50 per cent of seats in PG Diploma courses would be reserved

The Haryana Government has notified the admission procedure to be adopted for admission to Post Graduate Courses, that is, MD, MS, PG Diploma and MDS for the Academic session 2018-19 in the government, government aided, private medical and dental educational institutions including those under Private University (SGT University, Budhera, Gurugram) in the State.While stating this here today, an official spokesman said that it has been also notified that in government institutions covered under this Notification, 50 per cent of the seats would be assigned to the All India Merit Category of NEET PG- 2018 and NEET MDS- 2018 and the remaining 50 per cent of the seats would be assigned under the Haryana State Merit Category of NEET PG- 2018 and NEET MDS- 2018.

He said that 25 per cent seats would be reserved (Institutional preference) for the candidates who have passed MBBS or BDS courses from the Institutions located in the State. Similarly, three per cent seats would be reserved for the candidates with locomotor disability of lower limbs (PH category).

The spokesman said that 50 per cent of seats in PG Diploma courses would be reserved for in-service doctors serving under the State Government, Government PSUs and autonomous bodies of the State Government who have served for at least three years in remote or difficult areas notified by the State Government. Candidates for admission to PG Diploma courses under this category would be sponsored by their employer, he added.

It has also been notified that in private institutions covered under this Notification, 50 per cent of the seats would be filled under Open Merit Category and remaining 50 per cent of seats would be filled under the Management category.

He said that Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak was authorized to conduct Combined Centralised Counselling as per Merit of NEET PG-2018 and NEET MDS-2018 for admission to all the mentioned instituted in the state.

He said that all the students desirous of seeking admission to these courses would have to get registered online through web portal of Haryana Knowledge Corporation Limited (HKCL). The details of web portal including dates for inviting online applications and counselling schedule would be duly publicized as well as uploaded on the website of Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtakwww.uhsr.ac.in and on the website of Directorate of Medical Education and Research www.dmerharyana.org.

As per the notification, further admission process would be carried out through physical counselling to be conducted in the campus of Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak. Detailed schedule would be announced later on and the candidates are required to regularly visit these websites, he added.

A candidate for admission to these courses in mentioned institutions would be eligible if he or she is a citizen of India and has passed MBBS or BDS examination from recognized university or institution situated in Haryana as a bonafide resident of the state or has passed MBBS or BDS examination from any other medical, dental college or institution recognized by the Medical or Dental Council of India and who or whose parents produces a Haryana Resident Certificate as per Government instructions. He said that for candidates applying under management category, a candidate for admission to MD, MS, PG Diploma or MDS courses in private medical or dental institutions would also be eligible if he or she has passed MBBS or BDS examination from university or institution recognized by the Medical or Dental Council of India.

The applicant may be eligible if he or she has completed satisfactorily one year compulsory Rotatory Internship from Institutions recognized by the Medical or Dental Council of India for this purpose by March 31, 2018. However, the candidates who had passed their BDS course prior to 1991 and hold a BDS degree from a Dental College recognised by Dental Council of India (DCI) and have obtained permanent registration with the State Dental Council would be exempted from the applicability of this pre-condition.

He said that internship of 12 months period would not be condoned in any case or circumstances except for the students of BDS batch admitted during the academic session 2007-08 (as allowed by Dental Council of India) and have completed four-and-a-half year BDS course along with six months of compulsory Rotatory Internship. The candidate should be registered with the State Medical or State Dental Council, Medical Council of India or DCI.

The spokesman said that a student who was already admitted to any PG course including PG Diploma course in any Institution was not eligible to apply till the completion of the course. An undertaking to this effect would be given by the candidate. Concealment of facts would invite disqualification without assigning any reason.

He said that after commencement of PG Courses (Degree/Diploma), if a candidate having joined the course leaves it before completion of full period, he or she would be debarred for next three years from applying for admission to any PG Course (Degree/Diploma) in the State. He or She would have to pay the Bond Money Rs.7.5 lakh for PG Degree or Diploma Course for which Bond would be executed at the time of admission. The candidates (other than in-service candidates) at the time of admission would be required to execute a bond with two sureties (on non-judicial stamp duly attested by First Class Magistrate) that he or she will not leave the course before completion. In case, any one leaves the course midway, he or she would pay Rs. 7.5 lakh to the Institution concerned. The Institution reserves the right to recover such money from the defaulters as per due procedure and thereafter the candidates would also be debarred for admission to any PG/PG Diploma course for next three years. The same would be applicable for the candidates taking admission under Management Category also.

The admissions, under above stated categories among all the registered candidates on the webportal of HKCL, will be made on the basis of Haryana State Merit list prepared as per NEET PG 2018 and NEET MDS 2018 marks. The schedule of counselling, admissions and start of classes would be in conformity with the schedule laid down by Medical Council of India, Dental Council of India or Ministry of Health and Family Welfare, Government of India and State Government.

In case of a tie between two or more candidates having equal marks or merit, the inter-se-ranking of such candidates would be determined. A candidate with higher aggregate marks in the respective qualifying examination (MBBS or BDS) would be ranked higher. If there is still a tie then a candidate older in age would be preferred over the younger. The choice of the specialty or institute made by the candidate at the time of counselling would be taken as final. The final confirmation of allotment of specialty and institute would be done by the Admission Committee after due verification of eligibility criteria and original documents at the time of counselling.

He said that the final number of seats in each specialty under each category and in each Institute would be available on the website of Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak and would also be displayed at the time of counselling.

Candidates seeking benefit of caste for Post Matric Scholarship would bring documents including caste certificate, Aadhaar Card, account number alongwith IFSC Code and Annual Income Certificate (issued not later than six months prior to the date of counselling) in original at the time of counselling, he added.
