Finance Secretary presided over the 21st meeting of SPIC

INVC,, Chandigarh, - The 21st meeting of the Executive Committee of Society for Promotion of IT in Chandigarh was held today. It was presided over by Mr. V.K Singh, IAS, Finance Secretary-cum- Secretary IT, Chandigarh Administration. Various vital decisions were taken regarding execution of key IT projects which are integral part of e-Governance enterprise of Chandigarh Administration. SPIC is playing a pivotal role in executing key egovernance endeavors of the Chandigarh Administration. SPIC is the executing agency for the implementation of the computerization of GMCH, Sector 32. The project envisages establishing entire campus wide area networking in Phase-I and implementation of Healthcare Management Information System (HIMS) in Phase-II. The HIMS would integrate the electronic medical records of the patients across all the hospitals and dispensaries which would enable them to offer qualitative, efficient & hassle free medical services to the citizens. SPIC is the nodal agency for executing e-Governance in Municipal Corporation Chandigarh which is a “Mission Mode Project” under the National e-Governance Plan (NeGP) of the Government of India. The aim of the project is to provide to citizens online services pertaining to the Municipal Corporation. The Detailed project report for the MCC e-Governance project has been completed and currently the RFP is being prepared to select the System Integrator. A period of two years has been proposed for completion of the automation of MCC. Similarly the projects reports for other crucial projects like the e- Governance in ‘Education Department ‘and ‘Urban Planning Department’ have been completed with timelines being set for two years each. The proposed GIS (Geographic Information System) for the Urban Planning Department will provide building, road, traffic, street light, drainage and other services online. Through egovernance in education, the department will consolidate the students’ database and the fees and examination processes will be computerised. SPIC would also facilitate the setting up of an online portal for all the government schools which would make available all the school services on the click of a mouse. Another major work being undertaken by SPIC is regarding facilitating the Estate Office, Chandigarh to digitize all the archaic records of offices and buildings. Some of the records are more than 60 years old and require urgent digitization. Chandigarh has been the front leader in implementing core infrastructure for citizen services with the development of State Data Centre (SDC), State Wide Area Network (SWAN) and Sampark Centres. Similarly the next step would be to collaborate and integrate information from different departments of UT to provide integrated services to the citizens of the city. The work on State e- Governance Service Delivery Gateway (SSDG) for this purpose is being fast tracked. The prestigious e- Sampark & Gram-Sampark projects are currently being run by SPIC which is providing providing 23 Government to Citizens and 5 Business to Citizens services at the doorsteps of the citizens of the city through 11 e-Sampark Centres and to the rural masses of city through 13 Gram-Sampark Centres. Apart from the current services, the additional services will be incorporated like facility of net banking for submitting the payments of various bills through online by citizens. In an effort to bring more & more services under single window system, the Learning driving license will also be offered at all the e- Sampark & Gram-Sampark Centres to make Registration & Licensing Authority services more citizens friendly. In near future all Sampark centres services will be extended to Sunday’s as well for providing more convenience to the citizens in availing these services.
