           Jitendra Singh, Hon’ble Minister of State (Home) decorated 11 BSF Officers and Men with Police Medals for Gallantry, and gave away 35 Police Medals for Meritorious Service. He also honoured two mahila constables with Director’s General Commendation Roles (DGsCR) at an Impressive 10^th BSF Investiture Ceremony  held at Vigyan Bhawan, New Delhi. Sh Shivshankar Menon, National Security Advisor (NSA), Sh Nehchal Sandhu, Director IB, Sh A P Singh, Director CBI, Senior Officers from MHA, DsG and Senior Officers of other CAPFs, BSF Officers and men, Retired BSF DsG, Officers and families of the force were present on the occasion.

     In his welcome address, Shri U K Bansal, Director General BSF recalled Border Security Force journey since 1965. He said that BSF has successfully faced several challenges and crises over these years, and enjoys an excellent track record. He further stated that the BSF, at both Western and Eastern fronts is cognizant of the future challenges and is preparing itself in terms of doctrine, infrastructure, weaponry and training. He stated that BSF is carrying out relentless vigil across the borders.   He also reiterated BSF’s commitment in bringing peace in the Maoist’s infested areas where it is deployed.

    Shri P Chidambaram, Hon’ble Union Home Minister, Chief Guest of the function who joined the ceremony later also addressed the gathering. During his speech, he applauded the role and contribution of BSF in securing the country’s border. Sh Chidambaram has further stated that the force has become people friendly and quoted that the state govts of Orissa and Chhattisgarh have also acknowledged the role of BSF in anti Naxal operations.

    The Investiture Ceremony was followed by Rustamji Memorial Lecture – 2012, which was delivered by Shri Shivshankar Menon, National Security Advisor, to the Prime Minister.

   This ceremony is held every year on this day to commemorate the birth anniversary of Sh K F Rustamji, the founder Director General of BSF.

              नवीन एवं नवीकरणीय ऊर्जा मंत्रालय के शोध एवं विकास संस्‍थान सौर ऊर्जा केन्‍द्र (एसईसी) तथा दिल्‍ली तकनीकि विश्‍वविद्यालय (डीटीयू) ने आज नवीकरणीय ऊर्जा के क्षेत्र में संयुक्‍त शोध एवं शिक्षा के कार्यक्रम के लिए एक सहमति पत्र पर हस्‍ताक्षर किए। सहमति पत्र पर एसईसी के निदेशक डॉ. बिबेक बंदोपाध्‍याय, डीटीयू के उप कुलपति प्रोफेसर पी बी शर्मा और नवीकरणीय ऊर्जा मंत्रालय में सचिव श्री गिरीश बी. प्रधान ने हस्‍ताक्षर किए।

इसके अंतर्गत डीटीयू के एम. टेक छात्रों के लिए संयुक्‍त एम. टेक थीसिस और प्रैक्टिकल पाठ्यक्रम, संयुक्‍त पीएचडी कार्यक्रम, डीटीयू फैकल्‍टी के साथ संयुक्‍त शोध एवं परामर्श परियोजनाएं और उद्योग के लिए पुनश्‍चर्या पाठ्यक्रम तथा संयुक्‍त सम्‍मेलन और कार्यशालाओं का आयोजन किया जाएगा। इस सहमति से सौर ऊर्जा में शिक्षा ले रहे एम. टेक छात्रों को सौर तापीय, सौर शीतलन तथा सौर फोटोवोल्टिक आदि के लिए प्रोत्‍साहन मिलेगा।

नवीन एवं नवीकरणीय ऊर्जा मंत्रालय का शोध एवं विकास संस्‍थान एसईसी, सौर ऊर्जा तकनीकियों के विकास पर काम करता है और इससे सबंधित विज्ञान एवं अभियांत्रिकी के आधुनिकीकरण में योगदान देता है। डीटीयू देश का एक प्रमुख तकनीकि एवं अभियांत्रिकी संस्‍थान है। इन दोनों संस्‍थानों के सहयोग से देश में नवीकरणीय ऊर्जा को बढ़ावा मिलने की संभावना है।

समझौते के प्रावधानों को लागू करने के लिए एक ज्‍वाइंट एकेडमिक इंटरफेस कमिटी (जेएआईसी) के गठन का प्रावधान किया गया।

               केन्द्रीय वित्त मंत्री श्री प्रणब मुखर्जी ने कहा है कि वस्तु और सेवा कर (जीएसटी) जब लागू होगा, तो उसका प्राथमिक लाभ होगा कि यह करों के भारी बोझ को कम कर देगा, जो छिपे हुए व्यय की तरह होते हैं और वस्तु और सेवा को घरेलु और अंतर्राष्ट्रीय बाज़ारों में गैर प्रतिस्पर्धी बना देते हैं। वित्त मंत्री ने कहा कि जीएसटी राजस्व के रिसाव को रोकेगा और राज्य सरकारें अपने क्षेत्रों में वस्तु और सेवा की खपत के अनुरूप कर राजस्व प्राप्त कर पाएंगे। उन्होंने कहा कि कर राजस्व का यह एक स्थिर स्रोत बन जाएगा और पूरे भारत को एक समान बाज़ार के रूप में जोड़ने में एक अहम भूमिका निभाएगा। वित्त मंत्री ने कहा कि उपभोक्ता के लिए जीएसटी का सबसे बड़ा लाभ इसका पारदर्शी होना और वस्तुओं के कुल कर भार में कमी आना है जो अभी 25 से 30 प्रतिशत के बीच है।

    प्रणब मुखर्जी वित्त मंत्रालय से जुड़े सलाहकार समिति की दूसरी बैठक को कल संबोधित कर रहे थे। इस बैठक में वित्त राज्य मंत्री श्री एस एस पलानिमणिक्कम और श्री नमो नारायण मीणा भी उपस्थित थे। बैठक में लोकसभा के सांसद श्री एंटो पी एंटनी, श्री मुकेश वी. गधवी, श्री नरहरि महतो, श्री नाटूभाई गोमनभाई पटेल श्री प्रभात सिंह चौहान, श्रीमति राजकुमारी रत्ना सिंह, श्री एसपीवाई रेड्डी, श्री सुरेश सी अंगडी, श्री विजय इन्दर सिंगला, श्री डब्ल्यू भाउसाहेब राजाराम, और श्री एम एस रेड्डी और राज्य सभा सांसद श्री अमर सिंह, श्री मुकुट मिथी, श्री एन के सिंह, श्री राजकुमार धूत, श्री साबिर अली और डॉक्टर अशोक शेखर गांगुली ने भाग लिया। अधिकारियों में वित्त सचिव श्री आर एस गुजराल, वित्तीय सेवा सचिव श्री डी के मित्तल, विनिवेश सचिव श्री हलीम मोहम्मद खान, मुख्य आर्थिक सलाहकार डॉक्टर कौशिक बसु और वित्त मंत्रालय के वरिष्ठ अधिकारियों ने इस बैठक में हिस्सा लिया।

    वित्त मंत्री ने कहा कि अभी कई वजहें ऐसी हैं जो भारत में जीएसटी लागू करने में सहायक हैं। उन्होंने कहा कि इस बारे में किया गया अध्ययन दर्शाता है कि जीएसटी अर्थव्यवस्था के विकास दर को तुरंत तेज़ी से बढ़ाएगा। श्री मुखर्जी ने कहा कि सभी राज्‍य पहले की बिक्री कर व्‍यवस्‍था की जगह राज्‍य मूल्‍य संवर्धन कर-वैट लागू करने में सफल रहे हैं। उन्‍होंने कहा कि 13वें वित्‍त आयोग की सिफारिशों को लागू करने में राज्‍यों को जिन दो वस्‍तुओं कपड़े और चीनी पर वैट लागू करने से रोका गया था, उन्‍हें भी एईडी सूची से हटा लिया गया है। वित्‍त मंत्री ने कहा कि वैट लागू किये जाने के बाद से सभी राज्‍यों के कर राजस्‍व में तेज विकास देखा गया। उन्‍होंने कहा कि जहां तक केन्‍द्रीय करों की बात है, तो केन्‍द्रीय उत्‍पाद शुल्‍क और सेवा कर के एकीकरण यानी वस्‍तु और सेवाओं के करों के समेकन का काम लगभग पूरा हो गया है। वित्‍त मंत्री ने कहा कि इसी अवधारणा पर केन्‍द्र लोकसभा में फरवरी, 2011 में एक संविधान संशोधन विधेयक पहले ही पेश कर चुका है, जो वैधानिक प्रक्रिया का पहला कदम है, जिससे इसे जीएसटी में बदला जा सकेगा।

   बैठक में उपस्थित अधिकतर सांसदों ने चर्चा में भाग लेते हुए जीएसटी के प्रस्‍ताव का समर्थन किया और आशा व्‍यक्‍त की कि यह देश के सकल घरेलू उत्‍पाद में एक से डेढ़ प्रतिशत की बढ़ोतरी लाएगा।

                 “Every citizen is entitled to essential health care services and these should be guaranteed by the State. Considering the regional and socio cultural diversities, and the differential health care needs of people in different locations, any system of Universal Health Coverage for a large country like India requires a flexible and adaptable framework and substantial devolution of powers. The challenges of rapid urbanisation and of demographic, epidemiological and nutritional transitions also need to be taken into account” said Shri P. K. Pradhan, Secretary, Ministry of Health and Family Welfare, Government of India at the Plenary Session on the opening of 65th World Health Assembly at Geneva, Switzerland. He was speaking on behalf Union Minister of Health & Family Welfare, Sh. Ghulam Nabi Azad.

Pradhan further pointed out that achieving and sustaining Universal Health Coverage without effectively addressing the social determinants of health would be difficult. Concrete actions are needed in the areas of primary education, provision of drinking water and sanitation, improved nutrition and other related areas, strong public distribution systems and strengthened communication system to reduce differentials in health and health status among various class, caste, gender and regional groups, he stated.

Highlighting the steps taken by India to meet health related Millennium Development Goals, Mr. Pradhan said a new initiative, Safety for Mother and Children (Janani Shishu Suraksha karyakram) was launched last year, which entitles all pregnant women delivering in public health institutions to absolutely free and no expense delivery by providing them free drugs, consumables, diagnostics, blood and diet, besides free transport from home to institution, between facilities in case of referral and drop back home. Similar entitlements were put in place for all sick newborns accessing public health institutions for treatment till 30 days after birth. In fact, Health has been identified as the key thrust area in India’s 12th Five Year Plan Shri Pradhan informed.

As WHA would also be deliberating on voluntary targets for reduction of NCDs, India’s efforts to combat NCDs were also highlighted in statement made by Secretary. Shri Pradhan said the opportunistic screening programme – National Programme for Prevention and Control of Diabetes, Cardiovascular Diseases and Stroke – currently underway is historic in the sense that nothing of this magnitude has been attempted anywhere in the world till now. Shri Pradhan also said that India would have liked to have reduction in alcohol consumption also as one of the voluntary targets. “Even there is a need to think of a binding protocol, similar to the FCTC to contain abusive consumption of alcohol, and of reducing underage drinking and drunken driving” he added.

In fact enthused by the report of the Consultative Expert Working Group which has made recommendations on the need for a binding agreement for financing and co-ordination to meet the health technology needs of the developing countries, India hopes that the recommendations of the CEWG would be accepted and steps initiated to implement its recommendations.

The World Health Assembly provides an opportunity not only to share with the world community progress vis-a-vis the world public health agenda by Member States but also gives a platform to reiterate and reaffirm commitments by Member states to those goals. India has been on the Executive Board of the WHA since 2009.

Ajay Maken , Union Minister  of State (I/C) for Youth Affairs & Sports  visited various stadia of Sports Authority of India ( SAI) here today to see the arrangements for fresh registration  of children under the “ Come & Play” Scheme , which  has been started  last week.  In addition ,  Shri Maken also distributed the Medals & Certificates to the winners of  competitions organized under the Scheme  from 5^th to 15^th May , 2012  in respective sports discipline at  JN Stadium and Dr SP Mukherjee Swimming Pool complex . Shri Maken went around the various fields of play and interacted with the children playing under the aforesaid Scheme.

            While talking to the media persons on the sidelines of his visit to stadia , ShriMaken said that about 12,000 children  were registered under the Come & Play Scheme during last year . Since,the   response is very encouraging and   about 6500 children have been registered  till now and it is expected  about 20,000 children will use our infrastructure facilities this year .  In order to improve the coaching at various stadia , the SAI has deputed 80 coaches (under training)from NIS Patiala who are pursuing Diploma/ Degree  courses .

Prof. Prem Kumar Dhumal, Chief Minister stressed upon regular audit and inspections of the cooperative societies to ensure their smooth functioning so that people are benefitted from the cooperatives in the State. He was reviewing the working of the Cooperative Department here.

He said that efforts would be made to revive Mandi Urban Cooperative Bank by taking up the matter with Reserve Bank of India.

Chief Minister said that the Mandi Urban Cooperative Bank had been closed down eight years back due to mis-management of the bank as a result of which huge amount of depositors was duped. He said that his Government had taken up the matter with Union Ministry of Finance and Reserve Bank of India soon after taking over to revive the bank keeping in view the interests of depositors who had invested in different schemes of the Bank. He said that interests of the depositors were dear to the Government and all out efforts would be made to protect them. He said that although the banking services in the State was gradually increasing and more branches were being opened in rural areas. He said that besides the services being rendered by nationalized banks, local banks also play their own role since they were deeply rooted in the economic activities of the respective areas.

Prof. Dhumal said that the Government had taken a decision to provide 33 percent reservation to women in cooperative societies with a view to actively involve them in the cooperative movement in the State. He said that Himachal Pradesh had emerged a pioneer in providing 50 percent reservation to women in panchayati raj institutions and 33 percent reservation in cooperative societies would be another big leap towards women empowerment in the State. He said that the State Government was implementing its Integrated Cooperative Development Projects flagship programme in the districts of Hamirpur, Bilaspur and Sirmour to revitalize the cooperative sector by providing need based assistance to cooperatives for construction of stores, shops, computerization, working capital etc. He said that three more such projects had been proposed for Kangra, Shimla and Kullu districts where detailed project report was likely to be finalized by July this year to launch the same formally thereafter. He said that revival, reform and restructuring package for handloom sector was under consideration of the Government of India to provide gainful employment.

Chief Minister said that the State would be celebrating International Year of Cooperatives-2012 as decided by the United Nations by organizing seminars and other activities so as to create mass awareness about the cooperative movement in the State. He directed the Cooperative Department to advise all thrift and credit societies to apply for license to Reserve Bank of India to ensure that the deposits of the people were safe with them. He underlined the need for effective recovery of the loans advanced by the societies and ensure that Agricultural Rural Development Bank advance fresh loans only out of recoveries it had made.

Shri Prem Kumar, Additional Chief Secretary, welcomed the Chief Minister and thanked him for convening the Review Meeting of Cooperative Department.

Shri R.D.Nazeem, Registrar of Cooperative Societies, conducted proceedings of the meeting and apprised the Chief Minister of the achievements and future programmes to strengthen the cooperative sector in the State. He also detailed the initiatives taken by the department during past four years.

Shri S.Roy, Chief Secretary, Dr. Srikant Baldi, Principal Secretary Finance, Smt. Bharti Sihag, Principal Secretary, Industries, Shri B.M.Nanta, Managing Director, HP State Civil Supplies Corporation, Shri H.S.Thakur and Shri Pankaj Lalit, Additional Registrar of Cooperative Societies and other senior officers of different departments were present in the meeting.

              समाजवादी पार्टी के प्रदेश प्रवक्ता राजेन्द्र चैधरी ने कहा है कि बसपाराज में विकास के नाम पर हुए लूट के काले कारनामों के पिटारे एक-एककर खुलते जा रहे हैं। तमाम परियोजनाओं में अनियमितताएं बरती गई थी। इनके लिए कायदे कानून ताक पर रखकर करोड़ों रूपए स्वीकृत हो गए। मनमाने तरीके से योजनाएं चयनित हुईं और बिना ड्राइंग, डिजाइन, जमीन या सर्वे के काम शुरू हो गया। कैग की ताजा रिपोर्ट से इस सबका खुलासा होने से जाहिर हो जाता है कि बसपा की पूर्व मुख्यमंत्री ने पूरी प्रशासनिक और संवैधानिक व्यवस्थाएं किस तरह ध्वस्त कर दी थी। शहरों के ढांचागत विकास के लिए केन्द्र सरकार की जेएनएनयूआरएम की विभिन्न परियोजनाओं पर अरबों रूपए बसपाराज में लुटा दिए गए। कैग की जांच से साफ हुआ है कि इस सम्बन्ध में केन्द्रीय निर्देशों का भी खुला उल्लंघन हुआ। योजना के लिए पात्रों के चयन में मनमानी की गई। इससे जरूरतमंद उसके लाभ से वंचित रह गए। जनता की कमाई फूंक दी गई। समय से परियोजनाएं पूरी न होने से बजट तो बढ़ा ही लाभार्थियों का भी नुकसान हुआ। पूर्व मुख्यमंत्री के समय कोई विभाग ऐसा नहीं बचा जहाॅ घोटाला न हुआ हो। जल निगम की निर्माण शाखा के सवा करोड़ के चेक गायब कर धनराशि उड़ा ली गई। अजीब बात यह है कि इसकी जानकारी एमडी और निदेशक तक को नहीं हुई। इसी तरह यूपी एसआईडीसी के औद्योगिक क्षेत्र मंधना में निर्माण कार्य के लिए सामग्री डाले बगैर ही भुगतान करा लिया गया। इस तरह के तमाम घोटालों की जांच भी हो रही है। पार्को, स्मारकों के नाम पर लूट का धंधा भी सामने आ रहा है। मुख्यमंत्री श्री अखिलेश यादव ने प्रदेश की कमान सम्हालते ही भ्रष्टाचार के धंधों पर चोट करना शुरू कर दिया है। दागी अफसरों को हटाने के साथ उन्होने कई व्यवस्थागत परिवर्तन भी किए हैं ताकि परियोजना बजट की बंदरबांट न हो और कार्य निष्पादन में गुणवत्ता तथा पारदर्शिता बनी रहे। पहली बार फाइनेंशियल मैन्युअल बनाया गया है। इससे एनआरएचएम के बजट के एक-एक पैसे का हिसाब सामने आएगा। घोटालेबाजों की नकेल कसी जाएगी।   मुख्यमंत्री जी ने अब सरकारी तंत्र पर भी अंकुश लगाया हैं। सीबीआई जांच में यह सामने आया है कि एनआरएचएम घोटाले में सीधे पंचमतल से आदेष आते थे। घोटालों में मुख्यमंत्री कार्यालय तक की संलिप्तता प्रशासनतंत्र के गिरावट की निन्दनीय कहानी है।   श्री अखिलेश यादव ने स्पश्ट कहा है कि सरकार का खजाना जनता के लिए होता है। जनता की गाढ़ी कमाई का अपने स्वार्थसाधन में फूंका जाना किसी भी तरह उचित नहीं ठहराया जा सकता है। सरकारी खजाने के लुटेरों को कतई माफ नहीं किया जाएगा। भ्रष्टाचारियों को जेल ही जाना होगा।

                    The fans of Men in Black franchise often associate the film with one name – a rookie, rebel yet funny character played by Will Smith, that of Agent J. Now that the third movie in the trilogy is back to entertain the audience, this character of J is sure to create buzz amongst the Indian fans of the actor.
Talking about the movie of Sony Picture’s which will be releasing in 3D all over India on May 25th , Smith says, “I have to figure out how to articulate it but “Men in Black” is in 3D. It is supposed to be the movie that lives in that kind of world. It adds emotionally, it adds comedically, it transports you in a way that some movies take you out of. It’s absolutely perfect. And it’s about Time travel, aliens, monsters and most importantly about the relationship between Agent J and K! With this film the relation between the two agents grows much much stronger.”

    The third movie in the franchise returns after a gap of 10 long years and according to Smith it was the concept and the characters that needed this maturity period. “What we had to do was elevate the story, and the only way to do that is to go deeper, deeper into the characters, deeper into the revelations that the movie would reveal,” he adds.

The USP factor of the MIB movies, Smith says, has always been what Barry does. “A hundred feet in the background of a shot is something that’s going to be the eighth time you see the movie before you see the person from the 60s he put on the screen – he does all those kinds of things, if you go frame by frame there’s tons of jokes and political satire and all kinds of stuff that he’s doing.”
Smith seemed excited as he spoke about the Black suit, “You can’t beat the black suit,” he said. The powerful, iconic imagery created by the suit has been instilled in the minds of the audience as much as it has become a part of the actor’s life! “The seven-year-old boy in me comes running out when I put the black suit on.”

The film which releases on 25th will be Smith’s very first 3D movie. Smith expressed his concern over the fact that the 3D effect would make his already large features look larger on screen! Large or not, Smith is sure to be the only focal point of the movie as he takes a time jump to save the life of his only friend and partner Agent K and save the planet earth from the wrath of criminal alien Borris.

Talking about the USP of this movie in particular Smith says, “The thing I really love is the retro aliens. I thought that was an absolute stroke of genius. The aliens are designed from the science fiction perspective of the 60s. You know, Ray Bradburry, Isaac Asimov, “Star Trek” on TV, you know what I mean. Rick Baker designed each alien with that very awkward, peculiar sense of humor from the 60’s sci-fi perspective. The aliens capture a texture, a wonderful sense of humor, and a clever inventiveness that lends itself to this world”  Josh Brolin who plays the character of young agent K was apprehensive initially about his acting out Tommy Lee Jones as K. But how does Smith rate him for it? Smith says, “There’s a certain rapport or repartee that you’ll develop with an actor and that becomes your timing, how you create. Josh had studied Tommy so well that there wasn’t a single missed beat when Josh came in. It was almost the identical chemistry, which is very difficult to come by.”

Critics have already predicted the movie to be yet another Blockbuster hit. But according to Smith the concept of “Men in Black” will stand out in the history of world cinema. “As far as a concept for a movie, a group of secret agents that police and monitor alien activity on and off of the planet Earth, in the grand scale of comedy – there’s nothing that you can compare to the “Men in Black“, he signs off.

European Union has expressed its keen interest to work with Haryana in areas of mutual interest as the Ambassador and head of delegation of the European Union to India Mr. Joao Cravinho today called Haryana Chief Minister Mr. Bhupinder Singh Hooda and discussed various issues of mutual interest.

          Mr Hooda said that Haryana is developing centers of excellence and clusters for Micro, Small and Medium Enterprises (MSMEs). The State is witnessing fast urbanization. He said that the State Government has supported Foreign Direct Investment (FDI) in the retail sector as it would help the farmers and the people. Haryana being the  food basket of the country and agricultural producers will be benefitted.

Mr. Cravinho expressed interest in the cluster development for MSMEs. He said that Haryana is a major economic power and has capacity to attract foreign investment. He said that European Union is major trading partner of India and their trade is extremely balanced. Trade between India and European Union can be doubled in three years, he added.

          After the meeting, Mr. Cravinho said that there were enormous areas, where Haryana and European Union could work together and both stand to benefit as it was a win-win situation for both of them. He appreciated that Haryana has made considerable progress over the last six years. Haryana is situated close to Delhi and has huge potential in agriculture, Information Technology and other technologies.

The European Union Ambassador said that a number of European companies have their headquarters in the State as it is easily accessible. He said that Haryana can export agricultural products to Europe which can share its high technology.  He said that Gurgaon city of Haryana is very impressive city and has already become a major metropolis. Gurgaon has many attractions including the infrastructure and close proximity to the National Capital and international airport.

Chief Secretary Mr. P.K. Chaudhery, Principal Secretary to Chief Minister Mr. Chattar Singh, Financial Commissioner and Principal Secretary, Industries Mr. Y.S.       गंगा की स्‍वच्‍छता, प्रदूषण रहित निर्मल अविरल प्रवाह फिर से चर्चाओं में है। अपने अस्तित्‍व पर लगातार खतरे झेल रही भारत की इस जीवन रेखा को बचाने की मुहिम संभवतया अभी तक के अपने सबसे गंभीर मुकाम पर है।

      दरअसल गंगा अस्तित्व को खतरा पैदा करने वाले कारणों को हम तीन भागों में बांट सकते है, गंगा के उद्भव की अवस्‍था के मूल कारण, औद्योगिक विकास जनित और जनसंख्‍या विस्‍फोट के कारण बढ़ता दबाव। गंगा को अपने उद्गम स्‍थल और पूरे उत्‍तराखण्‍ड में अभी तक भी एक स्‍वच्‍छ और निर्मल जलधारा के रूप में जाना जाता है। यदि प्रत्‍यक्ष रूप से देखें तो गंगा की सभी सहयोगी जलधाराऐं स्‍वच्‍छ और निर्मल दिखाई देती हैं परन्‍तु उत्‍तराखण्‍ड के किसी मूल निवासी से इसके बारे में जानने की कोशिश की जाए तो इस स्‍वच्‍छता की वास्‍तविकता और पिछले वर्षो में इसमें आई गिरावट को आसानी से समझा जा सकता है। वास्‍तव में यदि देखा जाए तो गंगा एक मैदानी नदी ही है क्‍योंकि गंगा देवप्रयाग में संगम के बाद ऋषिकेश में प्रकट होने के समय ही गंगा कहलाती है। इससे पहले गंगा अपनी सहयोगी जलधाराओं भगीरथी, नन्‍दाकिनी, पिण्‍डार, अलकनन्‍दा या मंदाकिनी के नाम से ही जानी जाती है। परन्‍तु अपने बेसिन में संभवतया दुनिया की सबसे बड़ी आबादी को आश्रय देने वाली आस्‍था और जीवन की प्रतीक इस नदी की यह सबसे बड़ी विडम्‍बना ही कही जाएगी कि यह महानदी गंगा बनने से पहले ही भारी प्रदूषण का शिकार हो रही है। गंगा का उद्गम स्‍थल पहाड़ी राज्‍य उत्‍तराखंड विकास के नाम पर अवैध खनन और अतिक्रमण का शिकार होकर भारी पर्यावरण क्षति का शिकार हो रहा है और इसका दुष्‍प्रभाव लगातार घटते ग्‍लेशियरों और दरकते हुए पहाड़ों में साफ तौर पर दिखाई देता है, जिस कारण गंगा और उसकी सहायक नदियों में लगातार पानी में कमी हो रही है पिछले पांच दशक में गंगा की समुंद्र में पानी की हिस्‍सेदारी में 20 प्रतिशत से भी अधिक गिरावट आई है। पानी की इस कमी के लिए विकास के नाम पर उत्‍तराखंड में हो रहे अंधाधुंध बांध निर्माण की भी एक महत्‍वपूर्ण भूमिका रही है। इस समय उत्‍तराखंड में तैयार हो चुके, निर्माणाधीन और छोटे-बड़े प्रस्‍तावित बांधों की संख्‍या 300 से भी अधिक है। उत्‍तराखंड जैसे छोटे से पहाड़ी राज्‍य के लिए बेशक ये आंकड़ा हैरान देने वाला है। हालांकि अभी प्रस्‍तावित बांधों की बड़ी संख्‍या न्‍यायालय के हस्‍तक्षेप के कारण वन एवं पर्यावरण मंत्रालय की वन सलाहकार कमेटी के पास विचाराधीन है। फिर भी अभी तक बन चुके छोटे-बड़े अनेकों बांधों ने इस प्रदेश के सामाजिक, सांस्‍क़तिक और पर्यावरणीय जीवन और परिस्थितिकी को बुरी तरह प्रभावित करके इस पूरे क्षेत्र पर निर्णायक अमिट छाप छोड़ दी है।

      गंगा के प्रदूषण का दूसरा मुख्‍य स्रोत औद्योगिक इकाईयों द्वारा छोड़े जाने वाला औद्योगिक कूड़ा और भारी मल है। गंगा नदी के किनारे कम से कम 29 बडे शहर, 70 कस्‍बे और हजारों गांवों स्थित है, जिनसे लगातार इस मल एवं अपव्‍यय का उत्‍सर्जन होता रहता है। एक रिपोर्ट के अनुसार 2010 तक गांव और शहरों के द्वारा छोड़े जाने वाले इस मल अपव्‍यय की मात्रा 13 करोड़ लिटर रोजाना आंकी गई थी। इसके अलावा इस रिपोर्ट में औद्यो‍गिक अपव्‍यय का अनुमान भी 260 मिलियन के आसपास किया गया था। गंगा के प्रदूषण में नगर निकायों की हिस्‍सेदारी सबसे बड़ी 80 प्रतिशत थी, तो वहीं औद्योगिक इकाईयों की हिस्‍सेदारी 15 प्रतिशत ही मानी गई थी। दुनिया की सबसे बड़ी आबादी को आश्रय देने वाली इस महानदी के बेसिन में औद्योगिक इकाईयों की संख्‍या भी बेहद विशाल और बेतरतीब है। एक अनुमान के अनुसार ऋषिकेश से प्रयागराज तक विभिन्‍न प्रकार की 146 औद्योगिक इकाईयों विद्यमान थी, जिसमें 144 उत्‍तरप्रदेश में और 2 उत्‍तराखंड में  स्थित थी। गंगा को बड़े स्‍तर पर प्रदूषित करने वाली इन इकाईयों में कानपुर में स्थित चमड़ा उद्योग का एक बड़ा योगदान रहा है। हालांकि उत्‍तर प्रदेश प्रदूषण नियंत्रण् बोर्ड ने पिछले कई सालों में कई इकाईयों को बंद करवाया या बंद करवाने की प्रक्रिया शुरू की है। इसके अलावा इन औद्योगिक इकाईयों की सघनता को कन्‍नौज और वाराणसी के बीच में स्थित 170 कारखानों और चर्मशोधन संयंत्रों की संख्‍या से ही समझा जा सकता है। इन औद्योगिक इकाईयों द्वारा पैदा किया जा रहा रसायनिक अपव्‍यय लगातार गंगा के पानी को प्रदूषित कर रहा है और इस बढ़़ते प्रदूषण के कारण भारत की इस धार्मिक आस्‍थाओं की प्रतीक पौराणिक नदी का पानी ना लोगों के पीने योग्‍य बचा है, ना ही स्‍नान करके पाप धोने लायक ही। इसके अतिरिक्‍त लगातार बढ़ती जनसंख्‍या का दबाव और लोगों की जीवन शैली में आ रहा परिवर्तन भी गंगा प्रदूषण को बढ़ा रहा है। बढ़ते शहरीकरण के कारण गंगा में गिरने वाले मल अपव्‍यय की मात्रा रोजाना बढ़ रही है। इस तेज होते शहरीकरण में नदी तट पर होने वाले अतिक्रमण और नदी में से अवैध रेत खनन जैसे कारोबार अराजक ढंग से बढ़ावा दिया है। इसके साथ ही भारतीय जीवन में गंगा नदी की धार्मिक महत्‍ता भी गंगा के अस्तित्‍व के लिए संकट का कारण बन रही है। गंगा किनारे अंतिम संस्‍कार इस दृष्टि से एक बड़ा संकट है, जिससे गंगा के प्रदूषण में इजाफा होता है। यदि वाराणसी को इसका एक उदाहरण माने, तो इस संकट को आसानी से समझा जा सकता है। वाराणसी में ही हर साल 40 हजार से अधिक शवों का अंतिम संस्‍कार हो रहा है और गंगा का हर किनारा इस धार्मिक और सामाजिक विधान के लिए महत्‍वपूर्ण है। अब एक शहर के उदाहरण से शव दहन की इस प्रक्रिया की विशालता को समझा जा सकता हैं। यह एक ऐसे प्रमुख कारक हैं जो लगातार गंगा के अस्तित्‍व को चुनौती दे रहा हैं।

      भारत सरकार ने गंगा के निर्मल, स्‍वच्‍छ और निर्बाध प्रवाह को बनाए रखने के लिए 1986 में प्रधानमंत्री राजीव गांधी के कार्यकाल में गंगा एक्‍शन प्‍लान की शुरू हुई, जिसमें 25 प्रथम श्रेणी शहरों में गंगा को प्रदूषण मुक्‍त करने का अभियान चलाया गया बाद में 2000 में आधिकारिक रूप से दस गंगा एक्‍शन प्‍लान को बंद कर दिया, परन्‍तु उससे पहले उस एक्‍शन प्‍लान के अनुभवों के आधार पर 1993 में एक्शन प्‍लान फेज 2 को अनुमति प्रदान की गई जिसके तहत गंगा और उसकी सहायक नदियों यमुना, दामोदर, गोमती और महानंदा को भी इसके दायरे में लाया गया। इसके अलावा सरकार ने गंगा और उसके महत्‍व को ध्‍यान में रखते हुए पर्यावरण सुरक्षा कानून 1986 के अंतर्गत प्रधानमंत्री की अध्‍यक्षता में नेशनल रिवर गंगा बेसिन ऑथोरिटी का 20 फरवरी 2009 को निर्माण किया गया। इस ऑथोरिटी में संबंधित सभी राज्‍यों के मुख्‍यमंत्रियों को भी शामिल किया गया। इसी के साथ भारत सरकार ने गंगा को राष्‍ट्रीय नदी भी घोषित किया गया। हाल ही में 17 अप्रैल को संपन्‍न नेशनल रिवर गंगा बेसिन ऑथोरिटी की तीसरी बैठक में प्रधानमंत्री ने सभी संबंधित राज्‍य सरकारों से कहा कि वह सभी अपने राज्‍यों में प्रदूषण की स्थिति पर रिपोर्ट जमा करायें ताकि शीघ्र ही गंगा को प्रदूषण मुक्‍त करने के लिए प्रभावी कदम उठाए जा सकें। नेशनल रिवर गंगा बेसिन ऑथोरिटी ने गंगा को प्रदूषण मुक्‍त बनाने और संरक्षित करने के लिए स्‍पष्‍ट तौर पर अपने लक्ष्‍य निर्धारित किए। इसमें प्रमुखतया गंगा बेसिन प्रबंधन योजना तैयार करना, गंगा बेसिन राज्‍यों में नदी के पर्यावरण की रक्षा के उपाय करने के साथ ही वहां पर पानी की शुद्धता बनाए रखने और प्रदूषण रोकने के लिए गंगा बेसिन में गतिविधियों का नियमांकन, गंगा नदी में पर्यावरणीय बहाव को बनाए रखना, नदी में प्रदूषण की रोकथाम के लिए सीवरेज शोधन ढ़ांचे का निर्माण करना, बाढ़ आशंका वाले क्षेत्रों की सुरक्षा और लोगों में जागरूकता लाने के लिए आवश्‍यक योजना बनाने और उसको कार्यरूप देने के लिए वित्‍त की व्‍यवस्‍था करना, गंगा में प्रदूषण से संबंधित जानकारी जुटाना और उनका विश्‍लेषण करना, नदी में प्रदूषण के कारणों और उनसे बचाव के उपायों की जांच एवं उस पर शोध करना, जल संरक्षण और उसके पुनर्प्रयोग को बढ़ावा देना, प्रदूषण को रोकने और उससे बचाव के लिए जारी कार्यक्रमों की निगरानी करना आदि है।

      वर्तमान संसद सत्र में सांसदों के प्रश्‍नों को जवाब देते हुए पर्यावरण मंत्री जयंती नटराजन ने कहा कि 714 ऐसी औद्योगिक इकाईयों की पहचान की गई है, जो मुख्‍य रूप से गंगा में प्रदूषण के लिए दोषी है और राज्‍य सरकार ऐसे प्रदूषण फैलाने वाले दोषी लोगों के खिलाफ कार्यवाही कर रही हैं अथवा नहीं उसकी निगरानी के लिए केन्‍द्र सरकार एक निगरानी व्‍यवस्‍था तैयार कर रही है। पर्यावरण मंत्री ने कहा है कि गंगा में प्रदूषण का 20 प्रतिशत औद्योगिक इकाईयों के कारण, जबकि 80 प्रतिशत प्रदूषण शहरी सीवेज के कारण है और केन्‍द्र ने सीवेज ट्रीटमेंट प्‍लांट स्‍थापित करके अपने जवाबदेही पूरी कर दी हैं परन्‍तु इन शहरों में सीवर व्‍यवस्‍था ही नहीं, जिसके बनाने की जिम्‍मेदारी स्‍थानीय शहरी निकायों की है, राज्‍य सरकारों को चाहिए की शहरों में सीवर व्‍यवस्‍था का निर्माण करायें। साथ ही उन्‍होंने यह भी कहा कि गंगा एक्‍शन प्‍लान विफल नही रहा है और गंगा की स्थिति उतनी भी खराब नही हैं जैसे आंकड़े सांसद दे रहे है। सांसदों ने कहा है कि गंगा पर 400 बांध परियोजनाओं का कार्य चल रहा है जबकि वास्‍तविकता यह है कि इनकी संख्‍या केवल 70 ही हैं, जिसमें से 17 निर्मित हो चुके हैं, 14 निर्माणधीन हैं और 39 केवल कागजी योजनाओं तक ही सीमित हैं। पर्यावरण मंत्री ने कहा कि गंगा गौमुख से लेकर बंगाल में अंतिम मुहाने त‍क पर्यावरणीय संवेदनशील क्षेत्र है और सरकार उसकी रक्षा के लिए प्रतिबद्ध हैं परन्‍तु राज्‍य सरकारों को गंगा संरक्षण के लिए आवंटित धन सही ढ़ंग से और समय पर खर्च करना चाहिए क्‍योंकि उनका मंत्रालय भी आव‍ंटित धन को एक सीमा से अधिक अपने पास नही रख सकता हैा इसके अतिरिक्‍त लोकसभा अध्‍यक्ष मीरा कुमार ने भी लोकसभा को आश्‍वस्‍त किया कि गंगा की रक्षा की जाएगी और उसका निर्मल अविरल बहाव कायम रखा जाएगा।

                विभिन्न अदालतों में लंबित मुकदमों की बढती संख्या से प्रभावकारी ढंग से निपटने, वादियों उनके अदालती मामलों से जुड़ी आवश्‍यक सूचनाएं तत्परता से उपलब्ध कराने, न्यायाधीशों को कानूनी बिन्दुओं से जुडी न्यायिक-व्यवस्थाएं और आंकड़े सहजता से उपलब्ध कराने तथा समूची न्याय-प्रणाली को गति प्रदान करने के लिए न्यायालयों के कम्प्यूटरीकरण की दिशा में दो दशक पूर्व प्रयास शुरू किए गए थे। न्यायालयों के कम्प्यूटरीकरण का ही नतीजा है कि आज उच्चतम न्यायालय और उच्च न्यायालयों के साथ ही कई जिला अदालतों में ई-न्यायालय व्यवस्था भी सफलतापूर्वक काम कर रही है। देश के दूर-दराज इलाकों में रहने वाले लोग अपने किसी भी मुकदमे की प्रगति और स्थिति के बारे में सिर्फ अदालत की वेबसाइट पर एक क्लिक करके ही अपेक्षित जानकारी घर बैठे प्राप्त कर पा रहे हैं।

            ई-न्यायालय के महत्व को महसूस करते हुए जुलाई 2004 में तत्कालीन प्रधान न्यायाधीश ने न्यायपालिका के कम्प्यूटरीकरण के लिए देशव्यापी नीति तैयार करने के लिए ई-कमेटी के गठन के बारे में केन्द्र सरकार को पत्र लिखा था। केन्द्रीय मंत्रिमंडल ने दिसंबर 2004 में इस पत्र पर कार्यवाही करते हुए देश के प्रधान न्यायाधीश के महत्वाकांक्षी और न्यायिक व्यवस्था में सुधार के इस दीर्घकालीन प्रस्ताव को मंजूरी दी। विधि एवं न्याय मंत्रालय ने इसके बाद कर्नाटक उच्च न्यायालय के सेवानिवृत्त न्यायाधीश डॉ. जी. सी. भरूका की अध्यक्षता में ई-कमेटी के गठन की अधिसूचना जारी कर दी थी। केन्द्र सरकार की इस अधिसूचना के साथ ही ई-न्यायालय व्यवस्था की दिशा में काम शुरू हो गया।

            न्यायमूर्ति भरूका की अध्यक्षता वाली ई-कमेटी ने मई, 2005 में भारतीय न्यायपालिका में सूचना और संचार प्रोद्योगिकी लागू करने की योजना के बारे में अपनी रिपोर्ट प्रधान न्यायाधीश को सौंपी जिसमें न्यायपालिका में सूचना और संचार प्रौद्योगिकी लागू करने के प्रारूप को रेखांकित किया गया था। ई-कमेटी की इस रिपोर्ट के आधार पर ही न्यायपालिका में कम्प्यूटरीकरण और सूचना प्रौद्योगिकी लागू करने की देशव्‍यापी योजना तैयार हुई।

            रिपोर्ट में न्यायिक पोर्टल और ई-मेल सेवा, सहजता से इस्तेमाल होने वाले सॉफ्टवेयर उपकरण, न्यायाधीशों और अदालत के प्रशासनिक कर्मचारियों के लिए प्रशिक्षण, सूचना प्रौद्योगिकी के इस्तेमाल के दौरान आने वाली समस्याओं से निपटने के लिए अदालत परिसर में प्रशिक्षित स्टाफ की उपस्थिति के लिए एक अलग काडर बनाने, उच्चतम न्यायालय और उच्च न्यायालय परिसरों में मौजूद संरचना को अपग्रेड करने, समूचे रिकॉर्ड  के लिए डिजिटल संग्रह तैयार करने और तमाम लॉ-पुस्तकालयों को कम्प्यूटर-नेटवर्क से जोड़ने जैसे कार्यों को अमली जामा पहनाने की प्रक्रिया शुरू की गई।

            देश की न्यायपालिका के कम्प्यूटरीकरण की दिशा में 1990 से ही प्रयास हो रहे थे। सुप्रीम कोर्ट और उच्च न्यायालयों को कम्प्यूटर प्रणाली से परस्पर जोड़ा जा रहा था। लेकिन इन प्रयासों ने 2001 से गति पकड़ी। 2001-03 के दौरान चार महानगरों दिल्ली, मुंबई, कोलकाता और चेन्नई में सात सौ अदालतों का कम्प्यूटरीकरण किया गया। इसके बाद 2003-04 में राज्यों की राजधानियों और केन्द्र शासित प्रदेशों के 29शहरों की नौ सौ अदालतों के कम्प्यूटरीकण का कार्य शुरू हुआ।

            न्यायपालिका के कम्प्यूटरीकरण के संतोषजनक नतीजे सामने आने पर मंत्रिमंडल की आर्थिक मामलों की समिति ने फरवरी 2007 में अदालतों में लंबित मुकदमों के निपटारे को गति प्रदान करने, मुकदमे के वादियों को सूचना उपलब्ध कराने में पारदर्शिता सुनिश्चित करने और न्यायाधीशों को न्यायिक प्रक्रिया से जुडे आंकडे़ तथा जानकारियां सहजता से उपलब्ध कराने के इरादे से 441.08 करोड़ रूपए की ई-न्यायालय मिशन मोड  परियोजना को मंजूरी दी।

            ई-न्यायालय मिशन मोड परियोजना के अंतर्गत जिला और अधीनस्थ अदालतों का कम्प्यूटरीकरण और उच्चतर न्यायालयों में सूचना एवं संचार प्रौद्योगिकी की आधारीय संरचना को अधिक सुदृढ बनाना था। सरकार ने सितंबर 2010 में इस परियोजना के लिए निर्धारित रकम में संशोधन करके इसे 935 करोड़ रूपए कर दिया था। इस वृद्धि का मकसद  न्यायालय परिसरों और न्यायालयों की संख्या में वृद्धि करना, उत्पादों और सेवाओं की दरों में वृद्धि करना और क्षेत्राधिकार में वृद्धि तथा नई मदों को इसमें शामिल करना था। इसके बाद ई-न्यायालय परियोजना के दायरे में न्यायालय परिसरों की संख्या 2,100 से बढकर 3,069 अर्थात ऐसी अदालतों की संख्या13,000 से बढकर 14,249 हो गई।

            इस परियोजना के अंतर्गत देश के पहले कागजरहित ई-न्यायालय ने फरवरी2010 में दिल्ली के कड़कड़डूमा अदालत परिसर में काम करना शुरू किया था। ई-न्यायालय में न्यायाधीश के समक्ष मुकदमों की मोटी फाइलें नहीं बल्कि लैपटॉप होता है।

            सरकार के इन महती प्रयासों के नतीजे अब सामने आने लगे हैं। इस समय उच्चतम न्यायालय और उच्च न्यायालयों में ही नहीं बल्कि निचली अदालतों में भी कम्प्यूटरीकरण और सूचना प्रौद्योगिकी लागू करने की महत्वाकांक्षी देशव्‍यापी योजना बेहद असरदार ढंग से काम कर रही है।

            इस परियोजना के अंतर्गत उच्चतम न्यायालय और देश के 20 उच्च न्यायालयों में कम्प्यूटर्स, प्रिंटर्स, स्कैनर्स, सर्वर, नेटवर्किग उपकरण और नेटवर्क केबलिंग और व्यवधान रहित बिजली आपूर्ति जैसे उपाय करके सूचना एवं संचार प्रौद्योगिकी पर आधारित संरचरना को अपग्रेड किया जा चुका है। इस काम पर अब तक 41.47 करोड रूपए खर्च किये जा चुके हैं। यही नहीं, अब जम्मू कश्‍मीर, गुवाहाटी, राजस्थान और कलकत्ता उच्च न्यायालयों में वीडियो कांफ्रेसिंग सुविधा भी उपलब्ध कराई गई है।

            केन्द्र सरकार ने सूचना प्रौद्योगिकी के इस्तेमाल और न्यायपालिका में प्रशासनिक सुधारों पर निगाह रखने के लिए बनी ई-कमेटी की कमान देश के प्रधान न्यायाधीश के हाथ में सौंपी है। इस समिति में न्यायिक अधिकारियों और सूचना प्रौद्योगिकी के विशेषज्ञों के अलावा अटॉर्नी जनरल और कुछ वरिष्ठ अधिवक्ताओं को भी शामिल किया गया है।

            सरकार ने भारतीय न्यायपालिका में प्रौद्योगिकी की देशव्यापी नीति पर ई-कमेटी की रिपोर्ट के आधार पर तैयार ई-न्यायालय परियोजना को पांच साल में लागू करने के लिए इसे तीन चरणों में बांटा था। पहले चरण में 854 करोड़ रूपए खर्च करके सभी2,500 अदालत परिसरों में कम्प्यूटर कक्ष और न्यायिक सेवा केन्द्रों की स्थापना हुई। करीब 15,000 न्यायिक अधिकारियों को लैपटॉप उपलब्ध कराने और तालुका स्तर से लेकर उच्चतम न्यायालय तक सभी अदालतों को डिजिटल इंटरकनेक्टीविटी से जोड़ने और उच्चतम न्यायालय तथा सभी उच्च न्यायालयों में ई-फाइलिंग सुविधा शुरू करने का लक्ष्य रखा गया था। दूसरे चरण में फाइलिंग की प्रक्रिया से लेकर इसके कार्यान्वयन स्तर तक की सारी न्यायिक प्रक्रिया के साथ ही प्रशासनिक गतिविधियों को सूचना और संचार प्रौद्योगिकी के दायरे में लाने तथा तीसरे चरण में अदालतों और सार्वजनिक प्रतिष्ठानों तथा विभागों के बीच सूचना के सहज प्रवाह को सुनिश्चित बनाने का लक्ष्य रखा गया था।

            इस परियोजना के कार्यान्वयन से जहां न्यायिक प्रक्रियाओं को गति प्रदान करने,  मामलों के तेजी से निपटान को सुविधाजनक बनाने मे मदद मिल रही है वहीं मुकदमों की स्थिति, वादियों को मामले पर हुए निर्णय के बारे मे बार के सदस्यों तथा व्यक्तियों को पारदर्शी तरीके से सूचना मिलना संभव हो सका है।

            ई-न्यायालय सेवा के जरिए न्यायालय में मुकदमों के प्रबंधन की प्रक्रिया को आटोमेशन मोड में डाला गया। इस सेवा के दायरे में मुकदमों को फाइल करना, मामलों की जांच पडताल, मामलों का पंजीकरण, मामले का आबंटन, अदालत की कार्यवाही,मामले से संबंधित विस्तृत विवरण, मुकदमे का निष्पादन और स्थानांतरण जैसी जानकारी मुहैया कराई जा रही है। इसी तरह ई-न्यायालय सेवा के तहत न्यायिक आदेश और फैसलों की प्रमाणित प्रति, कोर्ट फीस और इससे जुड़ी दूसरी जानकारियां ऑनलाइन प्राप्त की जा सकती है।

            देश के दूरदराज इलाके में रहने वाले व्यक्ति कही से और कि‍सी भी समय वेब साइट क्लिक करके किसी भी मुकदमे की जानकारी प्राप्त करने में सक्षम हैं। इस परियोजना के तहत पहले उच्चतम न्यायालय और उच्च न्यायालयों में और इसके बाद जिला एवं अधीनस्थ अदालतों में ई-फाइलिंग सुविधाजनक होती जा रही है।

            ई-न्यायालय परियोजना के अंतर्गत एक फरवरी 2012 की स्थिति के अनुसार9,389 अदालतों का कम्प्यूटरीकरण हो चुका है। कुछ अदालतों में मामला दर्ज करने,पंजीकरण, मुकदमों की सूची तैयार करने जैसी सेवाएं भी शुरू हो गई हैं। ई-न्यायालय परियोजना के कार्यान्वयन के लिए एन.आई.सी. को 487.84 करोड़ रूपए उपलब्ध कराए गए हैं।

            न्यायालयों में उच्च गुणवत्ता वाले कम्प्यूटर, प्रिंटर्स, स्कैनर्स, सर्वर, नेटवर्किग उपकरण और नेटवर्क केबलिंग और व्यवधान रहित बिजली आपूर्ति जैसे उपाय करके सूचना एवं संचार प्रौद्योगिकी पर आधारित संरचना को सुदृढ बनाने के सतत् प्रयास चल रहे हैं। इस काम पर  उच्चतम न्यायालय में तीन करोड़ से अधिक रकम खर्च की जा चुकी है जबकि उच्च न्यायालयों में बंबई  उच्च न्यायालय में सबसे अधिक सात करोड़53 लाख और सबसे कम एक लाख रूपए पंजाब एवं हरियाणा उच्च न्यायालय में खर्च हुए हैं।

            ई-न्यायालय प्रक्रिया का उपयोग करने से पहले इसकी प्रक्रिया को भी समझना जरूरी है। उच्चतम न्यायालय में सिर्फ एडवोकेट ऑन रिकॉर्ड और व्यक्तिगत रूप से याचिका दायर करने वाले ही ई-फाइलिंग सुविधा का उपयोग कर सकते हैं। इस सुविधा के इस्तेमाल के इच्छुक व्यक्ति या एडवोकेट ऑन रिकॉर्ड को अपना पता, संपर्क के लिए विवरण तथा ई-मेल का पता देना अनिवार्य है। इस प्रक्रिया को पूरा करने पर ही एडवोकेट ऑन रिकॉर्ड को लॉग- इन आईडी और व्यक्तिगत रूप से याचिका दायर करने वाले को साइन अप प्रक्रिया से लॉग इन आईडी मिलती है। इस प्रक्रिया के तहत दी जाने वाली कोर्ट फीस का भुगतान सिर्फ क्रेडिट कार्ड से किया जा सकता है। यही प्रक्रिया उच्च न्यायालयों और निचली अदालतें में ई-फाइलिंग के लिए अपनानी होगी।
