      गंगा की स्‍वच्‍छता, प्रदूषण रहित निर्मल अविरल प्रवाह फिर से चर्चाओं में है। अपने अस्तित्‍व पर लगातार खतरे झेल रही भारत की इस जीवन रेखा को बचाने की मुहिम संभवतया अभी तक के अपने सबसे गंभीर मुकाम पर है।

      दरअसल गंगा अस्तित्व को खतरा पैदा करने वाले कारणों को हम तीन भागों में बांट सकते है, गंगा के उद्भव की अवस्‍था के मूल कारण, औद्योगिक विकास जनित और जनसंख्‍या विस्‍फोट के कारण बढ़ता दबाव। गंगा को अपने उद्गम स्‍थल और पूरे उत्‍तराखण्‍ड में अभी तक भी एक स्‍वच्‍छ और निर्मल जलधारा के रूप में जाना जाता है। यदि प्रत्‍यक्ष रूप से देखें तो गंगा की सभी सहयोगी जलधाराऐं स्‍वच्‍छ और निर्मल दिखाई देती हैं परन्‍तु उत्‍तराखण्‍ड के किसी मूल निवासी से इसके बारे में जानने की कोशिश की जाए तो इस स्‍वच्‍छता की वास्‍तविकता और पिछले वर्षो में इसमें आई गिरावट को आसानी से समझा जा सकता है। वास्‍तव में यदि देखा जाए तो गंगा एक मैदानी नदी ही है क्‍योंकि गंगा देवप्रयाग में संगम के बाद ऋषिकेश में प्रकट होने के समय ही गंगा कहलाती है। इससे पहले गंगा अपनी सहयोगी जलधाराओं भगीरथी, नन्‍दाकिनी, पिण्‍डार, अलकनन्‍दा या मंदाकिनी के नाम से ही जानी जाती है। परन्‍तु अपने बेसिन में संभवतया दुनिया की सबसे बड़ी आबादी को आश्रय देने वाली आस्‍था और जीवन की प्रतीक इस नदी की यह सबसे बड़ी विडम्‍बना ही कही जाएगी कि यह महानदी गंगा बनने से पहले ही भारी प्रदूषण का शिकार हो रही है। गंगा का उद्गम स्‍थल पहाड़ी राज्‍य उत्‍तराखंड विकास के नाम पर अवैध खनन और अतिक्रमण का शिकार होकर भारी पर्यावरण क्षति का शिकार हो रहा है और इसका दुष्‍प्रभाव लगातार घटते ग्‍लेशियरों और दरकते हुए पहाड़ों में साफ तौर पर दिखाई देता है, जिस कारण गंगा और उसकी सहायक नदियों में लगातार पानी में कमी हो रही है पिछले पांच दशक में गंगा की समुंद्र में पानी की हिस्‍सेदारी में 20 प्रतिशत से भी अधिक गिरावट आई है। पानी की इस कमी के लिए विकास के नाम पर उत्‍तराखंड में हो रहे अंधाधुंध बांध निर्माण की भी एक महत्‍वपूर्ण भूमिका रही है। इस समय उत्‍तराखंड में तैयार हो चुके, निर्माणाधीन और छोटे-बड़े प्रस्‍तावित बांधों की संख्‍या 300 से भी अधिक है। उत्‍तराखंड जैसे छोटे से पहाड़ी राज्‍य के लिए बेशक ये आंकड़ा हैरान देने वाला है। हालांकि अभी प्रस्‍तावित बांधों की बड़ी संख्‍या न्‍यायालय के हस्‍तक्षेप के कारण वन एवं पर्यावरण मंत्रालय की वन सलाहकार कमेटी के पास विचाराधीन है। फिर भी अभी तक बन चुके छोटे-बड़े अनेकों बांधों ने इस प्रदेश के सामाजिक, सांस्‍क़तिक और पर्यावरणीय जीवन और परिस्थितिकी को बुरी तरह प्रभावित करके इस पूरे क्षेत्र पर निर्णायक अमिट छाप छोड़ दी है।

      गंगा के प्रदूषण का दूसरा मुख्‍य स्रोत औद्योगिक इकाईयों द्वारा छोड़े जाने वाला औद्योगिक कूड़ा और भारी मल है। गंगा नदी के किनारे कम से कम 29 बडे शहर, 70 कस्‍बे और हजारों गांवों स्थित है, जिनसे लगातार इस मल एवं अपव्‍यय का उत्‍सर्जन होता रहता है। एक रिपोर्ट के अनुसार 2010 तक गांव और शहरों के द्वारा छोड़े जाने वाले इस मल अपव्‍यय की मात्रा 13 करोड़ लिटर रोजाना आंकी गई थी। इसके अलावा इस रिपोर्ट में औद्यो‍गिक अपव्‍यय का अनुमान भी 260 मिलियन के आसपास किया गया था। गंगा के प्रदूषण में नगर निकायों की हिस्‍सेदारी सबसे बड़ी 80 प्रतिशत थी, तो वहीं औद्योगिक इकाईयों की हिस्‍सेदारी 15 प्रतिशत ही मानी गई थी। दुनिया की सबसे बड़ी आबादी को आश्रय देने वाली इस महानदी के बेसिन में औद्योगिक इकाईयों की संख्‍या भी बेहद विशाल और बेतरतीब है। एक अनुमान के अनुसार ऋषिकेश से प्रयागराज तक विभिन्‍न प्रकार की 146 औद्योगिक इकाईयों विद्यमान थी, जिसमें 144 उत्‍तरप्रदेश में और 2 उत्‍तराखंड में  स्थित थी। गंगा को बड़े स्‍तर पर प्रदूषित करने वाली इन इकाईयों में कानपुर में स्थित चमड़ा उद्योग का एक बड़ा योगदान रहा है। हालांकि उत्‍तर प्रदेश प्रदूषण नियंत्रण् बोर्ड ने पिछले कई सालों में कई इकाईयों को बंद करवाया या बंद करवाने की प्रक्रिया शुरू की है। इसके अलावा इन औद्योगिक इकाईयों की सघनता को कन्‍नौज और वाराणसी के बीच में स्थित 170 कारखानों और चर्मशोधन संयंत्रों की संख्‍या से ही समझा जा सकता है। इन औद्योगिक इकाईयों द्वारा पैदा किया जा रहा रसायनिक अपव्‍यय लगातार गंगा के पानी को प्रदूषित कर रहा है और इस बढ़़ते प्रदूषण के कारण भारत की इस धार्मिक आस्‍थाओं की प्रतीक पौराणिक नदी का पानी ना लोगों के पीने योग्‍य बचा है, ना ही स्‍नान करके पाप धोने लायक ही। इसके अतिरिक्‍त लगातार बढ़ती जनसंख्‍या का दबाव और लोगों की जीवन शैली में आ रहा परिवर्तन भी गंगा प्रदूषण को बढ़ा रहा है। बढ़ते शहरीकरण के कारण गंगा में गिरने वाले मल अपव्‍यय की मात्रा रोजाना बढ़ रही है। इस तेज होते शहरीकरण में नदी तट पर होने वाले अतिक्रमण और नदी में से अवैध रेत खनन जैसे कारोबार अराजक ढंग से बढ़ावा दिया है। इसके साथ ही भारतीय जीवन में गंगा नदी की धार्मिक महत्‍ता भी गंगा के अस्तित्‍व के लिए संकट का कारण बन रही है। गंगा किनारे अंतिम संस्‍कार इस दृष्टि से एक बड़ा संकट है, जिससे गंगा के प्रदूषण में इजाफा होता है। यदि वाराणसी को इसका एक उदाहरण माने, तो इस संकट को आसानी से समझा जा सकता है। वाराणसी में ही हर साल 40 हजार से अधिक शवों का अंतिम संस्‍कार हो रहा है और गंगा का हर किनारा इस धार्मिक और सामाजिक विधान के लिए महत्‍वपूर्ण है। अब एक शहर के उदाहरण से शव दहन की इस प्रक्रिया की विशालता को समझा जा सकता हैं। यह एक ऐसे प्रमुख कारक हैं जो लगातार गंगा के अस्तित्‍व को चुनौती दे रहा हैं।

      भारत सरकार ने गंगा के निर्मल, स्‍वच्‍छ और निर्बाध प्रवाह को बनाए रखने के लिए 1986 में प्रधानमंत्री राजीव गांधी के कार्यकाल में गंगा एक्‍शन प्‍लान की शुरू हुई, जिसमें 25 प्रथम श्रेणी शहरों में गंगा को प्रदूषण मुक्‍त करने का अभियान चलाया गया बाद में 2000 में आधिकारिक रूप से दस गंगा एक्‍शन प्‍लान को बंद कर दिया, परन्‍तु उससे पहले उस एक्‍शन प्‍लान के अनुभवों के आधार पर 1993 में एक्शन प्‍लान फेज 2 को अनुमति प्रदान की गई जिसके तहत गंगा और उसकी सहायक नदियों यमुना, दामोदर, गोमती और महानंदा को भी इसके दायरे में लाया गया। इसके अलावा सरकार ने गंगा और उसके महत्‍व को ध्‍यान में रखते हुए पर्यावरण सुरक्षा कानून 1986 के अंतर्गत प्रधानमंत्री की अध्‍यक्षता में नेशनल रिवर गंगा बेसिन ऑथोरिटी का 20 फरवरी 2009 को निर्माण किया गया। इस ऑथोरिटी में संबंधित सभी राज्‍यों के मुख्‍यमंत्रियों को भी शामिल किया गया। इसी के साथ भारत सरकार ने गंगा को राष्‍ट्रीय नदी भी घोषित किया गया। हाल ही में 17 अप्रैल को संपन्‍न नेशनल रिवर गंगा बेसिन ऑथोरिटी की तीसरी बैठक में प्रधानमंत्री ने सभी संबंधित राज्‍य सरकारों से कहा कि वह सभी अपने राज्‍यों में प्रदूषण की स्थिति पर रिपोर्ट जमा करायें ताकि शीघ्र ही गंगा को प्रदूषण मुक्‍त करने के लिए प्रभावी कदम उठाए जा सकें। नेशनल रिवर गंगा बेसिन ऑथोरिटी ने गंगा को प्रदूषण मुक्‍त बनाने और संरक्षित करने के लिए स्‍पष्‍ट तौर पर अपने लक्ष्‍य निर्धारित किए। इसमें प्रमुखतया गंगा बेसिन प्रबंधन योजना तैयार करना, गंगा बेसिन राज्‍यों में नदी के पर्यावरण की रक्षा के उपाय करने के साथ ही वहां पर पानी की शुद्धता बनाए रखने और प्रदूषण रोकने के लिए गंगा बेसिन में गतिविधियों का नियमांकन, गंगा नदी में पर्यावरणीय बहाव को बनाए रखना, नदी में प्रदूषण की रोकथाम के लिए सीवरेज शोधन ढ़ांचे का निर्माण करना, बाढ़ आशंका वाले क्षेत्रों की सुरक्षा और लोगों में जागरूकता लाने के लिए आवश्‍यक योजना बनाने और उसको कार्यरूप देने के लिए वित्‍त की व्‍यवस्‍था करना, गंगा में प्रदूषण से संबंधित जानकारी जुटाना और उनका विश्‍लेषण करना, नदी में प्रदूषण के कारणों और उनसे बचाव के उपायों की जांच एवं उस पर शोध करना, जल संरक्षण और उसके पुनर्प्रयोग को बढ़ावा देना, प्रदूषण को रोकने और उससे बचाव के लिए जारी कार्यक्रमों की निगरानी करना आदि है।

      वर्तमान संसद सत्र में सांसदों के प्रश्‍नों को जवाब देते हुए पर्यावरण मंत्री जयंती नटराजन ने कहा कि 714 ऐसी औद्योगिक इकाईयों की पहचान की गई है, जो मुख्‍य रूप से गंगा में प्रदूषण के लिए दोषी है और राज्‍य सरकार ऐसे प्रदूषण फैलाने वाले दोषी लोगों के खिलाफ कार्यवाही कर रही हैं अथवा नहीं उसकी निगरानी के लिए केन्‍द्र सरकार एक निगरानी व्‍यवस्‍था तैयार कर रही है। पर्यावरण मंत्री ने कहा है कि गंगा में प्रदूषण का 20 प्रतिशत औद्योगिक इकाईयों के कारण, जबकि 80 प्रतिशत प्रदूषण शहरी सीवेज के कारण है और केन्‍द्र ने सीवेज ट्रीटमेंट प्‍लांट स्‍थापित करके अपने जवाबदेही पूरी कर दी हैं परन्‍तु इन शहरों में सीवर व्‍यवस्‍था ही नहीं, जिसके बनाने की जिम्‍मेदारी स्‍थानीय शहरी निकायों की है, राज्‍य सरकारों को चाहिए की शहरों में सीवर व्‍यवस्‍था का निर्माण करायें। साथ ही उन्‍होंने यह भी कहा कि गंगा एक्‍शन प्‍लान विफल नही रहा है और गंगा की स्थिति उतनी भी खराब नही हैं जैसे आंकड़े सांसद दे रहे है। सांसदों ने कहा है कि गंगा पर 400 बांध परियोजनाओं का कार्य चल रहा है जबकि वास्‍तविकता यह है कि इनकी संख्‍या केवल 70 ही हैं, जिसमें से 17 निर्मित हो चुके हैं, 14 निर्माणधीन हैं और 39 केवल कागजी योजनाओं तक ही सीमित हैं। पर्यावरण मंत्री ने कहा कि गंगा गौमुख से लेकर बंगाल में अंतिम मुहाने त‍क पर्यावरणीय संवेदनशील क्षेत्र है और सरकार उसकी रक्षा के लिए प्रतिबद्ध हैं परन्‍तु राज्‍य सरकारों को गंगा संरक्षण के लिए आवंटित धन सही ढ़ंग से और समय पर खर्च करना चाहिए क्‍योंकि उनका मंत्रालय भी आव‍ंटित धन को एक सीमा से अधिक अपने पास नही रख सकता हैा इसके अतिरिक्‍त लोकसभा अध्‍यक्ष मीरा कुमार ने भी लोकसभा को आश्‍वस्‍त किया कि गंगा की रक्षा की जाएगी और उसका निर्मल अविरल बहाव कायम रखा जाएगा।

                विभिन्न अदालतों में लंबित मुकदमों की बढती संख्या से प्रभावकारी ढंग से निपटने, वादियों उनके अदालती मामलों से जुड़ी आवश्‍यक सूचनाएं तत्परता से उपलब्ध कराने, न्यायाधीशों को कानूनी बिन्दुओं से जुडी न्यायिक-व्यवस्थाएं और आंकड़े सहजता से उपलब्ध कराने तथा समूची न्याय-प्रणाली को गति प्रदान करने के लिए न्यायालयों के कम्प्यूटरीकरण की दिशा में दो दशक पूर्व प्रयास शुरू किए गए थे। न्यायालयों के कम्प्यूटरीकरण का ही नतीजा है कि आज उच्चतम न्यायालय और उच्च न्यायालयों के साथ ही कई जिला अदालतों में ई-न्यायालय व्यवस्था भी सफलतापूर्वक काम कर रही है। देश के दूर-दराज इलाकों में रहने वाले लोग अपने किसी भी मुकदमे की प्रगति और स्थिति के बारे में सिर्फ अदालत की वेबसाइट पर एक क्लिक करके ही अपेक्षित जानकारी घर बैठे प्राप्त कर पा रहे हैं।

            ई-न्यायालय के महत्व को महसूस करते हुए जुलाई 2004 में तत्कालीन प्रधान न्यायाधीश ने न्यायपालिका के कम्प्यूटरीकरण के लिए देशव्यापी नीति तैयार करने के लिए ई-कमेटी के गठन के बारे में केन्द्र सरकार को पत्र लिखा था। केन्द्रीय मंत्रिमंडल ने दिसंबर 2004 में इस पत्र पर कार्यवाही करते हुए देश के प्रधान न्यायाधीश के महत्वाकांक्षी और न्यायिक व्यवस्था में सुधार के इस दीर्घकालीन प्रस्ताव को मंजूरी दी। विधि एवं न्याय मंत्रालय ने इसके बाद कर्नाटक उच्च न्यायालय के सेवानिवृत्त न्यायाधीश डॉ. जी. सी. भरूका की अध्यक्षता में ई-कमेटी के गठन की अधिसूचना जारी कर दी थी। केन्द्र सरकार की इस अधिसूचना के साथ ही ई-न्यायालय व्यवस्था की दिशा में काम शुरू हो गया।

            न्यायमूर्ति भरूका की अध्यक्षता वाली ई-कमेटी ने मई, 2005 में भारतीय न्यायपालिका में सूचना और संचार प्रोद्योगिकी लागू करने की योजना के बारे में अपनी रिपोर्ट प्रधान न्यायाधीश को सौंपी जिसमें न्यायपालिका में सूचना और संचार प्रौद्योगिकी लागू करने के प्रारूप को रेखांकित किया गया था। ई-कमेटी की इस रिपोर्ट के आधार पर ही न्यायपालिका में कम्प्यूटरीकरण और सूचना प्रौद्योगिकी लागू करने की देशव्‍यापी योजना तैयार हुई।

            रिपोर्ट में न्यायिक पोर्टल और ई-मेल सेवा, सहजता से इस्तेमाल होने वाले सॉफ्टवेयर उपकरण, न्यायाधीशों और अदालत के प्रशासनिक कर्मचारियों के लिए प्रशिक्षण, सूचना प्रौद्योगिकी के इस्तेमाल के दौरान आने वाली समस्याओं से निपटने के लिए अदालत परिसर में प्रशिक्षित स्टाफ की उपस्थिति के लिए एक अलग काडर बनाने, उच्चतम न्यायालय और उच्च न्यायालय परिसरों में मौजूद संरचना को अपग्रेड करने, समूचे रिकॉर्ड  के लिए डिजिटल संग्रह तैयार करने और तमाम लॉ-पुस्तकालयों को कम्प्यूटर-नेटवर्क से जोड़ने जैसे कार्यों को अमली जामा पहनाने की प्रक्रिया शुरू की गई।

            देश की न्यायपालिका के कम्प्यूटरीकरण की दिशा में 1990 से ही प्रयास हो रहे थे। सुप्रीम कोर्ट और उच्च न्यायालयों को कम्प्यूटर प्रणाली से परस्पर जोड़ा जा रहा था। लेकिन इन प्रयासों ने 2001 से गति पकड़ी। 2001-03 के दौरान चार महानगरों दिल्ली, मुंबई, कोलकाता और चेन्नई में सात सौ अदालतों का कम्प्यूटरीकरण किया गया। इसके बाद 2003-04 में राज्यों की राजधानियों और केन्द्र शासित प्रदेशों के 29शहरों की नौ सौ अदालतों के कम्प्यूटरीकण का कार्य शुरू हुआ।

            न्यायपालिका के कम्प्यूटरीकरण के संतोषजनक नतीजे सामने आने पर मंत्रिमंडल की आर्थिक मामलों की समिति ने फरवरी 2007 में अदालतों में लंबित मुकदमों के निपटारे को गति प्रदान करने, मुकदमे के वादियों को सूचना उपलब्ध कराने में पारदर्शिता सुनिश्चित करने और न्यायाधीशों को न्यायिक प्रक्रिया से जुडे आंकडे़ तथा जानकारियां सहजता से उपलब्ध कराने के इरादे से 441.08 करोड़ रूपए की ई-न्यायालय मिशन मोड  परियोजना को मंजूरी दी।

            ई-न्यायालय मिशन मोड परियोजना के अंतर्गत जिला और अधीनस्थ अदालतों का कम्प्यूटरीकरण और उच्चतर न्यायालयों में सूचना एवं संचार प्रौद्योगिकी की आधारीय संरचना को अधिक सुदृढ बनाना था। सरकार ने सितंबर 2010 में इस परियोजना के लिए निर्धारित रकम में संशोधन करके इसे 935 करोड़ रूपए कर दिया था। इस वृद्धि का मकसद  न्यायालय परिसरों और न्यायालयों की संख्या में वृद्धि करना, उत्पादों और सेवाओं की दरों में वृद्धि करना और क्षेत्राधिकार में वृद्धि तथा नई मदों को इसमें शामिल करना था। इसके बाद ई-न्यायालय परियोजना के दायरे में न्यायालय परिसरों की संख्या 2,100 से बढकर 3,069 अर्थात ऐसी अदालतों की संख्या13,000 से बढकर 14,249 हो गई।

            इस परियोजना के अंतर्गत देश के पहले कागजरहित ई-न्यायालय ने फरवरी2010 में दिल्ली के कड़कड़डूमा अदालत परिसर में काम करना शुरू किया था। ई-न्यायालय में न्यायाधीश के समक्ष मुकदमों की मोटी फाइलें नहीं बल्कि लैपटॉप होता है।

            सरकार के इन महती प्रयासों के नतीजे अब सामने आने लगे हैं। इस समय उच्चतम न्यायालय और उच्च न्यायालयों में ही नहीं बल्कि निचली अदालतों में भी कम्प्यूटरीकरण और सूचना प्रौद्योगिकी लागू करने की महत्वाकांक्षी देशव्‍यापी योजना बेहद असरदार ढंग से काम कर रही है।

            इस परियोजना के अंतर्गत उच्चतम न्यायालय और देश के 20 उच्च न्यायालयों में कम्प्यूटर्स, प्रिंटर्स, स्कैनर्स, सर्वर, नेटवर्किग उपकरण और नेटवर्क केबलिंग और व्यवधान रहित बिजली आपूर्ति जैसे उपाय करके सूचना एवं संचार प्रौद्योगिकी पर आधारित संरचरना को अपग्रेड किया जा चुका है। इस काम पर अब तक 41.47 करोड रूपए खर्च किये जा चुके हैं। यही नहीं, अब जम्मू कश्‍मीर, गुवाहाटी, राजस्थान और कलकत्ता उच्च न्यायालयों में वीडियो कांफ्रेसिंग सुविधा भी उपलब्ध कराई गई है।

            केन्द्र सरकार ने सूचना प्रौद्योगिकी के इस्तेमाल और न्यायपालिका में प्रशासनिक सुधारों पर निगाह रखने के लिए बनी ई-कमेटी की कमान देश के प्रधान न्यायाधीश के हाथ में सौंपी है। इस समिति में न्यायिक अधिकारियों और सूचना प्रौद्योगिकी के विशेषज्ञों के अलावा अटॉर्नी जनरल और कुछ वरिष्ठ अधिवक्ताओं को भी शामिल किया गया है।

            सरकार ने भारतीय न्यायपालिका में प्रौद्योगिकी की देशव्यापी नीति पर ई-कमेटी की रिपोर्ट के आधार पर तैयार ई-न्यायालय परियोजना को पांच साल में लागू करने के लिए इसे तीन चरणों में बांटा था। पहले चरण में 854 करोड़ रूपए खर्च करके सभी2,500 अदालत परिसरों में कम्प्यूटर कक्ष और न्यायिक सेवा केन्द्रों की स्थापना हुई। करीब 15,000 न्यायिक अधिकारियों को लैपटॉप उपलब्ध कराने और तालुका स्तर से लेकर उच्चतम न्यायालय तक सभी अदालतों को डिजिटल इंटरकनेक्टीविटी से जोड़ने और उच्चतम न्यायालय तथा सभी उच्च न्यायालयों में ई-फाइलिंग सुविधा शुरू करने का लक्ष्य रखा गया था। दूसरे चरण में फाइलिंग की प्रक्रिया से लेकर इसके कार्यान्वयन स्तर तक की सारी न्यायिक प्रक्रिया के साथ ही प्रशासनिक गतिविधियों को सूचना और संचार प्रौद्योगिकी के दायरे में लाने तथा तीसरे चरण में अदालतों और सार्वजनिक प्रतिष्ठानों तथा विभागों के बीच सूचना के सहज प्रवाह को सुनिश्चित बनाने का लक्ष्य रखा गया था।

            इस परियोजना के कार्यान्वयन से जहां न्यायिक प्रक्रियाओं को गति प्रदान करने,  मामलों के तेजी से निपटान को सुविधाजनक बनाने मे मदद मिल रही है वहीं मुकदमों की स्थिति, वादियों को मामले पर हुए निर्णय के बारे मे बार के सदस्यों तथा व्यक्तियों को पारदर्शी तरीके से सूचना मिलना संभव हो सका है।

            ई-न्यायालय सेवा के जरिए न्यायालय में मुकदमों के प्रबंधन की प्रक्रिया को आटोमेशन मोड में डाला गया। इस सेवा के दायरे में मुकदमों को फाइल करना, मामलों की जांच पडताल, मामलों का पंजीकरण, मामले का आबंटन, अदालत की कार्यवाही,मामले से संबंधित विस्तृत विवरण, मुकदमे का निष्पादन और स्थानांतरण जैसी जानकारी मुहैया कराई जा रही है। इसी तरह ई-न्यायालय सेवा के तहत न्यायिक आदेश और फैसलों की प्रमाणित प्रति, कोर्ट फीस और इससे जुड़ी दूसरी जानकारियां ऑनलाइन प्राप्त की जा सकती है।

            देश के दूरदराज इलाके में रहने वाले व्यक्ति कही से और कि‍सी भी समय वेब साइट क्लिक करके किसी भी मुकदमे की जानकारी प्राप्त करने में सक्षम हैं। इस परियोजना के तहत पहले उच्चतम न्यायालय और उच्च न्यायालयों में और इसके बाद जिला एवं अधीनस्थ अदालतों में ई-फाइलिंग सुविधाजनक होती जा रही है।

            ई-न्यायालय परियोजना के अंतर्गत एक फरवरी 2012 की स्थिति के अनुसार9,389 अदालतों का कम्प्यूटरीकरण हो चुका है। कुछ अदालतों में मामला दर्ज करने,पंजीकरण, मुकदमों की सूची तैयार करने जैसी सेवाएं भी शुरू हो गई हैं। ई-न्यायालय परियोजना के कार्यान्वयन के लिए एन.आई.सी. को 487.84 करोड़ रूपए उपलब्ध कराए गए हैं।

            न्यायालयों में उच्च गुणवत्ता वाले कम्प्यूटर, प्रिंटर्स, स्कैनर्स, सर्वर, नेटवर्किग उपकरण और नेटवर्क केबलिंग और व्यवधान रहित बिजली आपूर्ति जैसे उपाय करके सूचना एवं संचार प्रौद्योगिकी पर आधारित संरचना को सुदृढ बनाने के सतत् प्रयास चल रहे हैं। इस काम पर  उच्चतम न्यायालय में तीन करोड़ से अधिक रकम खर्च की जा चुकी है जबकि उच्च न्यायालयों में बंबई  उच्च न्यायालय में सबसे अधिक सात करोड़53 लाख और सबसे कम एक लाख रूपए पंजाब एवं हरियाणा उच्च न्यायालय में खर्च हुए हैं।

            ई-न्यायालय प्रक्रिया का उपयोग करने से पहले इसकी प्रक्रिया को भी समझना जरूरी है। उच्चतम न्यायालय में सिर्फ एडवोकेट ऑन रिकॉर्ड और व्यक्तिगत रूप से याचिका दायर करने वाले ही ई-फाइलिंग सुविधा का उपयोग कर सकते हैं। इस सुविधा के इस्तेमाल के इच्छुक व्यक्ति या एडवोकेट ऑन रिकॉर्ड को अपना पता, संपर्क के लिए विवरण तथा ई-मेल का पता देना अनिवार्य है। इस प्रक्रिया को पूरा करने पर ही एडवोकेट ऑन रिकॉर्ड को लॉग- इन आईडी और व्यक्तिगत रूप से याचिका दायर करने वाले को साइन अप प्रक्रिया से लॉग इन आईडी मिलती है। इस प्रक्रिया के तहत दी जाने वाली कोर्ट फीस का भुगतान सिर्फ क्रेडिट कार्ड से किया जा सकता है। यही प्रक्रिया उच्च न्यायालयों और निचली अदालतें में ई-फाइलिंग के लिए अपनानी होगी।

हास्‍यं व्‍यंग्‍य, सामाजिक सरोकार, विशिष्‍ट शैली, माटी की सोंधी महक, आध्‍यात्मिकता का पुट और मानवता का ज़ज्‍बा- इन्‍हीं विशेषताओं का मुखरित रूप बनी अल्‍हड़ बीकानेरी की कविताएं – जो आज भी प्रासंगिक हैं। मूल रूप से हांस्‍य व्‍यंग्‍य को अपनी कविता का आधार बनाने वाले बीकानेरी ने समाज को कविताओं की प्रयोगशाला बनाया। समाज में व्‍याप्‍त बुराईयों ने उन्‍हें कचोटा, उनकी कवि मन की कोमल कल्‍पनाएं जब यथार्थ की पथरीली जमीन से टकराई तो तीक्ष्‍ण व्‍यंग्‍य सहज रूप से आया। हर मुश्किल में हौसला रखने का संदेश देती उनकी कविताएं जीने की राह दिखाती है।
17 मई, 1937 को हरियाणा के रेवाड़ी जिले के बीकानेर गांव में जन्‍मे प्रख्‍यात हास्‍य कवि श्री अल्‍हड़ बीकानेरी की विशेषता थी कि वे अपनी हर कविता को छंद में लिखते थे और कवि सम्‍मेलनों के मंचों पर उसे गाकर प्रस्‍तुत करते थे। छंद, गीत, गज़ल और पैराडियों के रचयिता अल्‍हड़ जी अपने आप में एक अनूठे कवि थे और शिष्‍टता उनकी विशिष्‍टता थी। हास्‍य को गेय बनाने की परम्‍परा की शुरूआत करने वाले श्री अल्‍हड़ बीकानेरी ही थे। अल्‍हड़ जी को हास्‍य कवि कहना उनका सम्‍पूर्ण मूल्‍यांकन नहीं होगा। वह एक ऐसे छंद शिल्‍पी थे, जिन्हें छंद शास्‍त्र का पूरा ज्ञान था। यही नहीं गज़ल लिखने वाले कवियों और शायरों के लिए उन्‍होंने गज़ल का पिंगल शास्‍त्र भी लिखा, जो उनकी पुस्‍तक ‘ठाठ गज़ल के’ में प्रकाशित हुआ। अल्‍हड़ जी अपनी हास्‍य कविताओं में सामाजिक और राजनैतिक विसंगतियों पर तीखा प्रहार किया। अपनी बात को कविता के माध्‍यम से वे बहुत ही सहज रूप से अभिव्‍यक्‍त करते थे। श्री अल्‍हड़ बीकानेरी ने हास्‍य- व्‍यंग्‍य कवितायें न सिर्फ हिन्‍दी बल्कि ऊर्दू, हरियाणावी संस्कृत भाषाओं में भी लिखीं और ये रचनायें कवि-सम्‍मेलनों में अत्‍यंत लोकप्रिय हुईं। उनकी कविता ‘दाता एक राम’ हिन्‍दी कवि सम्‍मेलनों के इतिहास में एक मील का पत्‍थर सिद्ध हुई। इस कविता के कुछ अंश इस प्रकार हैं :-
पाप-पुण्‍य है कत्‍था-चूना परम पिता-पनवाड़ी पनवाड़ी की इस दुकान को घेरे खड़े अनाड़ी
काल है सरौता, सुपारी सारी दुनिया
दाता एक राम, भिखारी सारी दुनिया’
इस कविता की उपरोक्‍त पंक्तियों में अल्‍हड़ जी ने काल को सरौता बताया है ओर संसार को एक सुपारी की संज्ञा दी है। भाव यह है कि जिस प्रकार सरौता सुपारी के छोटे-छोटे टुकड़े करके उसके स्‍वरूप को मिटा देता है, उसी प्रकार समयरूपी काल भी समय के साथ-साथ धीरे-धीरे सब कुछ मिटा देता है।
अल्‍हड़ जी का असली नाम श्री श्‍याम लाल शर्मा था। सन् 1954 में उन्‍होंने हरियाणा की मैट्रिक परीक्षा में 86 प्रतिशत अंक प्राप्‍त करके पूरे प्रदेश में पहला स्‍थान प्राप्‍त किया था। मैट्रिक करने के पश्‍चात उन्‍होंने इंजीनियरिंग की पढ़ाई शुरू की लेकिन ईश्‍वर को तो कुछ और ही मंजूर था और इंजीनियरिंग के दूसरे वर्ष की परीक्षा में वे फेल हो गये। इसी दौरान मैट्रिक की परीक्षा में सर्वश्रेष्‍ठ प्रदर्शन की वजह से उन्‍हें डाक तार विभाग में क्‍लर्क की नौकरी मिल गई और दिल्‍ली के कश्‍मीरी गेट स्थित जी.पी.ओ. पोस्‍ट आफिस में उन्‍होंने डाक तार विभाग में नौकरी शुरू की। इसी दौरान उनका सम्‍पर्क दिल्‍ली के मशहूर कव्‍वाल श्री नहीफ देहलवी से हुआ और उन्‍होंने 1962 से माहिर बीकानेरी उपनाम से ऊर्दू में गज़लें लिखनी शुरू कीं। उनका गज़लें लिखने का सिलसिला 1967 तक चलता रहा। उन्‍हीं दिनों की बात है कि दिल्‍ली के शक्ति नगर में एक कवि सम्‍मेलन था, जिसे सुनने के लिए वे गये थे। कवि सम्‍मेलन में हास्‍य कवि काका हाथरसी की फुलझडि़यां सुनकर वे अत्‍यधिक प्रभावित हुये और उनके मन में विचार आया कि क्‍यों न गंभीर गीत, गज़लों की बजाय हास्‍य कविता के क्षेत्र में हाथ आज़माये जायें। यही वह मोड़ आया था, जिसने उन्‍हें माहिर बीकानेर बना दिया और उन्‍होंने हास्‍य कवितायें लिखनी शुरू की। यह अल्‍हड़ जी की प्रतिभा और लगन का ही करिश्‍मा था कि सन् 1970 आते-आते वे देश में एक लोकप्रिय हास्‍य कवि के रूप में प्रतिष्ठित हो गये। काव्‍य शुरू श्री गोपाल प्रसाद व्‍याज जी के मार्गदर्शन में अल्‍हड़ जी ने अनूठी हास्‍य कवितायें लिख कर उनकी अपेक्षाओं पर अपने को खरा साबित किया। अल्‍हड़ जी ने हिन्‍दी हास्‍य कविता के क्षेत्र में जो विशिष्‍ट उपलब्धियां प्राप्‍त कीं, उनमें ‘साप्‍ताहिक हिंदुस्‍तान’ के सम्‍पादक श्री मनोहर श्‍याम जोशी, ‘धर्मयुग’ के सम्‍पादक श्री धर्मवीर भारती और ‘कादम्बिनी’ के संपादक श्री राजेन्‍द्र अवस्‍थी की विशेष भूमिका रही। अल्‍हड़ जी की कवितायें ‘लोट पोट’, ‘दीवाना तेज’, ‘साप्‍ताहिक हिंदुस्‍तान’, ‘कादम्बिनी’, और ‘धर्मयुग’ जैसी प्रतिष्ठित पत्र-पत्रिकाओं में नियमित रूप से प्रकाशित हुईं। उन्‍हीं दिनों अल्‍हड़ जी की कविता ‘हर हाल में खुश हैं’ जब ‘साप्‍ताहिक हिंदुस्‍तान में छपी तो यह कविता पाठकों द्वारा बहुत पसंद की गई।
समाज उनकी कविताओं की प्रयोगशाला रहा। नारी पर अत्‍याचार को उन्‍होंने इस तरह कहा- जुल्‍म शौहर के क्‍यों सहे तूने कोई बांदी तू ज़रखरीद न थी
समाज में व्‍याप्‍त हिंसा ने उन्‍हें भीतर तक झकझोरा और उन्‍होंने कहा -
लहू बहना ही थासरहद पे बहता लहू सड़कों पे क्‍यों बहने लगा है।
अल्‍हड़ जी को ‘ठिठोली पुरस्‍कार’, ‘काका हाथरसी पुरस्‍कार’, ‘टेपा समान’, हरियाणा गौरव समान’ आदि पुरस्‍कारों से सम्‍मानित किया गया। अनेकों पुरस्‍कार तथा सम्‍मान प्राप्‍त करने वाले अल्‍हड़ जी विनम्रता की प्रतिमूर्ति थे और वे बहुत ही सरल स्‍वभाव के थे। अल्‍हड़ जी की प्रकाशित पुस्‍तकें हैं- ‘भज प्‍यारे तू सीताराम’, ‘घाट-घाट घमू’, ‘अभी हंसता हूं’, ‘अब तो आंसू पोंछ’, ‘भैंसा पीवे सोमरस’, ‘ठाठ गज़ल के’, ‘रेत पर जहाज़’, ‘अनझुए हाथ’, ‘खोल न देना द्वार’, ‘जय मैडम की बोल रे’, ‘बैस्‍ट ऑफ अल्‍हड़ बीकानेरी’ और ‘मन मस्‍त हुआ’। अल्‍हड़ जी की हास्‍य-कव्‍वाली’ ‘मत पूछिये फुर्सत की घडि़या हम कैसे गुजारा करते हैं’ और हरियाणावी कविता ‘अनपढ़ धन्‍नों’ ने कवि-सम्‍मेलनों के मंचों पर लोकप्रियता के नये कीर्तिमान स्‍थापित किये।

अल्‍हड़ जी की एक और लोकप्रिय कविता ‘अभी हंसता हूं’ की एक बानगी यहां प्रस्‍तुत है :-
‘खुद पे हंसने की कोई राह निकालूं तो हंसूं,अभी हंसता हूं ज़रा मूड में आ लूं तो हंसूं।जन्‍म लेते ही अभावों की जो चक्‍की में पिसेजान पाए न जो बचपन यहां कहते हैं किसेजिनके हाथों ने जवानी में भी पत्‍थर ही घिसेऔर पीड़ा में जो नासूर की मानिन्‍द रिसेउन यतीमों को कलेजे से लगा लूं तो हंसूं।अभी हंसता हूं ज़रा मूड में आ लूं तो हंसूं।’

लगभग 50 वर्षों से अधिक की काव्‍य यात्रा में उनकी 12 पुस्‍तकें प्रकाशित हुईं और वे जीवन के अंतिम समय तक काव्‍य रचना में व्‍यस्त रहे। चाहे जीवन हो, कविता या कोई भी अन्‍य क्षेत्र, अल्‍हड़ जी अपनी कविताओं को बेहतर बनाने के लिए बहुत मेहनत करते थे और वे अपनी इसी प्रवृति की वजह से हिन्‍दी कविता के क्षेत्र में ऊंचाई के इस मुकाम तक पहुंचे। उन्‍होंने अपनी काव्‍य साधना के बल पर जीवन के आखिरी समय तक अपने इस स्‍थान को अक्षुण्‍ण बनाये रखा।

Swabhimaan” is a path-breaking initiative by the Union Government and the Indian Banks’ Association to bridge economic gap between rural and urban India. This campaign is a big step towards socio-economic equality by bringing the underprivileged segments of Indian population into the formal banking fold for the first time. The vision for this programme is social application of modern technology.

‘Swabhimaan’ – a financial security programme was launched by the Central Government to ensure banking facilities in habitation with a population in excess of 2000 by March 2012. This nationwide programme on financial inclusion, was launched in February, 2011 with its focus on bringing the deprived sections of the society in the banking network to ensure that the benefits of economic growth reach everyone at all levels.

In a big nation like India, providing banking facilities across the length and breadth of the country, especially in rural areas, has always been a great challenge for the successive governments since Independence. Even though nationalisation gave a big boost to expansion of banks in rural areas with Public Sector Banks becoming important instruments for advancement of rural banking and changing lives of rural populace.

The key idea is that there is need for village level presence – a customer-facing channel that is close to the customer preferably at a walking distance of not more than three to four kilometers. For this, it is important to have entities which are good at delivering outreach while operating in very difficult remote conditions. Besides giving access to banking, it also enables government subsidies and social security benefits to be directly credited to the accounts of the beneficiaries, enabling them to draw the money from the bank saathi or business correspondents in their village itself.

This initiative enables small and marginal farmers to obtain credit at lower rates from banks and other financial institutions. This would insulate them from exploitation of the money lenders. Government’s emphasis on bankers is to take up this task with a sense of responsibility and understanding and exercise courtesy and respect, especially to small borrowers.

The initiative is also important to protect the customers, especially the most vulnerable ones, from harsh financial practices and prevent them from being overburdened by debt. All in all, the end objective should be to empower people to achieve their own goals through enhancing their financial capabilities.

“This campaign ensures to provide the following services to the Rural India:

• Promises to bring basic banking services to unbanked villages with a population of 2000 and above.
• The movement facilitates opening of banks accounts, provide need-based credit and remittance facilities besides helping in promoting financial literacy in rural India.
• The programme is aimed at  increasing the demand for credit among the millions of small and marginal farmers and rural artisans who will benefit by having access to banking facilities.
• This financial inclusion campaign aims at providing branchless banking servicesthrough the use of technology.
• Banks provide basic services like deposits, withdrawals and remittances using the services of Business Correspondents (BCs) also known as Bank Saathi.
• The initiative also enables Government subsidies and social security benefits to now be directly credited to the accounts of the beneficiaries so that they could draw the money from the Business Correspondents (BCs) in their village itself.
• The Government hopes that the benefits of micro insurance and micro pension products reach the masses through this banking linkage.
• This programme now makes it possible for the large number of migrant workers in urban areas to remit money to their relatives in distant villages quickly and safely.
• The facilities provided through banking outlets will enhance social security by facilitating the availability of allied services in course of time like micro insurance, access to mutual funds, pensions, etc.
• Banking facilities like Savings Bank, recurring Deposits, Fixed deposits, Remittances, Overdraft facility, Kisan Credit Card (KCCs), General Credit Cards (GCC) and collection of cheques will be provided.
• The Banks are also working together with the Unique Identification Authority of India (UIDAI) for enrolment, opening bank accounts and also to facilitate transfer of government subsidies and other payments.

The Government had provided Rs 500 million to banks for this initiative in the last fiscal year.

During his Budget speech this year, the Union Finance Minister, Shri Pranab Mukherjee has proposed to extend the ‘Swabhimaan’ campaign to habitations with population of more than 1000 in North Eastern and hilly States and to other habitations which have crossed population of 2000 as per Census 2011. As a next step, Ultra Small Branches are being set up at these habitations, where Business Correspondents would deal with cash transactions. Union Finance Minister also informed that 70,000 habitations have been covered so far under the ‘Swabhimaan’ campaign out of 73,000 identified habitations till March 2012. The Swabhimaan movement is “significant beginning” for transforming of rural India through financial inclusion.

                बहुचर्चित कथित बोफोर्स तोप दलाली कांड को 25 वर्ष बीत चुके हैं। इसके बावजूद अब भी जब कभी इस प्रकरण से संबंधित कोई नया खुलासा होता है तो यह मुद्दा पुन: सुर्खियों में छा जाता है। दरअसल बोफोर्स तोप सौदा या इस सौदे में कथित रूप से ली गई दलाली का मुद्दा केवल दलाली की लेन-देन जैसे आरोपों तक ही सीमित नहीं है बल्कि यह एक ऐसा दुर्भाग्यपूर्ण प्रकरण था जिसने देश की राजनीति की दिशा ही बदल डाली। इस मुद्दे को सुनियोजित ढंग से इस हद तक उछाला गया कि राजीव गांधी के नेतृत्व में चल रही तत्कालीन केंद्र सरकार को सत्ता गंवानी पड़ी। इतना ही नहीं बल्कि उसी समय से देश गठबंधन सरकार के गठन को मजबूर हो गया। और गठबंधन सरकारों के दौर का वह सिलसिला आज भी जारी है। इस प्रकरण में आश्चर्यचकित करने वाली बात यह भी है कि जिस बोफोर्स तोप की कथित दलाली के मुद्दे ने अमिताभ बच्चन जैसे सांसद को संसद से त्यागपत्र देने के लिए मजबूर कर दिया तथा सत्तारुढ़ कांग्रेस पार्टी को सत्ता से हटा दिया व उसके पश्चात विश्वनाथ प्रतापसिंह को भारतीय जनता पार्टी के समर्थन से प्रधानमंत्री पद तक पहुंचा दिया। उस बोफोर्स दलाली कांड में आज तक न ही कोई गिर$फ्तारी हो सकी न ही किसी व्यक्ति को जेल जाते देखा गया, न ही किसी पर कोई प्रतिबंध लगाए जाने के समाचार प्राप्त हुए। हां उच्च न्यायालय तथा उच्चतम न्यायालय द्वारा इस मामले को बंद किए जाने की खबरें ज़रूर सुनाई दीं।

गौरतलब है कि भारत सरकार द्वारा 1986 में स्वीडन की ए बी बो$फोर्स कंपनी से 155 एम एम की 410 पोवित्ज़र बोफोर्स तोपे खरीदी गई थी। यह पूरा सौदा 1437 करोड़ का था। इसी सौदे को लेकर वीपी सिंह के नेतृत्व में यह इल्ज़ाम लगाया गया था कि इस सौदे में राजीव गांधी के परम मित्र व इलाहाबाद से तत्कालीन सांसद अमिताभ बच्चन व उनके भाई अजिताभ बच्चन ने बोफोर्स कंपनी से दलाली ली है। विपक्ष विशेषकर वीपी सिंह द्वारा यह आरोप भी लगाया जा रहा था कि इस कथित दलाली प्रकरण में राजीव गांधी की भी अहम भूमिका है। इस प्रकार के बेबुनियाद आरोपों से न केवल गांधी-नेहरू परिवार बुरी तरह आहत हुआ था बल्कि अमिताभ बच्चन की साख को भी गहरा धक्का पहुंचा था। परिणामस्वरूप अमिताभ बच्चन ने लोकसभा की सदस्यता से त्यागपत्र देते हुए स्वयं को धीरे-धीरे सक्रिय राजनीति से भी किनाराकश कर लिया था। इस प्रकरण के चर्चा में आने के बाद हुए आम चुनावों में कांग्रेस पार्टी की पराजय हुई थी तथा विश्वनाथ प्रताप सिंह देश की पहली गठबंधन सरकार के पहले प्रधानमंत्री बने थे। देश को उस समय वी पी सिंह से इस बात को लेकर बड़ी उम्मीदें थी कि बोफोर्स दलाली प्रकरण को लेकर राजीव गांधी, अमिताभ बच्चन तथा कांग्रेस पार्टी के मुंह पर कालिख पोतने वाले वीपी सिंह व उनका साथ देने वाले विपक्षी नेता अवश्य ही इस प्रकरण का पटाक्षेप करेंगे तथा इस सैन्य खरीद सौदे में हुए घोटाले में शामिल लोगों को बेनकाब करेंगे। परंतु ऐसा कुछ भी नहीं हुआ।

सवाल यह है कि बोफोर्स तोप सौदे को लेकर गांधी परिवार, बच्चन परिवार तथा कांग्रेस पार्टी पर लगाया जाने वाला यह आरोप क्या महज़ एक बड़ी राजनैतिक साजि़श का हिस्सा था? क्या यह भारतीय राजनीति के उस बदनुमा चेहरे का ही एक भाग था जिसमें कि एक-दूसरे को अपमानित, कलंकित व बदनाम कर सत्ता हथियाने की साजि़श रची जाती है? और यदि ऐसा कुछ नहीं था तो तीसरे मोर्चे की सरकारंे तथा राष्ट्रीय जनतांत्रिक गठबंधन की सरकारों के दौर में बोफोर्स दलाली कांड में शामिल चेहरों का सप्रमाण खुलासा क्यों नहीं किया जा सका? बजाए इसके गत् 25 वर्षों में समय-समय पर कोई न कोई इस प्रकार की रिपोर्ट ज़रूर आती दिखाई दी जिनसे यही पता चलता है कि इस पूरे प्रकरण में गांधी परिवार व बच्चन परिवार की कोई भूमिका नहीं थी और उनका इस दलाली कांड से कोई लेना-देना नहीं था। गत् माह भी ऐसा एक खुलासा स्वीडन के पूर्व पुलिस प्रमुख स्टेन लिंडस्ट्रोम द्वारा किया गया। लिंडस्ट्रोम बो$फोर्स तोप सौदे की जांच करने वाले स्वीडिश पुलिस प्रमुख थे। उन्होंने साफतौर पर यह बात कही कि राजीव गांधी का बोफोर्स तोप सौदे में न तो कोई हाथ है और न ही इसमें ली गई दलाली में उनका कोई किरदार था। लिंडस्ट्रोम ने राजीव गांधी के साथ अमिताभ बच्चन को भी क्लीन चिट देते हुए कहा कि अमिताभ बच्चन को भी इस मामले मे ज़बरदस्ती फंसाया गया था।

सवाल यह है कि गांधी-बच्चन परिवार पर दलाली लेने जैसे गंभीर आरोप लगाकर सत्ता में आने वाली शक्तियां सत्ता में आने के बाद इन परिवारों पर लगने वाले दलाली लेने के आरोपों को साबित क्यों नहीं कर सकीं? बजाए इस कांड पर गंभीरता दिखाने के यह ताकतें मंडल कमीश्न लागू करने व हज़रत मोहम्मद साहब के जन्मदिन पर अवकाश घोषित करने जैसे लोकलुभावने राजनैतिक ड्रामे में ही उलझकर रह गईं। इससे साफ ज़ाहिर होता है कि गांधी-बच्चन परिवार पर विपक्षी दलों द्वारा लगाया जाने वाला दलाली लेने का आरोप महज़ इन परिवारों को बदनाम करने की एक बड़ी साजि़श का अहम हिस्सा था। कुछ राजनैतिक शक्तियां यह नहीं चाहती थीं कि गांधी-बच्चन परिवार की मित्रता व देश की राजनीति पर इनकी पकड़ मज़बूत बनी रहे। लिहाज़ा कांग्रेस में रहते हुए वी पी सिंह ने बोफोर्स प्रकरण को बहाना बनाकर स्वयं को ईमानदार नेता के रूप में प्रचारित करते हुए गांधी-बच्चन परिवार पर कीचड़ उछालने का काम किया। परंतु वीपी सिंह दरअसल ‘कहीं पर निगाहें कहीं पर निशाना’ की कहावत पर अमल करते हुए अपनी कुटिल राजनैतिक चाल चल रहे थे। इसमें उन्हें सफलता भी हासिल हुई। परंतु इस हादसे के बाद देश की रजनीति की दिशा और दशा जिस प्रकार भ्रमित हुई है उसकी जि़म्मेदार भी यही शक्तियां मानी जाएंगी जिन्होंने बोफोर्स सौदे को बहाना बना कर देश की राजनीति को अस्थिर करने का सफल प्रयास किया है।

वास्तव में एक बोफोर्स दलाली प्रकरण ही नहीं बल्कि यदि आप गौर से देखें तो लगभग पूरे देश की राजनीति का मापदंड ही यही दिखाई देता है कि आप अपने प्रतिद्वंद्वी को बदनाम, कलंकित व अपमानित करने में कितने सक्षम हैं? यहां यह भी कोई ज़रूरी नहीं कि अपने प्रतिद्वंद्वी पर लगाए जाने वाले आपके आरोप सही या प्रमाणित हों। बल्कि भारतीय राजनीति के महारथी यह देखते हैं कि कौन से आरोप कितने प्रभावी हो सकते हैं तथा जनता पर इन आरोपों का कितना प्रभाव पड़ सकता है। और आमतौर पर यही आरोप, इल्ज़ामतराशी तथा दूसरे के मुंह पर कालिख पोतने की कला ही एक पक्ष को सत्ता से हटाने तथा कालिख पोतने वाले को सत्ता में लाने का सबब बन जाती है। भले ही ऐसे राजनैतिक हथकंडों के दुष्परिणाम भारतीय राजनीति को कितना ही नुकसान क्यों न पहुंचाते हों। हमारे देश की राजनीति में सत्ता पर काबिज़ होने का फार्मूला दरअसल अपनी योग्यता या उपलब्धियां बताना नहीं बल्कि दूसरे को बदनाम, कलंकित व अपमानित करना रह गया है। जो भी दल अपने विरोधी दल या विरोधी नेताओं को जितना अधिक बदनाम व रुसवा कर सकता है उसकी जीत की संभावनाएं उतनी ही अधिक बढ़ जाती हैं।
राज्यस्तर की राजनीति में भी आमतौर पर यही देखा जाता है कि विपक्षी दल सत्ताधारी दलों या उनके नेताओं पर न सिर्फ भ्रष्टाचार के आरोप लगाते हैं बल्कि जनता से यह भी कहते दिखाई देते हैं कि यदि मुझे सत्ता मिली तो मैं अमुक नेता को भ्रष्टाचार के फला-फलां मामलों में जेल ज़रूर भेजूंगा। परंतु इस प्रकार की मिसालें देखने को नहीं मिलतीं। ऐसी इल्ज़ामतराशी का अर्थ साफ है कि आरोप लगाने वालों को केवल सत्ता से हटाने के लिए इस प्रकार के आरोप मात्र सत्ता प्राप्त करने वाले हथियार के रूप में इस्तेमाल करने होते हैं। बोफोर्स तोप का कथित दलाली प्रकरण भी ऐसा ही एक बेबुनियाद प्रकरण था जिसने गांधी-बच्चन परिवारों को बेवजह बदनाम किया तो दूसरी ओर उसी समय सत्ता की बागडोर ऐसे लोगों के हाथों में चली गई जो सपने में भी प्रधानमंत्री बनने की बात नहीं सोच सकते थे। लिहाज़ा अब जबकि बार-बार गांधी व बच्चन परिवार के इस प्रकरण में शामिल न होने की खबरें आती रहती हैं ऐसे में क्या आरोप लगाने वाले लोगों के पास कोई ऐसा उपाय है जो कि इन परिवारों को पहुंचे सदमे व इससे हुई उनकी रुसवाई की भरपाई कर सके? शायद नहीं। हां गांधी व बच्चन परिवार पर लगे इस प्रकार के बेबुनियाद आरोपों से भारतीय राजनीति के घिनौने दांवपेंचों की कला का पर्दा ज़रूर फाश हो जाता है।

Diversity of life (biodiversity) underpins the very existence and survival of human beings on this Planet. Even though, United Nations proclaimed May 22^nd as the International Day for Biological Diversity (IDB), every day is critical to increase the understanding and awareness of biodiversity issues. The rich biodiversity is the base for good health, food security, economic growth, livelihoods security and moderating the climate conditions. The annual contribution of biodiversity to the world is estimated as US$ 33 trillion per year. However, this precious natural asset is fast diminishing.

The theme for 2012 International Day for Biological Diversity is Marine Biodiversity. Coastal and marine biodiversity form the basis of survival for billions of people around the world today. The ocean covers 71% of the surface area of the globe, and constitutes over 90% of the habitable space. Coastlines are supporting fragile ecosystems – mangroves, coral reefs, sea-grass and seaweeds. But the diversity of life in these areas is poorly understood and under-valued resulting in over-exploitation. Some of the marine species are disappearing and others are on the threat of extinction. The economic and market potential of marine biodiversity is still not properly understood while prospects of marine diversity has increased manifold. The number of patents being taken on products and processes based on marine life is increasing by leaps and bounds every year.

India has a coastline of about 7,500 km, of which about 5,400 km belong to Peninsular India and the remaining to the Andaman, Nicobar and Lakshadweep Islands. With less than 0.25% of the world’s coastline, India accommodates approximately 11% of the global population, who live in low elevation coastal areas. Fishing is a major livelihood options for millions of coastal communities. India’s coastal zone is endowed with coral reefs, mangroves, sea-grasses/weeds, salt marshes, sand dunes, estuaries and lagoons.

In India, all the three major reef types (atoll, fringing, and barrier) occur in most diverse, extensive and least disturbed reef areas. There are four major reef regions in India on all sides of its coastline. The Gulf of Kutch in the Northwest, Palk Bay and Gulf of Mannar in the Southeast, the Andaman and Nicobar Islands on the East and Lakshadweep archipelago in the West. Mangroves cover 4827 square km with about 57% of it along east coast, 23% along the west coast and the remaining 20% in Andaman and Nicobar Island. Fourteen species of sea-grasses with 6 genera are known in the Indian seas. All the above mentioned ecosystems are shelter for unique marine and terrestrial wildlife.

The economic potential of coral reefs is estimated to be $1,250 million/hectare/year. These are researched figures by economists. Consider that we realize a mere 10 per cent of this potential for the local people.

Even though humanity has repeatedly benefited from the marine and coastal ecosystems, our land and ocean based activities have made critical impacts on marine ecosystem. Indiscriminate discharge of wastes by coastal cities and industries and over-extraction of fish and other marine products are the major challenges.

Hence land-based activities, which have an adverse impact on coastal and marine ecosystems, need to be controlled. Further, since marine resources are generally renewable, its extraction should be restricted within its regeneration capacity. Promotion of Marine Protected Areas/Reserves is important for conserving and managing coastal and marine biodiversity. India has many Marine Protected Areas/Reserves and it need to be extend further.

A special and high level focus on marine and costal biodiversity by the Environment Ministers from around the World during the forthcoming eleventh meeting of Conference of Parties to the Convention on Biological Diversity (CBD COP 11) is expected to identify concerted efforts to not only protect marine and coastal biodiversity but also realize the economic potential of this natural treasure trove that provides livelihoods, protects us from climate change and ensures our food and nutritional securities are intact as well as enhanced with suitable interventions. (PIB Features).

Centers of Excellence in Nanoelectronics

Nanoelectronics Centres at Indian Institute of Technology Bombay. Mumbai and Indian Institute of Science, Bangaluru

A joint project for setting of two Nanaoelectronics Centers at Indian Institute of Technology Bombay and Indian Institute of Science Bangalore was initiated with a cost of ` 100 Crores in the year 2006 as a Phase I. This project has been unique in the manner in which two top level academic organizations in India have come together with an MOU between them to take up an R&D project of this magnitude. The objectives of these Centers have been:

Embark on R&D activities in the areas of nanoelectronics including materials, devices and sensors, nanosystems and their characterization and modeling.
Networking with other agencies, institutions, national labs and industry working in the area of nanoelectronics and create a nanofabrication facility accessible to all researchers.
Generate trained human resources suitable for nanoelectronics research, engineering and manufacturing.
Demonstrate that the nanofab facilities created and human resources generated can be used to develop socially relevant systems with nanostructured materials and systems.
The deliverables at the Center of Excellence at IIT Bombay included development and establishment of sub 100 nanometer CMOS process, development of nanosystems for Healthcare and environmental monitoring, development of organic and biopolymer devices, GaN devices, and characterization, modeling and simulation of nanoelectronic devices.
The deliverables at IISc included magnetic materials for LC resonator, acoustic sensors, ferroelectrics for Ferratic RAMs (FRAMs) and phase shifters, rare earth metal oxides for MOS gate dielectrics, molecular rectifiers based on organic thin films.

Centres of Excellence in Nanoelectronics Phase I

The first phase has been very successful in establishing major nanofabrication facilities of international standards at the two institutions and providing a catalyst for ambitious research initiatives in the area of nanoelectronics. Within a short span of five years, state-of-the-art facilities in nanoelectronics have been set up and used by a large number of faculty and students at the two Institutes as well as researchers from other institutions under the satellite “Indian Nanoelectronics Users’ Programme”. Significant research output as well as training of manpower has been accomplished in this project during a relatively very short span of time. These centres have attracted international attention and talent (as faculty) to these institutions and have become “Centres of Excellence in Nanoelectronics”. This project has provided confidence that academic organizations can take up large R&D projects effectively and has become a model project for funding of large R&D projects by other Government departments and organizations at academic institutions.

Centres of Excellence in Nanoelectronics Phase II

Based on the experience and success of the phase I project, the phase II project at a cost of Rs. 146.91 Cr was initiated in December 2011 for execution by IIT Bombay and IISc over a period of 5 years. While the previous project was largely focused on infrastructure creation for nanoelectronics research, the Phase II project focuses on research in frontier areas of nanoelectronics, technology generation, closer interaction with industries for commercialization and scaled up effort in high quality R&D manpower generation.

Nanoelectronics Centres at IIT Delhi, IIT Madras and IIT Kharagpur

Inspired by the success of the Nanoelectronics Centres project at IIT Bombay and IISc, setting up of 3 more Nanoelectronics centres has been taken up by the Department of IT at IIT Delhi, IIT Madras, Chennai and IIT Kharagpur on different aspects of Nanoelectronics.

R&D Projects

In addition to establishing Centres, several small and medium scale projects have also been initiated for capacity building for R&D in the areas of nano materials, nano devices, nano subsystem and nano systems at various institutions across India including Indian Institutes of Technology at New Delhi, Chennai, Mumbai, Kanpur, Kharagpur and Roorkee, IISc Bangalore, C-MET Pune, CEERI Pilani, CSIO Chandigarh, Jadavpur University Kolkata, Jamia Milia Islamia, Visvevaraya Institute of Technology Nagpur etc. The specific R&D areas included Nano silver oxide, nano-particles of noble and transition medals, nano-sized metals/metal oxide/metal nitrides, nanocrystalline silicon MEMS Pressure Sensor, technology for quantum structures, organic thin film transistors, quantum-well infrared photodetectors, Carbon Nano Tubes (CNTs) for targeted drug delivery, tin oxide powder and tin oxide thin films for gas sensing, CNTs for field emission devices, simulation of Nanoscale MOSFETs, Nanosized SiC based quantum structures, Quantum-semiconductor-glass-nanocomposites, porous silicon for sensing of gas and biological spices, simulation of nano-devices, oxide based functional thin film nano-structures for Spintronics and quantum informatics, GaN, InGaN based quantum dots for LEDs, Nano silver oxide doped/ mixed with gold and copper for ultra high density storage devices, III/ V compound semiconductor based quantum dots technology, wide band gap semiconductors nanostructured materials and devices, semiconducting Single Wall Carbon Nano Tubes (SWCNTs), CNTs based Gas sensor and Multi-functional magnetic nano particulates for cancer therapy.

Nanometrology

In order to implement the Nanoelectronics development program successfully, nanometrology (science of measurement at nanoscales) is also an requirement. The general trend towards increased miniaturization in manufacturing to micro to nano is not simply a scale problem, but involves facing new physics.

A project has been taken up at National Physical Laboratory, New Delhi to address the issues of nanometrology by establishing a National nanometorlogy laboratory. This laboratory provides calibration and traceability for physical dimensions like linewidth, step height, surface texture and calibration of electrical parameters like low voltages in nanovolts, low currents in picoamperes, electric charge in femtocoulombs (fC). It is expected to cater to the nanoscale measurements for various industrial applications including automotive, biomedical and semiconductor industry.

Indian Nanoelectronics User Program

The Indian Nanoelectronics User Program (INUP) has been conceived and initiated by the Department of IT to facilitate and support generation in India of expertise and knowledge in nanoelectronics through participation and utilization of the facilities established at the Centres of Excellence in Nanoelectronics at IISc, Bangaluru and IIT Bombay, Mumbai by external users from academia, R&D institutions and Industry. The INUP program aims to:

Impart hands-on training in nanoelectronics to researchers from other institutions in the country and help train researchers in Nanoelectronics. Users from academic, research and industrial R&D institutions are trained through this project at three levels.
- Short-term workshops to disseminate the outcome of the research activities. These workshops are also expected to provide exposure and awareness.

- Hands-on training for selected researchers.

- Execution of collaborative research projects by external users by providing support for fabrication and expert guidance.

Assist in the initiation of research in nanoelectronics at various institutions in the country by enabling the execution of the work of external users at these centres.
Collaborate with research teams at various Indian organizations and develop joint projects in nanoelectronics.
Provide a platform for researchers in Naoelectronics to come together and benefit from complementary expertise.
To generate more than 750 trained students, professional scientists and engineers etc., at various levels and take up about 40 research projects in Nanoelectronics.

The INUP has been utilized by researchers and engineers from academia, R&D organizations and industry. More than 110 R&D projects from more than 100 external organizations across the country have been taken up so far under INUP. About 1150 researchers and students from across India have been trained through INUP.

Patents, Publications

More than 500 articles have been published and more than 20 patents have been filed in the projects initiated under this programme.

Industry Participation and Commercialization

While initiatives have already been taken for establishing the R&D infrastructure for Nanoelectronics, the focus of programme is now progressively leaning to technology transfer, product development and commercialization. A startup company viz. Nanosniff has been incubated at IIT Bombay for product development. A mechanism for incubation of startup companies and commercialization of technologies is being contemplated by the Department of IT in collaboration with other organizations.

              एक गांव जो पानी की किल्लत से जूझ रहा था। वहां वर्षा भी कम होती थी । वहां के खेत बंजर हो चुके थे जिसमें अन्न पैदा होने की संभावना लगभग खत्म हो चुकी थी। ये गांव है अहमदनगर जिले का रालेगांव सिद्धी। इसे अब आदर्श गांव कहकर बुलाते हैं। ये गांव ख्याति प्राप्त समाजसेवी अन्ना हजारे का है। अन्ना हजारे ने जल संरक्षण के विभिन्न उपायों का इस्तेमाल कर गांव की जो तस्वीर बदली आज वह गांव  विश्व मानचित्र पर अलग पहचान रखता है।

                      आज के हमारे समाज की दुखद तस्वीर ये है कि पहले हम समस्याएं पैदा करते हैं-जब वो समस्याएं हद को पार कर जाती हैं तब उसके उपाय खोजे जाते हैं। गर्मी शुरू हो चुकी है। जून के महीने में तालाब, पोखर, नहरें और नदियां सूखने लगते हैं। पानी की किल्लत इतनी कि मरने-मारने तक की नौबत आ जाती है। फिर खबर बनती है और सरकार मरहम लगाने वाली घोषणाएं करके अपना कोटा पूरा कर लेती है।

                     पानी की कमी को लेकर हर साल हाय तौबा मचती है। सरकार उस पर लाखों रूपये खर्च करती है लेकिन उसके अगले साल फिर वही रोना। जानकारों की मानें तो जल संग्रहण के जो उपाय अब तक खोजे गए हैं उसके प्रति लोगों को जागरूक भर कर देने से बहुत बड़ी समस्या अपने आप हल हो सकती है। बहुत से एनजीओ इस तरह के काम में लगे भी हैं लेकिन इसे देशव्यापी रूप देने के लिए योजना बनाकर लागू करने का काम तो सरकार को ही करना होगा। जल सरंक्षण, खासकर वर्षा जल संरक्षण के निम्न उपायों पर ध्यान देकर जल की कमी से एक हद तक निपटा जा सकता है-

              जैसे-जैसे लोगों को पानी की कमी से जूझना पड़ रहा है वैसे-वैसे वैज्ञानिक भी जल संग्रहण की नई-नई तकनीक से लोगों को परिचित करा रहे हैं। वर्षा जल एकत्रीकरण की नई प्रणाली घरों की छतों पर वर्षा जल को रोककर सही जगह पहुंचाने की है। घर की छतों पर गिरने वाले वर्षा जल को जमीन में बनीं टंकियों से जोड़ दिया जाता है ताकि बारिश का पानी इधर-उधर बहकर बर्बाद होने की बजाय सीधे टंकी में जाए। इस प्रकार एकत्रित जल का प्रयोग सामान्य घरेलू उपयोग के अलावा भू-जल स्तर बढ़ाने में किया जाता है। जल संचयन की ये नई तकनीक शहरी आबादी के लिए अधिक लाभकारी साबित हो सकती है।

                वर्षा जल को तालाब बनाकर सहेजने की परम्परा अनादि काल से चली आ रही है। आज के समय में जरूरत इस बात की है कि उन तालाबों को नई तकनीक के सहारे किस प्रकार और कारगर बनाया जाए। वर्तमान समय में तालाबों की अहमियत को देखते हुए सरकारें भी वर्षा जल के संचय, जलस्रोतों के पुनर्भरण के लिए कई योजनाएं शुरू की हैं। नए तालाबों के निर्माण के साथ-साथ पुराने तालाबों को वर्षा जल संग्रहण के अनुकूल बनाये जाने की आवश्यकता है। उत्तर प्रदेश का बुंदेलखंड क्षेत्र हर बार पानी की कमी की वजह से खबर बनता हैं। इस क्षेत्र में जल संग्रहण के प्रति ना तो लोगों में कोई जागरूकता है और ना ही सरकार की ओर से कोई ठोस कदम उठाए गए। कहा जाता है यह इलाका पहले से ही पानी की कमी से जूझता रहा है लेकिन चंदेल राजाओं ने इससे निपटने के लिए छोटे-छोटे करीब तीन सौ तालाबों के अलावा छह बड़े तालाबों का निर्माण करवाया था। आज इन 12 सौ साल पुराने तालाबों का वजूद खत्म होने की कगार पर है। ना तो इन तालाबों के पुनर्निमाण की सरकार को चिंता और ना ही लोगों को। जल संग्रहण के प्रति अभी तक लोगों में चेतना नहीं आई है। ये योजनाएं जब तक लोगों की भावनाओं से नहीं जुड़ेंगी अपेक्षित परिणाम आने में काफी वक्त लगेगा। तालाबों के निर्माण और संरक्षण में कुछ महत्वपूर्ण मुद्दों पर ध्यान दिया जाए तो यह कार्य और सहज और व्यवस्थित रूप से सम्पन्न हो सकता है।

               सामान्यत: तालाब दो प्रकार के हैं। पहले प्रकार के तालाब का पानी रिसकर जमीन के भीतर जला जाता है जो भूजल स्तर को बढ़ाने में मदद करता है। रिसने वाले तालाब कम गहराई वाली जमीन पर बनाए जाते हैं जिससे वर्षा जल एकत्र होकर कुछ समय के अंदर ही रिसकर जमीन में चला जाए। दूसरे प्रकार के तालाब जो जल संग्रहण के लिए बनाये जाते हैं ऐसे तालाबों की तलहटी में काली चिकनी मिट्टी की अपारगम्य परत होती है जिसके कारण पानी के निचली सतहों से रिसकर जाने की संभावना कम रहती है। अधिक समय तक पानी भरा रहने के कारण इसका उपयोग सिंचाई और पशुओं के उपयोग में लाया जाता है। जल संग्रहण के लिए बनाए गए तालाब की लंबाई, चौड़ाई या गोलाई को कम करके गहराई को अधिक रखा जाता है। इससे एकत्रित जल की खुली सतह का क्षेत्रफल कम हो जाता है और पानी के भाप बनकर उड़ने की मात्रा भी कम हो जाती है।

             तालाबों में जलसंग्रहण जल समस्या से निपटने का बड़ा कारगर उपाय है। तालाबों में जल संग्रहण के पीछे उद्देश्य सिर्फ सिंचाई के लिए पानी इकट्ठा करना भर नहीं है। तालाबों में पानी होगा तो भू-जलस्तर में वृद्धि होगी और ऐसा होने से आसपास के अन्य तालाब, कुएं, पोखरों, ट्यूबेल और हैंडपम्प का जल स्तर अपने आप बढ़ जाएगा और पूरे साल पेयजल और खेती दोनों को फायदा होगा। अन्ना हजारे का गांव रालेगण सिद्धि जल संग्रहण के इन्हीं उपायों के कारण आज अपनी अलग पहचान बनाए हुए है।

India has 2.2 crore persons with various types of disabilities as per Census 2001. The Government has taken several steps, including legislative measures, to integrate them fully with society. They are seen in all walks of life, discharging not only their normal responsibilities, but trying to do better than others. The Government is constantly undertaking initiatives which include the comprehensive Rights of Persons with Disabilities Bill, a draft of which is under consideration for introduction in Parliament.
Among the States with large populations of persons with disabilities, Uttar Pradesh tops with 34.53 lakh, Bihar and West Bengal have over 18 lakh each, Tamil Nadu over 16 lakh, Maharashtra over 15 lakh, Madhya Pradesh and Rajasthan over 14 lakh each. According to 2001 Census, 49 per cent of the persons with disabilities in the country are literate and 34 per cent are employed. Over one crore persons have visual disability, 12.61 lakh hearing and over 61 lakh have locomotor disability in the country. According to the NSSO Survey of 2002, 75 per cent of persons with disabilities live in rural areas.
The Ministry of Social Justice and Empowerment which has the charge of looking after the welfare of the disadvantaged and marginalized sections of the society, including persons with disabilities, oversees a vast network of schemes for the empowerment and rehabilitation of persons with disabilities. The Government plans to consolidate them into a composite Centrally-sponsored national programme called National Programme for Empowerment of Persons with Disabilities in the 12th Plan (2012-2017), for their better administration. The trend is towards greater financial allocations and better monitoring.

In 2011-2012, the Disability Division of the Ministry was allocated Rs 480 crores. The schemes in operation aim to promote physical, psychological, social, educational and economic rehabilitation and development of the beneficiaries to enhance their quality of life and to enable them to lead their life with dignity.
Although the 12th Plan is yet to be ready, the Planning Commission has made allocations for some new schemes during the first year (2012-2013) of the Plan. These include Rs 33 crores for post-matric scholarships for students and Rs 12 crores for Rajiv Gandhi National Fellowship Scheme for persons with disabilities (PwDs) for MPhil and PhD courses.
The Government announced the National Policy for Persons with Disabilities in 2006, recognizing them as valuable human source for the country who can lead a better quality of life if they have an effective access to rehabilitation measures. A Chief Commissioner for Persons with Disabilities has been appointed in the Ministry to receive and act upon complaints of violations of rules and orders notified for the welfare of the beneficiaries. Seven national institutes have been established to work in the field of disabilities.
These institutes are engaged in human resource development in different field of disability, providing rehabilitation services to persons with disabilities and undertaking research and development. During the last financial year, Rs 34 crore were released to these institutes against the budgeted outlay of Rs 60 crores for the year.
Under the scheme of Assistance to the Disabled for Purchase or Fitting of Aids and Appliances (ADIP), approximately two lakh persons with disabilities are provided assistive devices every year. An allocation of Rs 100 crores was made for the scheme in 2011-2012 to help 2.80 lakh persons but only about Rs 28 crores was released till December, 2011, although a total expenditure during the year is now expected to be Rs 76 crores. The ADIP scheme is being revised during 2012-2013 to raise the income ceiling and ceiling of the assistive devices. Under the Deendayal Disabled Rehabilitation Scheme (DDRS), Rs 31.27 crores was sanctioned till December last year against the allocation of Rs 120 crores. The total expenditure is likely to cross Rs 86 crores.
The DDRS helps voluntary organizations to run special schools for children with hearing, visual and mental disability and vocational rehabilitation centres for persons with disabilities and for manpower development in the field of mental retardation and cerebral palsy. The target of beneficiaries during the year was 2.50 lakh.

To facilitate creation of infrastructure at district level, the Central Government is encouraging the States in setting up of District Disability Rehabilitation Centres (DDRCs) since the ninth Plan. A hundred DDRCs were proposed to be set up in the last two years. A total of 215 DDRCs are functioning in the country at present. Twenty-one were set up in 2010-11 and Rs 1.20 crore were released in 2011-12 to set up six more in Gujarat, Andhra Pradesh, Uttar Pradesh, West Bengal and Bihar.
In 2009-10, the Government launched the Inclusive Education for Disabled at Secondary Stage (IEDSS), replacing the earlier Integrated Education for Disabled Children (IEDC) scheme. While inclusive education for disabled children at elementary level is being provided under the Sarva Shiksha Abhiyan (SSA), this scheme provides 100 per cent Central assistance for inclusive education of disabled children studying in Classes IX-XII in mainstream government, local body and government-aided schools.
The objective is to facilitate continuation of education of children with special needs up to higher secondary level. The scheme provides for personal requirements of the children in the form of assistive devices, helpers, transport, hostel, learning material, and scholarship for the girl child up to Rs 3000 per disabled child per annum. In addition, assistance is also provided for salary of special teachers, capacity building of teachers, making schools barrier free, establishment of resource rooms, and awareness and orientation. A budget of Rs 100 crore was allocated for this scheme during 2011-12 and over 1.30 lakh disabled children were proposed to be covered in the year. According to HRD Ministry, 35 per cent of children with disabilities remained out of school.
On World Autism Day, the Government reiterated its commitment to help development of people with autism in the country. India has about 10 million people with autism in the country. There was need to create awareness on the brain disorder and the Government would support all awareness campaigns. The Government has stressed the need to remove the myths about autism like it was the result of bad parenting or “emotionally dysfunctional mothers.” The Sarva Shiksha Abhiyan (SSA), the vehicle for the Right To Education, ensures support to children with autism, through resource teachers and teacher-aides.
In many States, students with autism get a one on one support with care-giver or aide in the classroom. The Rajya Sabha passed in the Budget Session a Bill to amend the Right of Children to Free and Compulsory Education Act, 2009 to extend its benefits to children with cerebral palsy, mental retardation, autism and multiple disabilities. The children having these severe disabilities will have the option to receive education at home. There is some criticism of this provision as it is felt that it will keep the special needs children away from their peers and out of the mainstream education.
In a major step, the Government has given an “in-principle approval” for creating a separate Department of Disability Affairs. Informing Parliament, the Social Justice and Empowerment Minister, Shri Mukul Wasnik, said the new Department would be within the Ministry and the proposal to amend the necessary rules is under process. He said a need was felt to create a separate department under a Secretary-rank officer to address the issues of people with disability more effectively. At present, the issues related to empowerment of disabled people in the country are looked after by a division in the Ministry.
To ensure persons with disabilities travel by air with dignity and ease, the Government has constituted a Committee on the ‘Rights of Passengers with Disabilities and Reduced Mobility’.
There are Civil Aviation Requirements (CAR) on “Carriage of passenger by air with disability and/or with reduced mobility” issued by the DGCA which are to be strictly adhered to by the airlines. The CAR is available on the DGCA website. Violation of the provisions of the CAR is punishable under the Schedule VI of the Aircraft Rules,1937. The Committee will look into the need for modifying the CAR in view of improved guidelines adopted in other countries and the United Nations Convention on the Rights of Persons with Disabilities(UNCRPD).
The Committee’s terms including examining the inconvenience faced by persons with disabilities right from the stage of booking of tickets; arrival at the airport; checking-in, issues related to location and design of facilities like toilets, wheel chairs, check-in counters, security checking, boarding, seating in aircraft, disembarking and collection of luggage.
Needless to say, the persons with disabilities require similar facilities at railway stations and inter-city bus terminals. The Railway Board has prepared a plan to enable differently abled people to book rail tickets online at the concessional rates they are entitled to. It is proposed to issue identity cards with specific numbers to each person, which will be built into the computerised passenger reservation system (PRS) across the country.
To make life easier for the differently abled, the Social Justice Ministry is encouraging development of suitable technologies. The Ministry has made its own website accessible to persons with disabilities and is giving incentives to other Government organisations to follow its example. An Online Braille Library has been established at Dehradun in January this year. Its books can be accessed in real time from any location in the country.
On helping the persons with disability get their rightful share in employment, Section 33 of the Persons with Disability (Equal Opportunity, Protection of Rights and Full Participation) Act, 1995 provides for a three per cent reservation in government employment, including one per cent each for disabled persons suffering from (i) blindness or low vision; (ii) hearing impairment and (iii) loco motor disability or cerebral palsy. A special recruitment drive was initiated recently to fill up backlog vacancies for posts reserved for persons with disabilities. As per information from 69 Ministries and Departments, there were 11134 persons with disabilities in employment under the Central Government on the 1st January, 2008.
There are no directions to the private sector to create jobs for disabled persons. However, a new Scheme of Incentives to the Private Sector for Employment of Physically Challenged Persons has been launched from 1st April, 2008. Under this Scheme, the Government provides the employer’s contribution for Employees Provident Fund (EPF) and Employees State Insurance (ESI) for three years, for physically challenged employees employed in the private sector on or after 1st April, 2008, with a monthly salary up to Rs. 25,000.
In spite of the increasing awareness about the welfare of the disadvantaged population, the 2012-13 plan allocation for the Social Justice and Empowerment Ministry is Rs 5915 crores, which is just 1.512 per cent of the total plan allocation of Rs 3,91,027 crores for all Ministries and Departments of the Government of India. This year’s allocation of Rs 5915 crores is against the allocation of Rs 5375 crores, and the likely actual expenditure of Rs 5006 crores, during 2011-12.
Looking at the Ministry’s various responsibilities, the Planning Commission’s Working Group on empowerment of persons with disabilities has recommended an allocation of Rs one lakh crore as plan expenditure for the welfare of these persons during the 12th Plan, out of which Rs 24000 crores is be incurred through the Social Justice and Empowerment Ministry, and the remaining Rs 76000 crores through other Ministries.
The Rights of Persons with Disabilities Bill, 2011, the proposed law that is to replace the existing Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, is a comprehensively drafted piece of legislation that will remove the existing gaps and take care of nearly all the possible situations and circumstances in which the beneficiary population may require legal and social cover to lead a normal life. India has ratified the UN Convention on the Rights of Persons with Disabilities (UN CRPD) and undertaken the obligation to ensure and promote the full realization of all human rights and fundamental freedoms for all Persons with Disabilities without discrimination of any kind on the basis of disability. While the existing Act provided for an impairment-based exhaustive definition of disability, the UN Convention recognized that disability was an evolving concept. People with impairments, not expressly mentioned in the Act, were often denied the rights and entitlements recognized in the Act. The 1995 Act, among other provisions, required appropriate governments and local authorities to make public buildings and their campuses accessible to persons with disabilities. The facilities to be created include ramps, toilets for wheel-chair users, Braille signages, new elevators, auditory signals in existing elevators, and tactile tiles.

Accessibility for persons with disabilities was also one of the core provisions of the UN Convention on the Rights of Persons with Disabilities, which came into force in May, 2008. Expanding the scope and definition of physical impairments, the 2011 Bill recognizes the equality of persons with disabilities and prohibits direct or indirect discrimination on the basis of disability. The draft law seeks to guarantee equality and non-discrimination to all persons with disabilities, and to recognize legal capacity of all persons with disabilities and make provision for support where required to exercise such legal capacity.

The Constitution of India includes persons with disabilities generically within the universal categories of person and citizen; it does not even mention disability specifically. Therefore the draft Bill attempts to lay down procedures by which the civil-political rights guaranteed in the UN Convention on the Rights of Persons with Disabilities and the Constitution of India can be realized for persons with disabilities. The rights guaranteed by the Constitution need adaptation to be of value for persons with disabilities.

Growing uncertainties of weather and climate pose a major threat to food security of the country and thus warrant for farmers empowerment of informed decision in agricultural risk management. Besides the possible impacts of climate change also pose major challenges in agriculture sector in the country. The combination of long-term changes and the greater frequency of extreme weather events are also likely to have adverse impacts on the food production in the coming decades. India Meteorological Department has taken major initiative to implement innovative and state of art technologies which are essential to address the above mentioned issues of weather and climate on Indian agriculture  and also to realize the present day needs of the farmers of the country and also to meet the demands of the poorer section of the country. India Meteorological Department (IMD) started Integrated Agro-Meteorological Advisory Service (IAAS) in the country for the benefits of farmers. Agro-meteorological service rendered by IMD, Ministry of Earth Sciences is an innovative step to contribute to weather information based crop/livestock management strategies and operations dedicated to enhancing crop production by providing real time crop and location specific agromet services with outreach to village level. This indeed has a potential to change the face of India in terms of food security and poverty alleviation.

The IAAS provides a very special kind of inputs to the farmer as advisory bulletin. It   has made a tremendous difference to the agriculture production by taking the advantage of benevolent weather and minimizes the adverse impact of malevolent weather. IMD launched the scheme IAAS in the country  in collaboration with different organisations/institutes/stakeholders from 1^st April 2007 for weather wise farm management. Under IAAS, a mechanism was developed to integrate weather forecast, climatic and agro-meteorological information to prepare agro-advisories which contribute significantly to enhance farm productivity and trying to solve the food security in India.

Structure of IAAS

This project is implemented through five tier structure to set up different components of the service spectrum. It includes meteorological (weather observing & forecasting), agricultural (identifying weather sensitive stress & preparing suitable advisory using weather forecast), extension (two way communication with user) and information dissemination (Media, Information Technology, Telecom) agencies.

Weather Forecast –Seven Parametres

From 1 June, 2008 quantitative district level weather forecast up to 5 days is issued. The product comprises of quantitative forecasts for 7 weather parameters viz., rainfall, maximum and minimum temperatures, wind speed and direction, relative humidity and cloudiness. In addition, weekly cumulative rainfall forecast is also provided. IMD, New Delhi generates these products using Multi Model Ensemble technique based on forecast products available from number models ofIndia and other countries. The products were disseminated to Regional Meteorological Centres and Meteorological Centres of IMD located in different states. These products after value addition using synoptic interpretation of model output are communicated to 130 Agro Met Field Units (AMFUs) co-located with State Agriculture Universities (SAUs), institutes of Indian Council of Agriculture Research (ICAR), Indian Institute of Technology (IITs) etc., for preparation of district level agro-met advisories twice a week i.e. Tuesday and Friday.

AAS Bulletins at Different Level

The Agromet Advisory Bulletins are issued at district, state and national levels. The district level bulletins are issued by AMFUs and include crop specific advisories including field crops, horticultural crops and livestock. The State Level bulletin jointly prepared by State Meteorological Centre of IMD and AMFUs is a composite of district bulletins helping to identify the distressed districts of the state as well as plan the supply of appropriate farm inputs such as seeds, irrigation water, fertilizer, pesticides etc. It forms a significant input to the State level weekly Crop Weather Watch Group (CWWG) meeting and used by state government line function departments viz: Fertilizer industry, Pesticide industry, Irrigation Department, Seed Corporation, Transport and other organizations which provide inputs in agriculture. National Agromet Advisory Bulletins are prepared by National Agromet Advisory Service Centre, Division of Agriculture Meteorology, IMD, Pune, using inputs from various states.  This bulletin helps identify stress on various crops for different regions of the country and suitably incorporate advisories.

Ministry of Agriculture is prime user of these bulletins, as important decisions are taken in weekly Crop Weather Watch Group meetings steered by Ministry of Agriculture at national level. The bulletins are also used by a large number of other agencies including fertilizer, pesticide industries. At present bulletins are being issued twice in a week i.e., Tuesday and Friday and reach 23 state and 560 district level centres.

District-specific medium-term forecast information and advisories help to maximize output and avert crop damage or loss. It also helps growers anticipate and plan for pesticide applications, irrigation scheduling, disease and pest outbreaks and many more weather related agriculture-specific operations. Such operations include cultivar selection, their dates of sowing/planting, dates of intercultural operations, dates of harvesting and also performing post harvest operations. Agromet advisories help increase profits by consistently delivering actionable weather information, analysis and decision support for farming situations such as: to manage pests through forecast of relative humidity, temperature and wind; manage irrigation through rainfall & temperature forecasts; protect crop from thermal stress through forecasting of extreme temperature etc.

A typical Agromet Advisory Bulletin enables farmers to reap benefits of benevolent weather and minimize or mitigate the impacts of adverse weather are:

• District specific weather forecast, in quantitative terms, for next 5 days for weather parameters like rainfall, cloud, maximum/minimum temperature, wind speed/direction and relative humidity, including forewarning of hazardous weather events (cyclone, hailstorm, heat/cold waves, drought and flood etc) likely to cause stress on standing crop and suggestions to protect the crop from them.
• Weather forecast based information on soil moisture status and guidance for application of irrigation, fertilizer and herbicides etc.
• Advisories on dates of sowing/planting and suitability of carrying out intercultural operations covering the entire crop spectrum from pre-sowing to post harvest to guide farmer in his day–to-day cultural operations.
• Weather forecast based forewarning system for major pests and diseases of principal crops and advises on plant protection measures.
• Propagation of techniques for manipulation of crop’s microclimate e.g. shading, mulching, other surface modification, shelter belt, frost protection etc. to protect crops under stressed conditions.
• Reducing contribution of agricultural production system to global warming and environment degradation through judicious management of land, water and farm inputs, particularly pesticides, herbicides and fertilizers.
• Advisory for livestock on health, shelter and nutrition.

The support on above is rendered through preparing district specific agrometeorological advisory bulletins which are tailored to meet the farmers’ need and are made relevant to his decision making processes. The suggested advisories generally alter actions in a way that improves outcomes as it contains advice on farm management actions aiming to take advantage of good weather and mitigate the stress on crop/livestock. The bulletins are encoded in a format and language which is easy to comprehend by the farmer. The agrometeorologists first interpret the immediate past weather and the forecast for next 5 days and translate it into layman’s terms so that the farmers can understand it. They use state-of-art technology such as crop weather models, climatic risk management tools, GIS generated agromet products etc., for framing the advisory bulletins. Also, interaction between the AMFUs and farmers to identify the weather sensitive decisions is promoted under the service through participatory approach. This step fosters a relationship between the IMD, AMFUs, farmers and other stakeholders so that they can identify or diagnose the gaps in weather information and services available from the IMD.

Motherhood is a divine feeling, a wonderful experience, but it brings with itself tremendous responsibilities which call for proper care for both mother and the child. For a healthy mother and child, it must be ensured that required medical care is provided to pregnant woman and full immunization course is administered to the child. It is with this spirit in the mind that the Ministry of Health and Family Welfare launched the Mother and Child Tracking System (MCTS) in December 2009. The focus in MCTS is on the Beneficiary Based Monitoring of the delivery of services to ensure that all pregnant women and all new born receive ‘full’ maternal and child health services. The MCTS utilizes Information Technology and seeks to capture details of every pregnancy in the country in a centralised data base. It is a generic system which aims to provide information of different health services received at the individual level, by monitoring all service deliveries that an individual benefits from.

MCTS Coverage

The MCTS database primarily comprises of

• All new Pregnancies detected/ registered from 1st December, 2009 at the first point of contact of the pregnant mother with the health facility/health provider.
• All Births occurring from 1st December, 2009.

Unique Identification Number

The record of each mother and child is tracked through a 16 digit unique identification number. The 16 digit unique number  contains  state code, district code, Block PHC/CHC Code, Health Sub-Centre Code, Pregnant Woman code, child code and the serial number given to each mother/child.

Advantages

The Ministry of Health and Family Welfare endeavoured to have a central data repository for quick reference of validated data for all pregnancies and births in India. Such a Central Database seeks to facilitate grassroots level health functionaries like ANM, ASHA, Anganwadi workers etc. in performance of their duties by enabling more effective transformation and utilization of information. It is envisaged to implement a Beneficiary Centred Approach so as to ensure delivery of maternal and child health services from conception till 42 days after delivery in the case of pregnant women and up to five years of age in the case of children so as to ensure that all pregnant women and all new born receive full maternal and immunization services.

Further, MCTS would enable roll-out of targeted health programs and schemes, for controlling of external cost and time spill-over and ensure tracking of full immunisation course for all children. It shall also lead to validation of information collected from each block/district/state at the central level, for figuring out authenticated situation at respective functional levels.

Furthermore, efficient need-based planning of allocation and management of health resources can be done at ground-level. For example a fair idea about drug stock and inventory can be made once  number  of pregnancies have been recorded at a particular level. Thus, it leads to improved supply chain management of vaccines and drugs .Also, MCTS can provide vital clues for making improvements in the system for better service delivery. The bottlenecks at the implementation level which hinder effective implementation of Government initiatives can be known and provide valuable inputs for public policy implementation. Not only this, MCTS is expected to facilitate qualitative improvement in the delivery of services to pregnant women and children of the country and thus facilitates an accelerated reduction in maternal, infant and child mortality.

Architecture of MCTS

The operationalization of the MCTS is achieved by clear cut role allocation at different levels viz. village level, Sub Centre level, PHC level, CHC level, District level, State Level and the National Level.

Village Level

Identification of pregnant women and new born is done at the Village level. The Accredited Social Health Activist (ASHA) of the National Rural Health Mission (NRHM) has been given the responsibility of informing the Auxiliary Nurse Midwife (ANM) about the details of the pregnant women and new born in the village every month.

Sub Centre Level

            The delivery of maternal and child health services according to the agreed service delivery protocol is done at the sub centre level. At the Sub Centre level the ANM is responsible for Contacting all pregnant women reported by ASHA and  preparation of the Pregnant Woman Card( One copy to be retained by the ANM and the other given to the pregnant woman).Services are delivered according to the agreed service delivery schedule and the ANM updates the Maternal Health Card.The ANM Contacts parents of all new born and prepares the Child Health Card.

The above data is entered into a Central Database at Primary Health Centre /Community Health Centre where internet facility is available. This registers pregnant women and the details of services due (example ANC or antenatal care) to the woman along with the dates are captured in the database. The name and contact details of associated ASHA worker/ANM are also entered into the database .In fact, two distinct fields in the data base viz. Services administered and Services overdue help in monitoring and tracking service delivery at field level.

Primary Health Centre (PHC)

The Medical Officer at PHC is responsible for organizing training of ASHAs in the identification of pregnant women and children below five years of age; organizing fortnightly/monthly meeting to review the records maintained by ANM with a view to improve the quality of the record; visiting all villages in the PHC at least once in a month to supervise the activities of ASHA and to provide her necessary support; on the spot verification of the data entered in MCTS using a standard sample design.

Finally, the Medical Officer also identifies gaps in the context of providing ‘full’ maternal and child health services to all pregnant women and all new born recorded in MCTS.

Community Health Centre( CHC)

The Block Program Manager at the CHC is responsible uploading the data on pregnant women and new born in the MCTS software and generating reports related to the implementation of MCTS at the PHC level within the CHC. He is also responsible for tabulation and analysis of the verification data available through the cross checking of the records entered in the MCTS system.

District Level

MCTS performance review  is done at the district level to fill up the gaps in the health care delivery institutions within the district in the context of delivering ‘full’ services to all pregnant women and all new born.

State Level

Monthly reports of the implementation of MCTS for all districts within the state are generated and state level monthly meetings are organized to review the implementation of MCTS at the district level and identify and address bottlenecks and constraints in implementing MCTS.

National Level

MCTS cell is responsible for monitoring and analysis of the progress of MCTS in terms of data entry status, identification of low reporting States/districts and identification of districts/facilities not reporting.

The Quality of data reporting is known through data of performance of state and district indicators and cross analysis of data and services provided. This helps in identification of abnormalities and and discrepancies in MCTS data.

Also National level meetings are organized to review the implementation of MCTS at the state/UT level and to identify and address the bottlenecks and constraints in implementing MCTS. Besides, the MCTS Cell also prepares Quarterly Research Note using the data available through MCTS.

Thus, the states can take action at their own end to ensure that services reach those for whom they are meant. This is possible since the contact details of all beneficiaries to whom services are overdue along with the associated ANM/ASHA are available at the click of a mouse. As on 1 May, 2012, a total of 2,07,55,732 women have been registered with the Mother and Child Tracking System.

The Central Government on its part regularly intimates Mission Directors of NRHM in states on the progress made and gaps which remain in provision of services to beneficiaries. In addition, a call centre has been established in the Ministry of H&FW to directly contact pregnant women and parents of the new born registered under the system to verify the services that they have received. A Toll-Free facility which provides information to beneficiaries registered with the MCTS server has also been started. At present the data of MCTS is available only through private login to the Ministry of Health and Family Welfare and various State Governments. Although, a  full fledged MCTS portal is expected to be launched so that the data is available in Public Domain. In a nut shell, MCTS  not only facilitates closer monitoring and regular check-ups of pregnant women and reduces avoidable complications but aids strategic decision-making and need based allocation of resources also.

The Bogibeel Rail-cum-Road Bridge over the mighty river Brahmaputra nearDibrugarh in Assam was announced in Railway Budget 1996-97 as national project.Foundation stone for the project was laid in the year 1997 by the then Prime Minister ofIndia and the work was commenced in the year 2002. This longest bridge in the country was declared as a national project in the year 2007. The work on the substructure of this project, executed by Northeast Frontier Railway, is under progress The anticipated cost for this mega project is Rs.3230.01 crore and the work of construction of embankment, major & minor bridges, station works and raising & strengthening of dykes has already been  completed on the North Bank and South bank of this bridge.
