Haryana Chief Minister Mr. Bhupinder Singh Hooda today condemned the incidents of crime against women and said that any culprit who so ever was involved in such heinous crimes would not be spared at any cost.
          Mr. Hooda, who was speaking after presiding over the first meeting of State Police Board here today, said that not only the perception of the police should be good, but it should also be  visible and easily accessible.
 Mr. Hooda, said that he had reviewed the working of the police organization and also various steps taken by it to maintain law and order in the State. He said that detailed deliberations were also held regarding the strengthening and modernizations of the police force.
          Mr. Ranjiv Singh Dalal said that the Government has given adequate funds for modernization and strengthening of police force and these have been properly utilized to enhance its efficiency.
          He said that there should be a strength of 82,000 police personnel, but as against it there were only 56,000 at present. The Government has sanctioned to recruit 11,000 police personnel for which the process would soon commence. During the last six years, a large number of police personnel have been recruited. He said that despite all this, it was necessary to further improve force multiplying efficiency, for which latest Close Circuit TV cameras were required in towns. Therefore, Rs 200 crore have been sought  to implement this five-year plan to install cameras as these would further improve efficiency of police and provide vital information as proof in case of any incident.
             Mr. Dalal said that Haryana Police was the only police force in the country  where online examination was held for the B-1 promotion of police personnel. Many other States including Himachal Pradesh has shown interest in this system and their team  had visited Haryana to study it. He said that similarly, in terms of implementing Automated Finger Print System, Haryana was the second State after Delhi. He said that a DNA lab of latest technology was also set up in the State. Apart from Haryana, Hyderabad was the only state to have such a lab, he added.
           He said that latest technology was put in use to keep a check on the crime instead of the conventional methods. He said with the development and technological advancement, use of latest technology was of paramount importance in crime investigation and control. Mr. Dalal said that in view of the untoward incident happened recently against women in the State, the team of National Women Commission has expressed satisfaction over the prompt action taken  by the Haryana Police.
          He stressed the need for parents to keep an eye on the activities of their children. He said  that  parents usually did not  give proper attention to the boys  and remained unaware of their activities. There had been cases where the young boys consumed liquor in the day    and were involved in violent activities. The parents need to take strict note of the daily activities of their children, he added.
          He said that during the previous six to seven years, unprecedented development had   taken place in the State. The economic growth rate of the State had been better as compared to the National growth rate. The price of land has increased. Cities like Gurgaon and Manesar had made a distinguished place in industrial development.  He said that the number of boys-girls studying in different colleges and universities in Haryana was the highest in the country. He said that with the increasing development, the responsibility of the police has also increased.The changing economic graph and technological developments also keep changing the  challenges before the police.
He said that functioning of police was not only  being supervised by the Government, courts and media but also by various commissions including  Minority Commission, National Women Commission and Human Rights Commission. He appealed to the media to cooperate with the police and exercise restraint in using words like ‘increasing graph of crime’ on happening of certain untoward incidents. He said the number of rape cases in the State has   reduced by 80 this year as compared to the last year. Therefore, it was wrong to say that the number of such incidents has increased. He said that the Haryana Police was committed to safeguard women and children. The police was very sensitive towards them and it  would continue to serve the people with dedication, he further added.
Chief Secretary Mr. P.K. Chaudhery, Principal Secretary to Chief Minister Mr. Chhattar Singh, Home Secretary Mr. Sameer Mathur , former Director of Central Bureau of Investigation (CBI) Mr. R.C. Sharma and other members of the Board were present in the meeting.
The Police Board was constituted under the section 36 of the Police Act in the year 2009.
