Reviewed the performance of implementation of MPLAD Scheme in the State of Bihar

INVC,, Delhi,, Pankaj Jain, Additional Secretary, Ministry of Statistics and Programme Implementation, Government of India, reviewed the performance of implementation of MPLAD Scheme on 13.06.2011 in the State of Bihar, with the Chief Secretary, Bihar at Patna. Separately he also chaired a review meeting with representative Districts  Magistrates/District Authorities of Nine Districts of Bihar to discuss various issues regarding implementation of MPLAD Scheme in Bihar.  In the review meeting, Shri Jain pointed out that since inception of MPLAD, Rs. 1616 crore has been released, out of which Rs. 1392 has been spent to create community assets in the State of Bihar. It was deliberated that with the increase of entitlement, which would take place from current year from Rs. 2 crore to Rs. 5 crore per Member of Parliament, the state of Bihar would be entitled to get Rs. 280 crore per annum for creation of community assets for the public at large under MPLADS. Also presently Rs. 251 crores also available to Districts in Bihar as unspent balance for completing ongoing works of MPLADS. Shri Jain also clarified that pending/past instalments of Rs. 190 crores can also be released to various districts of Bihar on their submission of Utilization Certificate, Audit Certificate and eligible Monthly Progress Report. Thus, in the current year a total package of over Rs. 650 crores are available to the State of Bihar on the completion of required formalities. During the review the Secretary, Rural Works Department, Nodal Ministry for MPLADS, was directed to send the required documents viz. eligible MPR, Utilization Certificate and Audit Certificate to the Ministry for release of pending amount of Rs. 190 crore. The long pending issue of distribution of unspent balance of the 14th Lok Sabha among the sitting MPs of 15th Lok Sabha was discussed and State was requested to complete the exercise of distribution latest by 30.06.2011 as per the guidelines already issued by the Ministry. In order to facilitate the effective implementation of MPLADS, the Secretary, Government of Bihar was asked to organize a training work shop for MPLADS for the District Nodal Officers and in this regard he was asked to send a proposal to the Union Ministry for financial assistance and for deputing resource persons from the Centre including experts in accounting and computerization/computerized network monitoring. The observation of C&AG report 2011 were discussed and the Secretary, Rural Works Department was directed to ask all the districts concerned for an Action Taken Report on the objections and irregularities reported to this Ministry latest 30.06.2011. It is expected that in the era of Right to Information, entire details is required to be uploaded on the work monitoring system of the MPLADS website. It was observed that no information of 15th Lok Sabha MPs except for partial information of Begusarai and Sasaram Constituencies were available on the website. Secretary, Government of Bihar was directed to issue the instruction to all the District Magistrates to complete updating of MPLADS works on priority. Shri Jain also desired that District Authorities should strictly follow the provisions of MPLADS Guidelines and time frame should be maintained in completing the works so that the benefit of the community assets could reach to the common man. He also emphasized that a huge outlay under MPLAD has been earmarked by the Centre for building of community assets benefitting the common man through MPLADS.
