Haryana Chief Minister, Mr. Manohar Lal, said that as Haryana will enter golden jubilee year from November 1 next, special development projects and welfare programmes would be implemented during this year. The Deputy Commissioners will be upload the development directory of their respective districts so that the people of the state be acquainted about these projects and schemes.
The Chief Minister, who was addressing the gathering after unfurling the National Flag on the occasion of Republic Day in Gurgaon today, said that the 125th birth anniversary of Baba Saheb Bhim Rao Ambedkar was being observed this year. He paid rich tributes to Baba Saheb and other members of Constituent Assembly.
While greeting the people of the State on Republic Day, the Chief Minister also appreciated them saying that they had contributed immensely in successful completion of all three phases of the general elections to Panchayati Raj Institutions conducted on January 10, 17 and 24, 2016. He said, “educated representatives with clean image have been elected and people have fully supported the amendments made in the Panchayati Raj Institution Act by the Government. This shows the dedication of our society towards democracy.” While congratulating the newly-elected representatives of the Panchayati Raj Institutions, he expressed hope that all Sarpanches, Panches and Gram Panchayats would make constructive contribution in rural development in the State.
The Chief Minister said that the Gram Panchayats, where Sarpanches, Panches and members of Zila Parishad and Block Samitis have been elected unanimously, would be honoured with incentives ranging from Rs 50,000 to Rs 11 lakh. These funds would be utilised on development of villages.
Highlighting the achievements made in rural development sector, he said that a sum of Rs 631.50 crore was released for development works. As many as 241 ‘Gram Sachivalyas’ equipped with e-connectivity facility were set up in villages. National optical fiber network is being laid in villages and economic and technology development would be ensured in villages under Shyama Prasad Mukherjee Rurban Mission.
The Chief Minister said that the State Government has made comprehensive changes in the selection process for recruitment to government jobs to ensure that the youth get such jobs on the basis of merit without any discrimination. Interview system in Group D government jobs has been scrapped and interview marks for the jobs of remaining categories have been restricted to only 12 per cent.
Mr. Manohar Lal said that the new Sports Policy of the State has resulted in the youth showing greater interest in sports and a sum of Rs 62.48 crore has been awarded during the last 15 months. The players have brought laurels to the State by winning 107 medals in the 35th National Games held in January 2015. He expressed hope that players from the State would win maximum medals in the Rio Olympics scheduled to be held this year.
While describing provision of modern and economical treatment facilities to the people as a priority, the Chief Minister said that 570 essential medicines were being provided free of cost in Government hospitals of the State and MRI-CT Scan machines were being installed in district hospitals at Bhiwani, Panchkula and Faridabad on Public Private Partnership (PPP) model. The State Government has fixed a target to open one medical college in each district. He said that a medical university named after Kalpana Chawla is being set up in village Kutail, district Karnal.
The Chief Minister said that social welfare being the top priority of the State Government, old age pension and that of the widows and disabled persons have been increased to Rs 1,400 per month from January 1, 2016. He said that all kind of social security pensions were being deposited directly into the bank accounts of beneficiaries through banks and post offices under the ‘Thari Pension, Thare Pass’ scheme. Bank accounts of 21.82 lakh pensioners have so far been opened in the State. He said that the wages of skilled and unskilled labourers have also been increased.
While describing employees as an inseparable part of the Government, Mr. Manohar Lal said that it was the Government’s responsibility to safeguard their interests. He said that the State Government was committed to socio-economic development of members belonging to the Scheduled Castes, Backward Classes and other weaker sections of the society. He said that the ‘Beti Bachao Beti Padhao’ Programme launched by the Prime Minister, Mr. Narendra Modi, from Panipat in January 2015, has started yielding fruitful results. For the first time in the history of Haryana, the sex ratio at birth in 12 districts of the State has crossed the 900 mark in December 2015.
He said that the State Government has constituted Saraswati Heritage Development Board for the rejuvenation and research of river Saraswati, the symbol of reverence and devotion. Apart from this, an international-level museum would be set up at Panchkula, besides a state-level museum at Rakhigarhi in district Hisar. He said that a proposal has been sent for the approval of Government of India for developing Narnaul-Mahendergarh-Madhavgarh-Rewari as rural tourist circuit at a cost of Rs 59.40 crore.
The Chief Minister said that today, there is an atmosphere of peace and brotherhood in the State. The establishment of women police stations at all district Headquarters has helped in prompt redressal of cases of women harassment. The success of these police stations could be gauged from the fact that during the last four months, 11,758 complaints have been received, of which 10,793 have already been disposed of.
While describing the Emergency as the black chapter of Indian Democracy, the Chief Minister said that the State Government has decided to publish the literature compiled during the Emergency period in a Granth, namely ‘Shubhra Jyotsana’.
Highlighting the various initiatives taken to facilitate farmers, the Chief Minister said that in a recent historic decision, the Central Government launched the Prime Minister Crop Insurance Scheme to provide crop insurance at the lowest premium rates so far. Apart from this, the Centre has increased the amount of compensation awarded to farmers in case of crop loss due to natural calamity. He said that the State Government had also announce an unprecedented increase in the amount of compensation. Record compensation of Rs 992 crore was disbursed in a month. The present Government had even released the compensation announced by the previous government.
While emphasising the need for crop diversification, the Chief Minister said that farmers were facing a lot of challenges as land holdings were shrinking and production costs were increasing at a constant rate. “There is a need to bring about a second Green Revolution and switch to crop diversification, for which we have taken several initiatives, including establishment of a Horticulture University in Karnal. Its regional centres would be established in Jind, Jhajjar and Naraingarh. A project costing Rs 143 crore has been prepared for expansion of irrigation facilities in the southern part of the State. The present government is committed towards the construction of the SYL canal and equitable distribution of the waters of Ravi-Beas,” he said.
He said that the State Government had enacted the Haryana Gauvansh Sanrakshan and Gausamvardhan Bill and strictly enforced its implementation for the protection and upkeep of cows. Apart from implementation of the National Gokul Mission, cow sanctuaries are being set up in the State.
The Chief Minister said that the State Government was working on the concept of ‘minimum government – maximum governance’. “We have held the administration accountable to the public during last 15 months”, he added.
With a view to ensure transparency and hassle-free services, the Government has launched online services like e-registration, CM Web Portal, e-Stamp, e-Disha services, CM Window, Citizen Portal ‘HARSAMAY’, CM e-Dashboard and BISWAS. The State has been honoured for six e-governance projects. As many as 1,30,221 complaints, demands and suggestions have so far been received at CM Window, of which 1,13,160 have been resolved, he added.
Reiterating the State Government’s commitment towards following the policy of zero tolerance toward corruption, Mr. Manohar Lal said that the State Vigilance Bureau had registered 262 cases against corrupt officers and officials during the last one year. Under the Prevention of Corruption Act, 1988, as many as 52 government employees and nine others have been convicted in 44 cases.
During the current financial year, schemes to the tune of Rs 1,560 crore have been sanctioned for strengthening infrastructure in the State. Work is in progress on projects of railway expansion in the State. Work on Sonipat-Jind rail link is about to finish. For establishing Rail Coach Factory, a Memorandum of Understanding is being inked with Railways for creating a Special Purpose Vehicle. There is a scheme to expand the Delhi Metro from HUDA City Centre, Gurgaon to Sohna Road and Sonepat to Kundli. The expansion work from YMCA Chowk, Faridabad to Ballabhgarh has already been started. There is also a plan to link Gurgaon and Faridabad with Metro and develop Hisar airport as an international airport.
The Chief Minister said that under ‘Mhara Gaon-Jagmag Gaon’ scheme, power supply in rural domestic feeders is being increased. He said that 24 villages under nine feeders of circles Ambala, Karnal, Gurgaon and Sirsa have achieved the targets set under the scheme for release of new connections, change of defective meters, shifting of meters outside houses and change of A.B. cables.
Mr Manohar Lal presented Tamra-Patras to 25 persons of Gurgaon district who had suffered hardships during emergency period. He honoured the freedom fighters and widows of the freedom fighters. Besides, he also honoured 160 persons who excelled in various fields at district and state level.
On this occasion, attractive march-past and a colorful cultural programme were organized. The Chief Minister was very impressed with the performance of the students . Stunts were shown by the Haryana police personnel on motor cycle which were appreciated by all the spectators. Horse riders from Haryana police also gave mind blowing performance. Tableaus based on welfare schemes of the government formed the part of the programme.
