The high-level committee headed by former President Ramnath Kovind today submitted its report on ‘One Nation, One Election’ on the issue of simultaneous elections of various bodies including Lok Sabha and State Assemblies. This report has been submitted to President Draupadi Murmu. The committee led by Ramnath Kovind met Draupadi Murmu at Rashtrapati Bhavan. During this, the committee submitted its report on ‘One Nation, One Election’ to President Draupadi Murmu. The report is of 18,626 pages. It is the result of extensive consultations with stakeholders, experts and research work over the past 191 days.

A second member of the committee, also requesting anonymity, said that the committee believes that all its recommendations should be available in the public domain, but it is up to the government to accept or reject them. The second member also said that the report included a paper on the economic feasibility of simultaneous elections by NK Singh, Chairman of the 15th Finance Commission, and Prachi Mishra of the International Monetary Fund. The report will also mention the financial and administrative resources required for holding simultaneous elections. The Commission has considered the feedback received through its website and from various stakeholders including former Chief Election Commissioners.

That’s why simultaneous elections were stopped

According to a media report, the report used data from three elections between 1951-52 and 1967. The argument here is that it is still possible to make simultaneous choices as before. It was reported that holding simultaneous elections had stopped when some state governments fell or were dismissed before completing their tenure, necessitating the holding of fresh elections.

The work was assigned about six months ago

The Kovind Committee on ‘One Country, One Election’ can recommend amendments in the last five articles of the Constitution to hold simultaneous elections in the country. The proposed report will also focus on a single electoral roll for conducting Lok Sabha, state assembly and local body elections. The committee, constituted last September, has been tasked with exploring possibilities and making recommendations for holding simultaneous elections for the Lok Sabha, state assemblies, municipalities and panchayats, keeping in mind the existing constitutional framework.

The government notification said the committee would begin work immediately and make recommendations as soon as possible, but did not specify any timeline for submitting the report. The decision to set up a committee under the chairmanship of former President Kovind had taken India by surprise and held its conference in Mumbai on September 1. The opposition alliance termed the decision as a ‘threat’ to the federal structure of the country. Was. Former Lok Sabha Secretary General Subhash C Kashyap, senior advocate Harish Salve and former Chief Vigilance Commissioner Sanjay Kothari are also members of the committee. Law Minister Arjun Ram Meghwal attended the committee meetings as a special invitee, while Law Secretary Niten Chandra is the secretary of the committee. The Committee will examine and recommend specific amendments to the Constitution, the Representation of the People Act and any other laws and rules which require amendment for the purpose of holding simultaneous elections.
