Chief Minister Virbhadra Singh said that skill development plays a vital role in upgrading the skills of the youth of the State so as to make them employable directly or indirectly with leading industrial houses and open avenues of self employment. He was presiding over a ‘Kaushal Himachal, Samridh Himachal’, Skill Conclave here today.
He said that State Government had established HP Kaushal Vikas Nigam to synergise skill and livelihood training programmes of different departments for the youth. The State government has also initiated Rs. 640 crore ADB funded HP Skill Development Project which would improve employment opportunities for youth in the State, he said.
“ I am happy to know that Kaushal Vikas Nigam has signed several memorandum of understanding on Skill development with various industrial organisations with an aim to increase employment opportunities” said Virbhadra Singh.
He said that one lakh youth in the State were being provided high quality industrial oriented training programmes linked with placement and self employment. He urged all industry members, associations and Sector Skill Councils to actively consider associating with Kaushal Vikas Nigam with them, so that the training efforts of the Nigam are seamlessly integrated to industrial requirements.
Chief Minister said that State government had launched the Skill Development Allowance Scheme which is being successfully implemented in the State by the State Government which has benefitted over one lakh youth.
He said that a budget outlay of Rs. 100 crore have been provided for the Skill Development Allowance Scheme for 2016-17. He said that State government has started vocational education in 500 schools where 35 thousand students are learning various trades.
Chief Minister said that Government is conscious of the need to provide college going youth with advanced courses in Vocational Education and short term courses aligned to National Skill Qualification Framework in various Government Colleges.
Virbhadra Singh said that at present the HPKVN has rolled out its Pilot Training Programme, wherein 7 TSP’s are to provide training to about 1080 youths from 6 districts in the listed 8 sectors viz. the Kangra (Retail & Hospitality), Solan (Textiles & Life Sciences), Shimla (IT/ITes), Mandi (Furniture & Fittings), Nahan-Paonta (Automobile) & Kullu (Hospitality).
He said that Himachal Pradesh Kaushal Vikas Nigam has developed a web based MIS system, for monitoring of daily attendance of students.
He congratulated the staff of Kaushal Vikas Nigam for its hard work and dedication in starting training batches, and organizing the Conclave, and said that the corporation needed to work hard to make more youth employable as per training and requirement of the trade.
Later, Chief Minister interacted with the trainees and industrialists through Video-conferencing and those present in Peterhoff. He said that training should be such that the trainees were able to face the challenges outside.
ACS (Finance &Planning), Shrikant Baldi earlier welcomed and honoured the Chief Minister and detailed about the skill development activities being implemented in the State. He said that Himachal Pradesh would be the first state to start B.Voc (vocational) courses in the colleges soon. High quality training would be imparted to ensure placement in industrial houses.
Four MoUs were signed with Habib International, Auto Sector Skill Council, with HRTC and KHKVN (Tripartite), Reliance (Retails) and Usha International today, for providing employment to trainees after they complete their training.
MD, Kaushal Vikas Nigam Rajesh Sharma, proposed vote of thanks. He said that with a view to make Himachal a skilled state and provide skill training to every youth of Himachal, Nigam is upgrading 52 ITIs from State Council for Vocational Training (SCVT) to National Council Vocational Training (NCVT) so that all the NSQF aligned training is given to the trainees.
MPP and Power Minister Sujan Singh Pathania, Social Justice and Empowerment Minister Dr. (Col), Dhani Ram Shandil, Rural Development Minister Anil Sharma, Special Secretary, CM & Advisor Planning Rakesh Sharma, CEO, Habib International, Javed Habib, CEO, Indus Integrated, Kushal Maitra, were present on the occasion amongst others.
