With the vision of ‘Atmanirbhar Bharat’ in the field of Global Semiconductor Supply Chain Manufacturing under the visionary leadership of Prime Minister Narendra Modi, the Central Government has announced a US$ 10 billion Semicon India program. In a meeting with US President Joe Biden during Prime Minister Narendra Modi’s recent visit to the US, the US President gave further impetus to this program through significant capital investment in India by Micron Technology in semiconductor assembly, test, marking and packaging (ATMP) facility was announced. As a result of Prime Minister Narendra Modi’s successful US visit, Micron Technology will set up an ATMP facility in Gujarat’s Sanand with an investment of over US$ 2.75 billion i.e. ₹ 22,500 crore.

In this context, on Wednesday, June 28, 2023, a historic Memorandum of Understanding (MoU) was signed between Micron Technology, one of the leading and largest companies in the field of semiconductor production, and the Government of Gujarat in Gandhinagar. The MoU was signed by Mr. Vijay Nehra, Secretary, Information Technology, Government of Gujarat, and Gursharan Singh, Senior Vice President, Micron, in the rousing presence of Chief Minister Bhupendra Patel and Union Minister for Information Technology, Government of India, Ashwini Vaishnav.

Speaking at the event, Shri Ashwini Vaishnav, Union Minister for Information Technology, Government of India said, “This MoU is a major step towards making India self-reliant in memory chip manufacturing. The clarity of thoughts and foresight of the Hon’ble Prime Minister has ensured smooth implementation of projects related to this sector. Having such a big agreement within just a week of Prime Minister’s visit to America is the identity of new India.

Addressing the dignitaries present at the event, Chief Minister Bhupendra Patel said, “Honorable Prime Minister’s visit to the United States of America has added another new achievement to the various achievements of Gujarat through this MoU signed today. Gujarat is already the fin-tech hub of India, and now with its semiconductor policy and the new agreement signed today, Gujarat is all set to become the semiconductor hub of India.

Keeping in mind the important factors such as strong manufacturing infrastructure in Gujarat, business-friendly environment and excellent cooperation from the state government, as well as the availability of a well-planned talent pool as per the requirement of the industries, Micron has chosen Gujarat to start its manufacturing facility. is selected. It is noteworthy that Gujarat Semiconductor Policy 2022-27 was issued in September 2022 last year under the leadership and guidance of Chief Minister Bhupendra Patel. Gujarat is the only state in the country which has issued a new policy regarding the semiconductor sector to strengthen the efforts of the central government to make India self-reliant.

Not only this, special emphasis has been laid in this policy to give impetus to the domestic semiconductor manufacturing ecosystem in the state. The state government has established a dedicated institute ‘Gujarat State Electronics Mission’ (GSEM) with the objective of attracting industries in the semiconductor sector to Gujarat and providing all necessary support. The establishment of this project will bring a big change in the semiconductor manufacturing sector of India. With this, a total of 20 thousand jobs will be created including 5 thousand direct and 15 thousand indirect jobs.

This MoU between the Government of Gujarat and Micron Technology is a historic moment for the country. Due to the gradual development of this sector in Gujarat, development of other sectors related to the semiconductor sector will also take place. Not only this, it will also inspire the Global Semiconductor Giants (big global industries) to set up their hi-tech manufacturing facility in Gujarat. Gujarat Industrial Development Corporation (GIDC) has developed 45,000 hectares of land in the state with ‘plug and play’ facility. Micron Company has selected Sanand GIDC-II for its new ATMP facility.

Sanand GIDC is the most industrialized zone of Gujarat, and houses many reputed national and international manufacturing industries. On this occasion, the Vice Chairman and Managing Director of GIDC handed over the offer cum allotment (OCA) letter for allotment of 93 acres of land to Micron Company. Micron is committed to establishing an assembly and testing facility that meets or exceeds the Leadership in Energy and Environmental Design (LEED) gold standard. In addition, advanced water saving technology will be used in this facility to ensure Zero Liquid Discharge (ZLD). ( PLC/GT )
