Haryana Government has decided to constitute a Performance Management Cell in the Planning Department under the supervision of Special Secretary, Finance. While stating this here today, an official spokesman said that a decision has been taken to implement Performance Management and Evaluation System (PMES) in all major departments of the State Government.
He said that Results Framework Document (RFD), being a part of PMES to evaluate and monitor performance of Government Departments, would also be prepared. He said that RFD entails not only the agreed objectives, policies, programmes and projects, but also the success indicators and would target to measure the progress in implementing them. The document is to be prepared by each department at the beginning of the financial year with the approval of the Minister concerned. He said that RFD would evaluate departmental performances by measuring performances of all schemes and projects, both iconic and non-iconic, and all relevant aspects of expected departmental deliverables such as financial, physical, quantitative, qualitative, static efficiency and dynamic efficiency. He said that it has also been decided to constitute a Committee of Secretaries to oversee the process of implementation of RFD in the State. The members of the committee would help the departments in preparing RFD, he added. He said that a two-day workshop on RFD would also be organized on July 4 and 5, 2012 in Chandigarh with the objective of familiarizing senior officers of the departments with the preparation of RFD. He said that the workshop would be inaugurated by Haryana Chief Minister, Mr. Bhupinder Singh Hooda. Union Secretary Performance Management, Cabinet Secretariat, Dr. Prajapati Trivedi and other senior officers of the Central Government will also be present in the workshop.
