The Union Health and Family Welfare Minister Shri Ghulam Nabi Azad has urged the overseas Indian medical Professionals to partner in building institutions in India, especially in areas where the shortage of professionals is most acute. Shri Azad was inaugurating the Health conference at the Pravasi Bhartiya Divas 2012 at Jaipur today. “One of the most effective partnerships we hope to forge with you all today is in a variety of areas including medical research, academic collaboration, tele-medicine and skill building”, he said.

Shri Azad said “We see twining opportunity here between such centers and those with which you may be involved in your countries of residence.   These could serve as a two way knowledge exchange”. There is great scope for ‘adopting’ blocks or districts to implement a range of promotive and preventive strategies, he added. “These could include school health programme, adolescent health and development, preventive health strategies and community level screening, particularly for the emerging non communicable diseases where the burden is likely to grow manifold. Your engagement could be much larger and deeper to create a profound and lasting impact”, he emphasized. “We would like to pursue, with your active participation, a policy of “brain gain”, he reiterated.

The Minister said that, after permitting the recognition of Post-graduate medical degrees of five English speaking countries for teaching as visiting faculty in India (Viz: UK, USA, Canada, Australia and New Zealand), the Government of India is  now considering to facilitate overseas citizens of India with foreign medical qualifications to both practice and teach in India. “Let me assure you that we are prepared to go an extra mile to adequately liberalize policies and set up a single window within the Ministry of Health and Family Welfare to ease the process of your meaningful participation”, Sh Azad said. He also asked the overseas professionals to play a significant role in awareness creation and identification of potential markets for Indian Systems of Medicines and products.

The Minister said that it is acknowledged with pride that the Indian Diaspora of over 30 million people has acquired an enviable reputation for innovative start-ups, successful businesses, ground breaking research leading to Noble prizes and countless distinguished contributions in diverse fields such as education, energy, environment, research, literature, business and industry.

Union Minister of Health & Family Welfare Shri Ghulam Nabi Azad laid foundation stone of the “Convergence Centre” at the All India Institute of Medical Sciences (AIIMS) in New Delhi today which commences expansion work of infrastructure in the Institute. The Convergence Centre will house the knowledge centre meant for creating data base for various research activities including clinical experiences at the AIIMS and also the additional facilities for the departments of Anatomy, Pathology, Physiology, Biochemistry, Pharmacology and Microbiology. The new building will have state of the art facility and once it is built, both basic sciences and clinical departments will have a common facility of doing technology driven research in the Institute and it will serve as a knowledge hub.

The total construction cost of the Centre is Rs. 50.85 crores. It will have a covered area of 18,618 square metre in nine floors and two basements. The Centre is a part of the Moily Committee’s recommendations for augmentation of infrastructure at AIIMS for which the Central Government has allocated Rs. 750 crores.

Speaking on the occasion Shri Azad said that public sector has an extremely important role in providing health services to common people. He appreciated the commitment and professionalism of the doctors at AIIMS and emphasised on the need for timely completing the construction of the new building. The Minister said the Government would support proposals of the Institute for setting up advanced, state of art and futuristic facilities at the second campus in Jhajjar in Haryana where the Government of Haryana has given 300 acres of land.

Secretary, Health & Family Welfare Shri K. Chandramouli said that converging laboratory facilities at one place will help in quality research. Director, AIIMS Dr. R.C. Deka informed that the work on the underground parking facility at Masjid Moth and underground connectivity to JPNA Trauma Centre would commence shortly. He added that the Institute is focusing its efforts on getting approval for the new hostel building and new OPD Block to decongest the existing facilities in the Institute.

Union Minister of Tourism, Shri Subodh Kant Sahai flagged off Beyond barriers Incredible India Tour by wheel-chair based persons in New Delhi today. Speaking on the occasion the Minister praised the determination of physically challenged people in undertaking All-India Tour on wheelchair. He said, physically fit persons especially younger generation should emulate these people.

This group will visit 28 State Capitals and 40 cities covering an approximate distance of 16,000 kms in 81 days. The group will visit at least two tourist destinations in each state and conduct an access audit in collaboration with local NGO working in the disability sector and State Tourism Department. They will also meet Disability Commissioner of every state and sensitize them about the importance and need of barrier free tourism for all .

South East Asia’s first low radiation 128 Slice CT Scanner was inaugurated by Smt. Sheila Dikshit, the Chief Minister of Delhi at Sir Ganga Ram Hospital today. Manufactured by Philips, the low radiation scanner “Ingenuity” is expected to spawn a new era of low-dose CT scanning in the country. The scanner, which emits 40% less radiation compared with conventional CT scanners and delivers high resolution images for higher accuracy, imposes no additional costs on the patient.

Recently launched globally, the scanner at Sir Ganga Ram Hospital is the first such machine in south-east Asia. The three main aspects of its scanning are good clinical images, shorter scanning time and low radiation.

 “Sir Ganga Ram Hospital has pioneered numerous advances in imaging technology in the country. This is the centre that brought CT to India in 1983. And now it is the first to bring low-dose CT”, said Dr. D.S. Rana, Chairman, Board of Management, Sir Ganga Ram Hospital.

“Ingenuity” gives doctors control of the dial so they can personalize dose and image quality based on their patients’ needs. The biggest difficulty with conventional CT scanners has been that doctors need to enhance radiation exposure to ensure better image quality. This is largely uncontrolled radiation, which is harmful when absorbed by the body. “Ingenuity” solves this problem by ensuring up to 40% lesser dose exposure with 30% better image quality. This translates to a 70% improvement in the dose – image ratio.

Unnecessary exposure to harmful radiation has been a problem with conventional CT scanners. Over the years while the image quality of CT scanners has kept on improving, little attention has been paid to the radiation aspect. However the problem of ensuring good quality images without high radiation exposure has engaged the attention of a few scientists and researchers. With “Ingenuity” experts at Philips seem to have resolved the dilemma. “Ingenuity” provides high resolution images while simultaneously ensuring a desirable range of X – ray radiation”, said Dr. T. B. S Buxi, Chairman, Department of CT and MR Imaging, Sir Ganga Ram Hospital.

Low dose CT scanning is very beneficial for patients, who unknowingly and without any fault of theirs get exposed to harmful radiation. It offers significant benefits to diverse groups of patients, ranging from children to the elderly. Heart disease patients and patients of Liver Transplant Evaluation and Cancer Assessment especially stand to benefit immensely.

“The introduction of this low radiation CT scan addresses long standing concerns about radiation exposure to patients. It lends a new dimension to diagnostic scanning in the country. We look forward to a time when patients start demanding low – radiation scanning for themselves”, said Mr. Krishna Kumar, Vice President and country Head, Philips Healthcare, India

In view of the fact that low radiation CT scan technology has now become available in the country and that it comes at no additional cost, the demand for low dose scans is expected to rise significantly in the days to come. It is expected that Sir Ganga Ram Hospital, which has become the first hospital in the country to introduce this technology, will soon start receiving a large number of patients looking for safe and good quality scanning.

Living alone after a heart attack increases the chances of death in the next four years, said Padmashri and Dr B C Roy National Awardee Dr KK Aggarwal, President Heart Care Foundation of India and MTNL Perfect Health Mela.

Citing a recent study published in the American Journal of Cardiology, he further added that the chances of death at one year after a heart attack was roughly the same for individuals living alone compared to those living with someone else. But, patients who lived alone had 35% greater risk of death at four years after the heart attack.

Social support greatly influences the outcome of an illness. It enhances not only physical health but also mental health. Family support, including those of their friends, helps these patients to recover and have a good quality of life. Lack of social support in people who live alone hampers their recovery. They do not have the assistance they need to take their medicines, the motivation to follow the prescribed exercise regime and keep up with follow up visits to their doctor.

Union Minister for Rural Development Shri Jairam Ramesh said, delay in the payment of wages to workers is the biggest problem facing Mahatma Gandhi National Rural Employment Guarantee Act, MGNREGA. Addressing a meeting of Parliamentary Consultative Committee on MGNREGA attached to his Ministry here last evening, he said, complaints have come mainly from states like Chhattisgarh and Jharkhand, where wages were not paid in some areas ranging from nine months to a year. Shri Ramesh said, flexibility in the guidelines, special focus in naxal-infested areas and skill development programmes will be the three priority areas in future implementation of the rural job scheme. He said, widespread consultations including with the Chief Ministers of the States are on and soon the new guidelines will be issued. He said, though the Act will not be changed as of now, but the new guidelines will be simplified. Dwelling on the issues of transparency, the Minister apprised the members of the new initiatives like strengthening of the audit mechanism, effective deployment of dedicated staff, more coverage of banks and post offices and the lab-to-land initiative of the Ministry.

During the meeting, the members raised the issues like fake job cards and muster rolls in some of the states, lesser mandays of work allocated than the mandatory 100 days work and enhancement of minimum wages to the workers.

The members cutting across all political parties expressed concern over the audit mechanism and called for effective Central Monitoring of the Scheme. To address the problem of wage disbursal, the members mainly from the hilly states and naxal affected areas underlined the need for mobile banking system. The Minister appreciated the suggestions of the members and assured them that their views will be accommodated in framing the new guidelines to be rolled out soon.

In his concluding remarks, Secretary, Rural Development, Shri B.K.Sinha said, several new models have emerged in the implementation of MGNREGA and mentioned about Shrama Sakthi Sanghas in Andhra Pradesh, where more than one Crore labourers were registered for skill building programmes. He said, the 2nd Phase of MGNREGA can usher in the second Green Revolution as land improvement will be the new component in the job scheme, which will help the small and marginal farmers to augment their income. Shri Sinha said, out of 150 million hectares of land only 50 million hectares is irrigated and the new guidelines even on private land improvement will bring in a revolution of sorts in the rural India. He also informed the members that with Biometric signatures and other technological improvements, the problem of leakages can be addressed effectively.

The meeting was attended by Ministers of State, Shri Pradeep Jain, Shri Sisir Adhikari, Ms Agatha Sangma and senior officials of the Ministry of Rural Development. The members, who attended the meeting include Ms. Annu Tandon, Shri Bhupindra Singh, Shri Harish Choudhary, Sardarni Harsimarat Kaur Badal, Shri Jairam Pangi, Shri Kamal Kishore, Shri Lal Chand Kataria, Shri Narayan Singh Amlabe, Shri Pradeep Tamta, Shri Sanjay Dhotre, Dr. Tarun Mandal, Shri Shetti Raju Alias Devappanna (All from Lok Sabha) and Dr. Vijaylaxmi Sadho from Rajya Sabha.

The National Geophysical Research Institute (NGRI), Hyderabad carried out the study in respect of an area of about 27 lakh sq. km including the mountainous regions of Afghanistan and Pakistan, Indus basin (Pakistan & India), Ganga basin (India & Nepal) and Ganga-Brahmaputra basin (India, Nepal & Bangladesh). The study aimed at estimation of ground water depletion in this area.

The Government has taken the following steps for conservation of ground water in the country:

* Central Ground Water Authority(CGWA), constituted under Section 3(3) of the Environment (Protection) Act, 1986 has notified 43 areas for regulation of ground water development.

* Directions have been issued by the CGWA to Chief Secretaries of States having Over-exploited blocks to take all necessary measures to promote/ adopt artificial recharge to ground water/ rain water harvesting.

* CGWA has issued directions to Heads of Central Road Research Institute, National Highway Authority of India, Central Public Works Department, Railway Board, Sports Authority, Airports Authority of India, Civil Aviation, Youth Affairs & Sports to implement the Scheme of Ground Water Recharge along all National/State Highways and other roads, railway tracks and other establishments of Railways, all stadia and airports.

* States have been advised for making rainwater harvesting mandatory. In pursuance thereof, 18 States and 4 UTs have made rain water harvesting mandatory under building bye-laws.

* Ministry of Water Resources has circulated ‘Model Bill’ to enable States/Union Territories to enact suitable legislation for regulation and control of ground water development. States of Andhra Pradesh, Bihar, Goa, Himachal Pradesh, Kerala, Tamil Nadu, West Bengal and UTs of Chandigarh, Dadra & Nagar Haveli, Lakshadweep and Puducherry have enacted ground water legislation.

* Implementation of Demonstrative Projects on Rain Water Harvesting and Artificial Recharge to Ground Water with an outlay of Rs. 100 Cr. during 11th Plan in the country.

* Government has constituted Advisory Council on Artificial Recharge to Ground Water for popularizing concept of artificial recharge among stakeholders as well as water managers.

* Government has instituted Bhoomijal Samvardhan Puraskars & National Water Award to encourage adoption of innovative practices of ground water augmentation and artificial recharge through people’s participation.

* Implementation of Farmers’ Participatory Action Research Programmes (FPARP) under which technologies which mainly promote water saving viz. Micro Irrigation (Drip and sprinkler), Rain Water harvesting structures (water storage tanks), Soil moisture conservation (Mulching, dry farming technology, improved irrigation and water management etc.), System of Rice intensification (SRI), Broadbed & Furrow irrigation, Deficit irrigation, Land leveling / configuration, Precision farming irrigated crops / dry crops, Zero tillage/ Zero till drill, multiple use of water, application of treadle pump technology for irrigation in shallow water table areas have been demonstrated to the farmers.

The Central Wakf Council, functioning under the aegis of the Ministry of Minority Affairs, has constituted 4 Sub-Committees to transact business regarding the monitoring of the programmes of the Council, administrative and financial matters, implementation of the Scheme for the Development of Urban Wakf Properties and Educational schemes of the Council. The Sub-Committees are as follows:

1. Planning & Advisory Committee;
2. Education & Women Welfare Committee;
3. Wakf Development Committee; and
4. Monitoring Committee.

These Committees have been constituted in accordance with the decision taken in the 57th meeting of the Central Wakf Council held earlier this month under the Chairmanship of Shri Salman Khurshid, Minister of Minority Affairs – which had authorized the Chairman of the Council to constitute the four Committees.

Each Committee has a Chairperson and four Members. Justice (Retd.) S. Haider Abbas Raza has been nominated as the Chairperson of the Planning & Advisory Committee; Smt. Yasmin Ahmed, IAS (Retd.) will head the Education & Women Welfare Committee; Prof. Saif-ud-Din Soz, M.P., has been designated as the Chairperson of the Wakf Development Committee; and Shri Syed Shahnawaz Hussain, M.P., has been assigned the Chairmanship of the Monitoring Committee. Chairperson of the Education & Women Welfare Committee is also an ex-officio Member of Maulana Azad Education Foundation.

Central Wakf Council normally meets twice in a year. However, the Committees of the Council meet as often as possible to transact business.

राष्ट्रीय वर्षा सिंचित क्षेत्र प्राधिकरण, नई दिल्ली के मुख्य कार्यपालन अधिकारी डॉ. जे.एस. सामरा और तकनीकी विशेषज्ञ डॉ. के.एस. रामचंद्र ने आज मंत्रालय में राज्य सरकार के वरिष्ठ अधिकारियों की बैठक में बुंदेलखण्ड विशेष पैकेज के तहत किये जा रहे कार्यों की समीक्षा की। उन्होंने पैकेज के तहत किये जा रहे विभिन्न कार्यों की सराहना की।

बैठक में मध्यप्रदेश के अपर मुख्य सचिव, पंचायत एवं ग्रामीण विकास तथा कृषि उत्पादन आयुक्त श्री आर. परशुराम, प्रमुख सचिव, योजना, आर्थिक सांख्यिकी श्री के. सुरेश तथा अन्य संबंधित अधिकारियों ने भाग लिया।

बैठक में जल संसाधन, ग्रामीण विकास, कृषि, पशुपालन, वन, लोक स्वास्थ्य यांत्रिकी एवं उद्यानिकी विभागों द्वारा संचालित की जा रही बुंदेलखण्ड विशेष पैकेज की विभिन्न योजनाओं के कार्यों की वित्तीय एवं भौतिक प्रगति की समीक्षा की गयी।

प्रमुख सचिव श्री के. सुरेश ने बैठक में बताया कि बुंदेलखण्ड विशेष पैकेज के अंतर्गत अब तक राज्य शासन को अतिरिक्त केन्द्रीय सहायता 1060 करोड़ 45 लाख रुपये के रूप में प्राप्त हुई है। जल-संसाधन विभाग को 614 करोड़ 65 लाख, ग्रामीण विकास विभाग को 71 करोड़ 40 लाख, वन विभाग (पर्यावरण एवं वन) को 23 करोड़ 52 लाख रुपये तथा पशुपालन विभाग के लिये 20 करोड़ 88 लाख रुपये की राशि सम्मिलित है। इसके अतिरिक्त 330 करोड़ रुपये की राशि मार्च/जून, 2011 में कृषि एवं लोक स्वास्थ्य यांत्रिकी विभागों से संबंधित कार्यों के लिये जारी हुई। अतिरिक्त केन्द्रीय सहायता की राशि 892 करोड़ 75 लाख रुपये केन्द्र शासन से प्राप्त होना शेष है।

बैठक में विभागवार वित्तीय व्यय की विस्तृत समीक्षा की गई। प्रस्तुत जानकारी के अनुसार विशेष केन्द्रीय सहायता के रूप में प्राप्त राशि के विरुद्ध 39.39 प्रतिशत व्यय हुआ है। (कृषि एवं लोक स्वास्थ्य यांत्रिकी विभाग की हाल ही में प्राप्त राशि घटाकर व्यय का प्रतिशत 57 है) इसकी डॉ. सामरा ने सराहना की।

जल-संसाधन विभाग द्वारा अवगत करवाया गया कि विभाग की 52 लघु सिंचाई की अपूर्ण योजनाओं में से 35 पूर्ण कर ली गई हैं। इसी प्रकार नवीन 93 लघु सिंचाई योजनाओं में से 25 पूर्ण हो चुकी हैं। रिपेयर-रिनोवेशन-रीहेबिलिटेशन (ङङङ) के 78 में से 72 प्रोजेक्ट पूर्ण कर लिये गये हैं। विभाग के अंतर्गत संचालित बरियारपुर वृृहद् परियोजना का कार्य सितम्बर, 2011 तक पूर्ण हो जाने की जानकारी दी गई।

केन्द्रीय योजना आयोग के उपाध्यक्ष डॉ. मोंटेक सिंह अहलूवालिया द्वारा बुंदेलखण्ड क्षेत्र में भ्रमण के दौरान जल-संसाधन विभाग की विभिन्न योजनाओं के क्रियान्वयन की उनके द्वारा स्वयं ली गई तस्वीरों के माध्यम से एक विस्तृत रिपोर्ट प्रधानमंत्री को प्रस्तुत की गई है। इसका डॉ. सामरा द्वारा उल्लेख करते हुए जल-संसाधन विभाग की किसी योजना का प्रधानमंत्री को अवलोकन करने के लिये आमंत्रित करने का सुझाव दिया गया। विभाग के कार्यों पर संतोष व्यक्त करते हुए योजनाओं के क्रियान्वयन में शेष रह गई अतिरिक्त केन्द्रीय सहायता की राशि को शीघ्र जारी करने का आश्वासन दिया गया। डॉ. सामरा ने जल-संसाधन योजनाओं के क्रियान्वयन में बचत की राशि के अन्य प्रस्ताव प्रस्तुत करने को कहा।

ग्रामीण विकास के अंतर्गत 45 हजार पम्प सेट्स वितरण के लक्ष्य के विरुद्ध 16 हजार पम्प वितरित किये गये हैं। लगभग 40 हजार कपिलधारा कूप निर्मित किये गये हैं। इनमें पम्प सेट वितरण का कार्य प्रगति पर है। हितग्राहियों का चयन पूर्ण हो चुका है एवं शीघ्र ही पम्प सेट प्रदान कर दिये जायेंगे। अप्रैल, 2012 तक 318 स्टापडेमों का निर्माण पूर्ण करने का लक्ष्य रखा गया है। अब तक प्राप्त अतिरिक्त केन्द्रीय सहायता की राशि का 50 प्रतिशत व्यय हुआ है।

डॉ. सामरा द्वारा अतिरिक्त सिंचाई क्षमता बढ़ाने के प्रयास की सराहना करते हुए सफल योजनाओं के हितग्राहियों की सूची एवं तस्वीरें राष्ट्रीय वर्षा सिंचित प्राधिकरण को भेजने के लिये सुझाव दिया।

पशुपालन विभाग की विस्तृत समीक्षा की गयी। सागर में दुग्ध शीत केन्द्र की स्थापना के बारे में अवगत करवाया गया एवं पशु नस्ल सुधार, मुर्रा सांड प्रदाय, यूनिट का प्रदाय एवं दुग्ध समितियों के गठन एवं दुग्ध उत्पादों के संकलन पर चर्चा हुई। प्राप्त अतिरिक्त केन्द्रीय सहायता राशि का 78 प्रतिशत व्यय हुआ है। शेष राशि शीघ्र ही उपलब्ध करवाने का आश्वासन डॉ. सामरा ने दिया।

कृषि विभाग द्वारा अवगत कराया गया कि हाल ही में प्राप्त 270 करोड़ का उपयोग कृषि विपणन, भण्डारण, अधोसंरचना निर्माण में व्यय किया जायेगा। इस हेतु स्थल का चयन, परामर्शदाता का चयन एवं निर्माण कार्यों की कार्य-योजना तैयार है। अप्रैल, 2012 के पूर्व लक्ष्य पूर्ण किये जायेंगे।

वन विभाग की समीक्षा के दौरान डॉ. सामरा द्वारा जल संग्रहण के लिये किये जा रहे कार्यों के क्रियान्वयन पर संतोष व्यक्त करते हुए सुझाव दिये गये। वन विभाग द्वारा प्राप्त राशि से अतिरिक्त व्यय करने पर पुनर्भुगतान हेतु सहमति व्यक्त की गयी। डॉ. सामरा द्वारा आश्वस्त किया गया कि उद्यानिकी विभाग को अतिरिक्त राशि उपलब्ध करवाने हेतु केन्द्र सरकार से अनुरोध करेंगे।

लोक स्वास्थ्य यांत्रिकी विभाग को बुंदेलखण्ड के ग्रामीण क्षेत्र में पेयजल के लिये अतिरिक्त केन्द्रीय सहायता राशि 60 करोड़ रुपये प्राप्त हुई है। विभाग द्वारा नगरीय क्षेत्र में पेयजल प्रदाय के लिये राशि का अनुरोध किया गया।

Mr Bansal appealed to the people for efficient water management pondering over new approaches to financing and resource management in the water sector.

He said the Government of India has taken up various initiatives in promoting the water conservation.The Minister described a number of schemes aimed at tackling different aspects of the water problem including promoting surface water irrigation, schemes for ground water conservation and recharge, rural drinking water and urban drinking water supply are being implemented. The shemes areAccelerated Irrigation Benefit Program (AIBP),Bharat Nirman- Irrigation SectorNational Project for Repair, Renovation and Restoration of Water Bodies,Participatory Irrigation Management (PIM),Command Area Development &Water Management (CADWM) ,Artificial Recharge to Ground Water through Dug Wells. The CII-Triveni water institute is aimed at transforming water conservation and management practices involving all stakeholders. Water resources Secretary Shri Dhruv Vijay Singh and CII Director General Mr Chandrajit Banerjee also spoke on the occasion.

The Union Water Resources Minister Shri P K Bansal has said that The revised national water policy will take on board crucial issues such as water demand management, equitable distribution, and allocating priority to water for life-support and ecology. Launching CII-Triveni Water Institute in Delhi today Mr Bansal said the revised policy will address the new national water scenario and new dimensions in water management.

He emphasised that one of the greatest challenges facing human development is the conservation and equitable distribution of our limited fresh water resources. Water crises are the challenges to the global environment communities, as water issues have been included under the agenda 21 of the United Nations Environment Program (UNEP).

The Minister observed that there are serious concerns on the availability of fresh water in India as it has 16% of the world’s population and only 2.45% of the world’s land resources and 4% of the world’s fresh water resources.

में एक आतंकी के घर जाकर उसकी आवभगत करना लादेन को ओसामा जी कहना
तृष्टीकरण की नीति का परिचायक हैै।
अब देश में ऐसे हालात बन रहे आने वाले समय में जाकी लाठी वाकी भैंस का
शासन आने वाला है। कर्ज से किसान परेशान है वह आत्महत्या कर रहा है।
मंहगाई आसमान छू रही है। भ्रष्टाचार चरम पर है।
श्री मिश्र ने भाजपा शासनकाल की नीतियों का उल्लेख करते हुए कहा कि मांग
और पूर्ति सामान्य थी महंगाई को हमने नियंत्रित कर रखा था। भारत को किसी
के आगे हाथ नहीं फैलाना पड़ता था। आज कांग्रेस ने भ्रष्टाचार और कालेधन को
महत्वपूर्ण स्थान दे रखा है।  नित नये-नये खुलासे हो रहे हैें राजा के
बयान और कांग्रेस नेताओं की सफाई से काम नहीं चलने वाला है। पूरी यूपीए
सरकार इन घोटालों के लिए जिम्मेदार है। प्रदेश सरकार में गुण्डा राज,
भ्रष्टाचार, अनाचार, का शासन है। बस्ती में ओझा की हत्या, पुलिस के
प्रोत्साहन से हुई घटना बताते हुए उस घटना में वहां के कोतवाल  को
पूर्णरूप से उत्तरदायी बताया।
उन्होंने प्रदेश में हुए घोटालों की चर्चा करते हुए कहा कि हमने 2 लाख 54
हजार करोड़ का सरकार पर घोटाले का आरोप लगाया है। राष्ट्रीय स्वास्थ्य
मिशन में करोडों़ का घोटाला हुआ है। काम हुआ नहीं पैसा दे दिया गया।
ठेकेदार, नेता व अधिकारी संलिप्त हैं। आवश्यकता है पूरे प्रदेश में
एनएचआरएम घोटालें की सीबीआई जांच कराई जाय। देश व प्रदेश में ऐसे हालात
बन गये हैं कि जिसमें भारतीय जनता पार्टी का शासन बहुत जरूरी है।
उन्होंने कार्यकर्ताओं का आवाह्न करते हुए कहा कि आज देश व प्रदेश में
सुशासन की आवश्यकता है। जो भाजपा ही दे सकती है। मतदाताओं को अहसास कराना
होगा कि इन परिस्थितियों में भाजपा ही उनके मुद्दांे को लेकर  संघर्ष कर
सकती है और एक बेहत्तर शासन दे सकती है।  बूथ पर अधिकाधिक मतदान हो ये
विजय वाहिनी संयोजकों व उनके टोली की विशेष जिम्मेदारी है इसके लिए अभी

Prof. Prem Kumar Dhumal, Chief Minister said that the State Government would honour the doctors who will work with dedication and devotion for providing best health care services to the people of the State. He further said that doctors who would not perform their duties earnestly and would not be present in the health institutions, stern action would be taken against them. He was presiding over the 3rd meeting of National Rural Health Mission here today. He also stressed that the tendency of referring the patients to other health institutions should only be, if it was required for want of the treatment which was not available there. He said that efforts of the State Government had been appreciated at national level and added that efforts should be continued by providing best health care services at their door steps. He also appealed the medical fraternity to serve the suffering humanity with dedication and renewed zeal.

Prof. Dhumal said that road, education, health, self employment, self reliant and Swabhiman was the sole goal of the State Government and to achieve these, policies and programmes were being decided on priority by the Government. He said that health sector was an important sector which provide an opportunity to serve the public and Government also introduced many programmes to provide better health care services to the people of the State at the door step. He said that Rs. 862 crore were being spent on health sector this year as compared to Rs. 431 crore in 2007-08 at the time of previous Congress Government which was double of the budget provision of last Congress tenure. He said that 814 doctors and 883 nurses had been appointed in last two years in the State and had been appointed in far flung areas of the State. He said that special incentive money to the doctors for serving in tribal and remote areas was given from Rs. 3000 to 9000 per month under NHRM which would likely to be increased and specialists on appointment would get from Rs. 75000 to Rs. 98000 which was under consideration of the Government. He said that construction work of 292 health institutes under NHRM was in progress from last two years in the State which included 164 Sub-Health Centres, 108 Primary Health Centre and 20 Community Health Centres.

Chief Minister said that health indicators of the State were adjudged best in the country as best health care services were being provided in the State and people were also aware to make use of these services. He said that more than 70 percent people visited government health institutions for medical treatment which was the highest in the country. He said that more than 80 percent institutional delivery were being performed in government health institutions of the State which were also free of cost as well. He said that 38 types of medicine were being provided free of cost under Pandit Deen Dayal Nishulak Aushadhi Yojna to BPL families in all the health institutions of the State and added that grant of Rs. 8.64 crore was also being given under NHRM in last two years whereas Rs. 4.23 crore spent under Janani Suraksha Yojna. He said that 51 Primary Referral Units were also set up to provide round the clock health care services and 10 more such units to be set up this year also.

Gulam Nabi Azad, Minister of Health and Family Welfare, Government of India laid the foundation stone of the ESIC Para-Medical & Allied Health Science Institute at Gulbarga, Karnataka, Shri Mallikarjun Kharge, Minister of Labour & Employment, Govt. of India presided over the function. On this occasion, Shri Mallikarjun Kharge said that ESIC Para-Medical & Allied Health Science Institute at Gulbarga is first of its kind in India and it will be a medical hub in all respects. He also informed that more than 25 different courses will be started exclusively relating to Para-Medical and Allied Health Science like certificate courses, diploma courses and degree courses.

Shri Gulam Nabi Azad, Union Minister of Health and Family Welfare said that by setting up this huge ESIC Medical hub at Gulbarga will change the scenario of Gulbarga in the field of Health sector. He also said that after the start of the institute, this will be the first Institute in India where all such courses like X-ray Technician, Radiology, and Laboratory Technician etc. will be available under one roof.

The establishment of this new state-of-the-art Para Medical and Allied Health Science Institute at Gulbarga is to provide tremendous opportunity for training of students/staff in different disciplines such as Allied Health Science, Pharmacy & Medical Bio-Technology, Radiology etc. with an estimated cost of Rs. 334.00 crores. This ESIC Medical hub is going to be first of its kind in the country as far as facilities in different disciplines of medical science are concerned. It is going to be constructed at the ESIC Medical Education Complex at Gulbarga which has already plans of including ESIC Medical College, Dental College & Nursing College and 500 bedded ESIC Hospital. This will provide medical education and super specialty Health Care facility to the ESIC beneficiaries coming from North Karnataka, Marathawada and adjoining areas of Andhra Pradesh.

This Para-Medical and Allied Health Science Institute at Gulbarga is in addition to the ESIC Medical Education Complex which is being constructed on 30.4 acre plot at a cost of Rs. 790 crores. The foundation stone for this Medical Education Complex was laid on 29th May, 2010 by Shri Pranab Mukherjee, Union Minister of Finance, and within one year substantial super structure is already in place. This will provide medical education and super specialty Health Care facility to the ESIC beneficiaries coming under the jurisdiction of Gulbarga Division.

The Cell also assists film makers in identifying indoor and outdoor shooting locations as per the script , boarding & lodging, transport, local talent, equipment and ground arrangement to make shootings most facilitating.

The Union Health and Family Welfare Minister Shri Ghulam Nabi Azad today launched mass Screening Camps for early detection of diabetes and hypertension amongst slum dwellers in Delhi. More than 2000 people from JJ clusters of Delhi thronged the 15 screening desks put up at the Talkatora Stadium, New Delhi for basic diagnostic tests with glucometer strips and also to be made aware about the varied aspects of diabetes and hypertension. The Chief Minister of Delhi Smt. Sheila Dikshit and the Delhi Health Minister Dr. A.K. Walia were also present on the occasion.

Addressing the gathering Shri Ghulam Nabi Azad pointed out that the Non-Communicable Diseases are taking a heavy toll and adding to the disease burden. The NCDs are often emerging as silent killers which are accounting for nearly 50% of all deaths in India. He said the WHO figures also point out that 35 crores of patients world over are affected by diabetes of which more than 5 crore patients are present in India only. Recognising the magnitude of these diseases, Shri Azad informed that the UN General Assembly has decided to hold a special session in September, 2011 to discuss means and measures to control the non-communicable diseases. He, however, informed that the Ministry of Health & Family Welfare, Government of India has been aware of the menace and had in fact in July 2010 itself launched a pilot project, costing Rs. 1230 crores, to control cancer, diabetes, cardiovascular diseases and stroke in 100 districts of 21 states. Shri Azad further stated that in the 12th Plan he intends to extend this programme to the rest of the districts. Shri Azad said presently all individuals of above 30 years of age and particularly all pregnant women will be screened for diabetes and hypertension for which the glucometers will be provided by the Government of India and the manpower and the infrastructure to organize such screening would be provided by the State Governments. He informed that the State of Delhi has been provided 120 glucometers and six lakh strips in the selected 20-25 slum clusters in the first phase. Shri Azad hoped that the screening would be completed before the upcoming UN Session in September. He called upon the Government of Delhi, the Municipal Corporation of Delhi, elected representatives and the Health industry personnel to extend their cooperation to this programme to ensure a healthy nation. Shri Azad said the Government would also arrange for telemedicine service for the affected persons under the next phase wherein the media would also be involved to spread the awareness.

The Delhi Chief Minister Sheila Dikshit stated that State Government has been organizing special diabetes clinics in all its 31 hospitals on Mondays and Wednesdays. She said that the statistics on diabetes and high blood pressure are alarming and the Government is committed to contain the damage. The Delhi Health Minister Dr. A.K. Walia called upon MCD, NDMC, Delhi Cantonment Board to render their active cooperation in making Delhi a diabetes and hypertension free State. The Secretary, Ministry of Health & Family Welfare, Government of India; Principal Secretary Health, Government of Delhi were also present at today’s event.
