Hooda gave ex-post facto approval to the amendments in Haryana Transport Department

INVC,, Haryana,, Haryana Cabinet, which met under the Chairmanship of the Chief Minister, Mr Bhupinder Singh Hooda, here today, gave ex-post facto approval to the amendments in Haryana Transport Department (Group-C), Haryana Roadways Service Rules, 1995. As per amendment, the total emoluments of drivers and conductors appointed on contract basis has been increased to Rs 10,000 and Rs 8000 per month respectively with effect from June 1,2010. It was decided that newly appointed heavy vehicle contract or daily wage basis drivers will be designated as Heavy Vehicle Driver Grade-II after three years’ satisfactory service and would be given the scale of Rs 5200-20200+1900 (grade pay). The Heavy Vehicle Driver Grade-II would be designated as Heavy Vehicle Driver Grade-I after two years satisfactory service and would be given the scale of Rs 5200-20200-2400(grade pay). The newly appointed contract or daily wage basis conductors will be designated as conductor grade-II after three years satisfactory service and would be given the scale of Rs 4440-7440+1650(grade pay). Conductor grade-II will be designated as conductor grade-I after two years satisfactory service and would be given the scale of Rs 5200-20200+1900(grade pay). It was also decided to regularize the services of heavy vehicle drivers grade-II and conductors grade-II on completion of two years satisfactory service. The Cabinet  also  gave its approval to the proposal of Civil Aviation Department, Haryana for taking out the posts of Helicopter Engineer (Class-I), Assistant Helicopter Engineer (Class-II) and Flight Dispatcher (Class-II) from the purview of the Haryana Public Service Commission. These three posts are technical in nature and has been taken out of the purview of the Haryana Public Service Commission to meet the urgency and smooth operations of helicopters. These posts would be filled up after adopting proper procedure through advertisement by constituting a committee constituting of experts from Director General of Civil Aviation, Ministry of Civil Aviation/experts from Pawan Hans Corporation/Indian Air Force. The Cabinet  approved the proposal of Agriculture Department for allotting 1000 square metres land belonging to Market Committee, Sirsa to Aror Vansh Sabha for the construction of Dharamshala.       The land has been allotted at the rate of Rs 2000 per square yard subject to the condition that the Sabha will use this land for social and charitable purpose and not for a commercial purpose. The Cabinet also gave its permission to the Gram Panchayat Bhuna Block Bhuna, district Fatehabad to exchange its land measuring one kanal and nine marlas with the private lands of Mr Kashmiri Lal and Mr Satish Kumar resident of Bhuna, district Fatehabad measuring one kanal and nine marlas. The private lands had already been utilized for the purpose of constructing a public passage. The Cabinet also gave its approval to the proposal of Development and Panchayats Department regarding change in purpose and scope of utilization of funds earmarked as per recommendations of the 3rd State Finance Commission for rural local bodies. As per the proposal, the funds of Rs 76.66 crore earmarked for the current financial year 2010-11 would be released at the rate of Rs ten lakh to the Gram Panchayats identified by the parameters of felt needs, equity and backwardness.
