18 minor girls freed from Illegal children home

INVC,Delhi, National Crime Record Bureau,Bachpan Bachao Andolan,INVC, Delhi, The latest report by National Crime Record Bureau states that children are the most vulnerable and insecure in the capital than anywhere else. The rate of crime (incidents per lakh population) is highest in Delhi followed by union territories Chandigarh and Andaman & Nicobar Islands. Establishing truth in the above report,18 minor girls were rescued from an Illegal shelter home run under the NGO Umeed in Nangal Raya,West Delhi. The rescue operation was led by Chairperson of Child Welfare committee,Amita Tiwari along with local police officials and activists of Bachpan Bachao Andolan. At around 2 pm,the activists reached the home and saw the misery of the girls. They were astonished to see a children home without any ventilation ,direct sunlight and water supply. Two small rooms which was more like a store room had the belongings of all the children along with compact sleeping place. The entire home was infested with cockroaches,rats and insects making the house,a difficult place to reside in. One of the elder girl who was rescued in the operation was found scolding the young girls and threatened them to not open their mouth under any circumstances. She informed the kids that they have to speak good about the home and say they lived in a comfortable state. During the rescue operation it was found that most of children had similar textbooks,although they said they were from different classes. The home was owned by F Lalthan Pula and was running since 2006.The age of the kids differed from 6 to 16 years of age and most of children were trafficked from Bihar,Orrisa,Nagaland and Nepal. A warden, their employer Pula and his daughter also stayed in the two-room house with no beds. One could sense that the children were influenced in the name of god as the wardens were continuously telling them to have faith in God. After speaking to the young girls, Reshmi (name changed),six years said , “My parents died long time back. Some lady from village brought me here.I do not know for what reason I am here” Nandita (name changed)- “I didn't take bath from two days. There has been a scarcity of water here always. I came here two years back” As there has been violation of several provisions of JJ Act in this case, Child Welfare committee ordered to rescue these children and asked Bachpan Bachao Andolan to take the lead in this case. As per the order of Chairperson ,Child welfare committee , Amita Tiwari girls have been shifted to Nirmal Chaaya Girl's home. Speaking on the issue,Chairperson ,Bachpan Bachao Ansdolan ,RS Chaurisya said, “In one of the judgments made by Supreme Court of Bachpan Bachao Andolan Vs Union of India,it was ordered that all the children home should have a proper license and their activities should be monitored by State Government. But it is unfortunate that illegal homes like these ,still exist that become a reason of exploitation of innocent children brought from various states.,”
