Procedure related to adoption by foreigners is governed by “Guidelines for Adoption from India 2006” notified by Government of India. Priority is given to in-country adoption. Adoption by foreigners is considered after efforts have been made for placing the child with Indians. As per Guidelines, no child can leave the country for adoption by foreigners, without No Objection Certificate (NOC) from Central Adoption Resource Agency (CARA).
