Haryana has become the first State in the country to release the RFP :Chief Secretary

INVC,, Haryana,, Haryana has become the first State in the country to release the Request for Proposal (RFP) for selection of System Integrator for the implementation, commissioning and maintaining of the high profile project of Crime and Criminal Tracking Network and Systems (CCTNS). The project aims at modernising the police force all across the country. This was disclosed in the 4th meeting of State Apex Committee which was held here today under the chairpersonship of Haryana Chief Secretary, Mrs Urvashi Gulati. Haryana has already floated the RFP which is available on National Crime Records Bureau (NCRB) website. NCRB's Central Project Management Unit had vetted the RFP before its release. The corrigendum of the RFP prepared by the State Project Management Consultant, PricewaterhouseCoopers was released on February 15, 2011. The last date for submission of bids had been fixed as March 21, 2011 in today's meeting. It was informed in the meeting that CCTNS would be implemented in the state for better investigation of crime cases besides enhancing services. The project is a comprehensive and integrated system for enhancing effective policing and efficiency at all levels and especially at police station level through adoption of e-Governance and creation of nationwide networked infrastructure for evolution of state of the art IT tracking system. The project includes hardware, communication infrastructure and data centre, CCTNS application, digitisation of historical records, capacity building and handholding. CCTNS would focus on modules like registration, investigation, and prosecution solutions; crime prevention solutions, reporting solutions; collaboration solutions; emergency response management solutions; citizen and external interfacing solutions and traffic solutions. It was informed that Haryana had selected State Project Management Consultant (SPMC) and prepared the Project Implementation and Monitoring (PIM) Report. Now it is in the third stage of selecting System Integrator. After its selection, the project would be implemented in the state.  Total funds to the tune of over Rs. 6.22 crore had been received from the Ministry of Home Affairs  for hiring of state project management consultant, capacity building for strengthening of institutions' infrastructure, capacity building, personnel training and selection of system integrator and state project management unit. Steps had been taken for capacity building and strengthening of training infrastructure for this purpose in Haryana. Financial Commissioner and Principal Secretary, Home, Mr Samir Mathur, Director General of Police, Mr Ranjeev Dalal and several senior officers of police force were present in the meeting.
