सरदार सरोवर का सबक

यह सच है कि सरदार सरोवर दुनिया का दूसरा सबसे बड़ा बांध है, जो 800 मीटर नदी में बनी अहम परियोजना है। सरकार कहती है कि वह इससे पर्याप्त पानी और बिजली मुहैया कराएगी। मगर सवाल है कि भारी समय और धन की बर्बादी के बाद वह अब तक कुल कितना पानी और कितनी बिजली पैदा कर सकी है और क्या जिन शर्तों के आधार पर बांध को मंजूरी दी गई थी वह शर्तें भी अब तक पूरी हो सकी हैं ?

साल 2000 और 2005 में सुप्रीम कोर्ट ने अपने आदेश में साफ कहा है कि सरदार सरोवर की ऊंचाई बढ़ाने के छह महीने पहले सभी प्रभावित परिवारों को ठीक जगह और ठीक सुविधाओं के साथ बसाया जाए। मगर 8 मार्च, 2006 को ही बांध की ऊंचाई 110 मीटर से बढ़ाकर 121 मीटर के फैसले के साथ प्रभावित परिवारों की ठीक व्यवस्था की कोई सुध नही ली गई। हांलाकि 1993 में, जब इसकी ऊंचाई 40 मीटर ही थी तभी बडे पैमाने पर बहुत सारे गांव डूबना शुरू हो गए थे। फिर यह ऊंचाई 40 मीटर से 110 मीटर की गई और प्रभावित परिवारों को ठीक से बसाया नहीं गया। तत्कालीन मध्यप्रदेश सरकार ने भी स्वीकारा था कि वह इतने बड़े पैमाने पर लोगों का पुनर्वास नहीं कर सकती। इसीलिए 1994 को राज्य सरकार ने एक सर्वदलीय बैठक में बांध की ऊंचाई कम करने की मांग की थी ताकि होने वाले आर्थिक, सामाजिक, भौगोलिक और पर्यावरणीय नुकसान को कम किया जा सके। 1993 को विश्व बैंक भी इस परियोजना से हट गया था। इसी साल `केन्द्रीय वन और पर्यावरण मन्त्रालय´ के विशेषज्ञ दल ने अपनी रिपोर्ट में कार्य के दौरान पर्यावरण की भारी अनदेखी पर सभी का ध्यान खींचा था। इन सबके बावजूद बांध का कार्य प्रगति पर चलता रहा और जो कुल 245 गांव, कम से कम 45 हजार परिवार, लगभग 2 लाख 50 हजार लोगों को विस्थापित करेगा। अब तक 12 हजार से ज्यादा परिवारों के घर और खेत डूब चुके हैं। बांध में 13,700 हेक्टेयर जंगल डूबना है और करीब इतनी ही उपजाऊ खेती की जमीन भी। मुख्य नहर के कारण गुजरात के 1 लाख 57 हजार किसान अपनी जमीन खो देंगे।

अगर सरदार सरोवर परियोजना में लाभ और लागत का आंकलन किया जाए तो बीते 20 सालों में यह परियोजना 42000 करोड़ रूपए से बढ़कर 45000 करोड़ रूपए हो चुकी है। इसमें से अबतक 2500 करोड़ रूपए खर्च भी हो चुके हैं। अनुमान है कि आने वाले समय में यह लागत 70000 करोड़ रूपए पहुंचेगी। गौर करने वाली बात है कि साल 2010-11 के आम बजट में वित्त मंत्री प्रणव मुखर्जी ने सरदार सरोवर परियोजना के लिए 3000 करोड़ रूपए से ज्यादा की रकम आंवटित करने की घोषणा की है। इसके अलावा सरकार के मुताबिक परियोजना की पूरी लागत गुजरात के सिंचाई बजट का 80% हिस्सा है। इसके बावजूद अकेले गुजरात में ही पानी का लाभ 10% से भी कम हासिल हुआ है। जबकि मध्यप्रदेश को भी अनुमान से कम बिजली मिलने वाली है। ऐसे में पूरी परियोजना की समीक्षा होना जरूरी है।

पर्याप्त मुआवजा न मिलना, मकानों व जमीनों का सर्वे नहीं होना, या तो केवल मकानों को मुआवजा देना या फिर केवल खेती लायक जमीन को ही मुआवजा देना, पुनर्वास स्थलों पर बुनियादी सुविधाओं का अभाव, कई प्रभावित परिवार को पुनर्वास स्थल पर भूखण्ड न देने आदि के चलते हजारों डूब प्रभावित अपना गांव छोड़ने को तैयार नहीं हैं। जहां-जहां गांव का पुर्नवास स्थल बनाया गया है वहां-वहां पूरे गांव के प्रभावित परिवारों को एक साथ बसाने की व्यवस्था भी नहीं है। गांव में लोगों की खेती की सिंचित जमीन के बदले सिंचित जमीन कहां देंगे, यह उचित तौर पर बताया नहीं जा रहा है।

कुछेक लोगों को बंजर जमीन दी है और कुछेक को गुजरात में उनकी इच्छा के विरूद्ध प्लाट दिये गए। गुजरात में जहां कुछ परिवारों को बसाने का दावा किया गया है वहां भी स्थिति डूब से अलग नहीं है। करनेट, थुवावी, बरोली आदि पुनर्वास स्थल जलमग्न हो जाते हैं, उनके पहुंच के रास्ते बन्द हो जाते हैं। यदि किसी व्यक्ति की जीविका का आधार यानी उसकी खेती लायक जमीन बांध से प्रभावित है और उसका घर पास के गांव में है तो उसे बाहरी बताकर पुनर्वास लाभ से वंचित किया जा रहा है।

डूब प्रभावितों के अनुसार आवल्दा, भादल, तुअरखेड़ा, घोघला आदि गांवों के तो पुर्नवास ही नहीं बनाये गए हैं। गांव भीलखेड़ा साल 1967 और 1970 में दो बार नर्मदा नदी में आई भारी बाढ़ से उजड़कर बसा है। बांध की ऊंचाई बढ़ाने से यह तीसरी बार उजड़ने की कगार पर है। भादल का राहत केम्प 7 किमी दूर ग्राम सेमलेट में बनाया गया है। भादल से सेमलेट सिर्फ पहाड़ी रास्तों से पैदल ही पहुंचा जा सकता है। एकलरा के प्राथमिक स्कूल को गांव से करीब ढ़ाई किलोमीटर दूर पुनर्वास करने से 53 में से केवल 8-10 बच्चे ही पहुंच पा रहे हैं। शिक्षकों को रिकार्ड रखने में परेशानी हो रही है और मध्यान्ह भोजन योजना का उचित संचालन नहीं हो पा रहा है।

यह तो महज एक सरदार सरोवर परियोजना के चलते इतने बड़े पैमाने पर चल रहे विनाशलीला का हाल है। मगर 1200 किलोमीटर लंबी नर्मदा नदी पर छोटे, मझोले और बड़े करीब 3200 बांध बनाना तय हुआ है। यहां से आप सोचिए कि नर्मदा नदी को छोटे-छोटे तालाबों में बांटकर किस तरह से पूरी घाटी को असन्तुलित विकास, विस्थापन और अनियमितताओं की तरफ धकेला जा रहा है।
