The first Rajiv Gandhi Lecture on Administrative Law was delivered here today by Justice Michael Donald Kirby, Retd Judge of the High Court of Australia. Justice Kirby spoke on the Modern Administrative State and shared the Australian experience in this regard.

The Lecture was delivered at the All India Conference of the Central Administrative Tribunal (CAT) which is being held in the Silver Jubilee year of the CAT.

The Lecture was also attended by Dr. M. Veerappa Moily, the Union Minister of Law & Justice and the Minister of State for Personnel, P.G. & Pensions, Shri V. Narayanasamy.

Speaking on the occasion, Dr. Moily said that good governance is not a finished product but it is dynamic concept and it encompasses fast changing political, social and economic milieu, along with international environment and conditions of operational governance. Therefore, the need for periodical, rethinking on and even re-modeling of the concept and institutions of governance is always there. He also said that the CAT would be further strengthened and empowered.

Referring to the Rajiv Gandhi Lecture series named after the former prime minister, Shri Moily said that Rajiv Gandhi dreamt of a strong and self reliant India. He said that Rajiv Gandhi dreamt that India should be in the front rank of the nations of the world.

The Minister of State for Personnel, P.G. & Pensions, Shri V. Narayanasamy said that it was late Prime Minister Rajiv Gandhi who conceived the idea of setting up of the Central Administrative Tribunal and therefore, it has been decided to start the Lecture Series named after him.
