief Minister and thanked him for his presence to inaugurate the meeting of State BJP Kisan morcha Presidents and other officer bearers of the Morcha. He said that the Morcha had been formed to promote interests of the farming community and find modes to protect their interests. He said that pathetic condition of farmers and ignorance of their interests by UPA Government at the Centre had been forcing members of farming community to take drastic steps of committing suicide. He said that farmer constituted of major chunk of the population in the country. He said that farmers were being deprived of their genuine rights and getting handsome return for their produce. He said that micro and macro management at the grass root level in agriculture sector was the need of the hour. He said that import and export of grains had to be linked with the agriculture yield and season so that remunerative prices were ensured to them of their produce. He underlined the need to protect farmers from the middlemen. Shri Dhankar said that there was need to enact a legislation to allow farmer change of land use whenever he considers it appropriate. He appreciated the initiative taken by Himachal in installing Anti Hail Guns to protect apple crop from hail storms. He also lauded the Pandit Deen Dayal Kisan Bagwan Samridhi Yonja and Doodh Ganga Yojna envisioned by the Himachal State Government. Shri Major Singh Betwal, President, Punjab State BJP Kisan Morcha, welcomed Chief Minister and other dignitaries and thanked them for their presence in the meeting. He called it an historic day for Punjab since the National level meeting of office bearers was being held at Chandigarh. Shri Suresh Chandel, National Vice-President, Shri Naresh Saroi, National General Secretary, Shri Bhupinder Singh, National General Secretary, Shri Servjit Singh and Shri Rajneesh Bedi, General Secretaries BJP Kisan Morcha Punjab, other office bearers of the party were present on the occasion.
