In June of this year, the International Maritime Organization (IMO) will elect a new Secretary-General to replace Efthimios E. Mitropoulos, who has held the position since 2003. The United States has been a key participant in and supporter of the IMO since its establishment in 1948, and believes its nominee for the position of Secretary-General, Jeffrey Lantz, is uniquely qualified.

Mr. Lantz is a career employee of the United States Coast Guard, where he has served for more than 35 years, including more than 25 years of active duty. He currently serves as the Coast Guard’s Director for Commercial Regulations and Standards, and is responsible for developing U.S. national maritime safety and environmental protection regulations and policies.

Mr. Lantz has long been engaged with IMO issues, and currently serves as Head of the U.S. delegation to the Organization’s principal technical bodies, the Maritime Safety Committee and the Marine Environment Protection Committee. His knowledge and credibility on international maritime issues, including piracy, maritime security, greenhouse gas emissions, etc., is well-established and contributed to his election as Chairman of the IMO Council, the organization’s second-highest governing body.

The International Maritime Organization plays an increasingly important role on issues related to international maritime safety, security, and environmental protection. The United States believes that Jeffrey Lantz possesses important qualities and the necessary background to lead the Organization in these challenging times.

The Election Commission today held a briefing for about 1000 Observers who are being appointed for the General Elections to the Legislative Assemblies of Assam, Kerala, Puducherry, Tamilnadu and West Bengal. These senior Officers drawn from All India Services were addressed by the Chief Election Commissioner Dr. S.Y. Quraishi and Election Commissioners Sh. V.S.Sampath and Sh. H.S. Brahma.

The CEC drew the attention of the Observers to their crucial role in the conduct of elections, specially their vigilance and executive functions. Dr Quraishi complimented the Observers for having contributed to free and fair elections every time, and for being instrumental in rooting out evils like booth capturing and muscle power. Highlighting the total independence of the Election Commission, the CEC said, this has been possible due to the founders of the constitution and the unwavering support from judiciary, politicians, civil servants, the media and above all the people of India. Dr Quraishi underlined that election management in India has become an example for the world and several countries now wish to learn skills from ECI. Election Commissioners, Shri Sampath and Shri Brahma pointed out the specific areas that the Observers should be careful about while doing their duties in the elections. Officials of the Commission provided details of rules, regulation, ground situation, and the range of responsibilities that the Observers have to perform.

The Observers, who are appointed under Section 20 B of the Representation of the People Act, 1951 play an important role in ensuring free and fair elections. They act as crucial link between the field and the Commission. These officers remain under disciplinary control of the Commission till the end of elections. Observers will be monitoring all the processes involved in the conduct of election to maintain its purity including the area of election expenditure incurred by the contesting candidates.

The Election Observers will reach their allotted constituencies on the last date of filing of nominations in each phase of the election in the concerned States and Union Territory and stay continuously in the constituencies assigned to them till the end of poll day. They would ensure quick redressal of complaints that are received from political parties/candidates etc. Their contact address and telephone number will be advertised in local newspaper by the District Election Officer and they will set aside 2 hours daily- 4.00 p.m. to 6.00 p.m. at Returning Officer’s office to meet with any person who wants to meet the Observer in person and submit his/her grievance.

The Observers will supervise the process of election at all stages, viz campaign, poll, counting of votes and declaration of results. They would also be supervising randomization, preparation of Electronic Voting Machines, training of polling personnel and conduct of voter awareness programmes. All Observers have been advised to look into the force deployment plan in their constituency. They will also be examining the identification of critical polling stations and monitor the process of vulnerability mapping to identify the segments vulnerable to threat and intimidation. The Observers have been advised to make sure that the affidavits that are filed by the Candidates at the time of nomination detailing their movable/immovable assets, qualifications, convictions, cases pending in courts, are displayed prominently and made available for public scrutiny without any loss of time.

The Observers have specifically been advised to tour their respective allotted Assembly Constituency extensively and build confidence among weaker and disadvantaged sections. They will constantly review execution of non-bailable warrants, recovery of illicit arms and collection of licensed arms from undesirable elements. The Observers will monitor strictly the enforcement of Model Code of Conduct. The Observers have been advised to make sure that extensive videography is done of all critical events that may take place during the election process and polling at critical polling stations. The Commission has issued direction to all District Election Officers to prepare a comprehensive communication plan in consultation with Observers to ensure proper and effective communication on the day of poll. The Observers would be assisted by the static Micro-Observers who would be deployed at critical polling stations to observe and ensure the purity of the polling process. The Central Government/Public Sector employees would be utilized to the extent possible as Micro- Observers. These Micro-Observers will report to the Observers. The training and orientation of Micro-Observers shall be the responsibility of Observers.

चरखी दादरी, 7 मई। निकाय चुनाव बूथों पर सीधी नज़र रखने के लिए चुनाव आयोग ने कमयुनिकेशन प्लान तैयार किया है, जिसके प्रदेश भर में प्रत्येक बूथ से पांच से सात जनों के नमबर आयोग की वेबसाइट पर उपलबध रहेंगे। आयोग इन लोगों से चुनाव के दौरान सीधा संवाद रखेगा। इससे किसी बूथ पर गड़बड़ी की शिकायत होने पर आयोग जानकारी लेकर तत्काल कार्रवाई कर सकेगा।

चुनाव विभाग के अधिकारिक सूत्रों से मिली जानकारी के अनुसार चुनाव के समय किसी भी गड़बड़ी को रोकने के लिए एक व्यापक योजना तैयार की है। योजना के तहत बूथ लेवल अधिकारी, सम्बंधित पटवारी, वार्ड सेवक, वार्ड के व्यçक्त, सरकारी स्कूल और पुलिस थाने तक के फोन नमबर चुनाव आयोग की बेवसाइट पर रहेंगे। इससे आयोग को जिला निर्वाचन अधिकारी की रिपोर्ट पर भी निर्भर नहीं रहना पड़ेगा। सूत्रों के अनुसार हर बूथ पर पांच की औसत से लोगों के नाम और मोबाइल नमबर आयोग के पास होंगे। ये लोग चुनाव आयोग की तीसरी आंख की तरह चुनाव गतिविधियों पर निगाह रखेंगे। इनके जरिए संवेदनशील क्षेत्रों और अतिसंवेदनशील क्षेत्रों पर विशेष नज़र रखी जाएगी।

आयोग के एक अधिकारी ने बताया कि युनिकेशन प्लान तैयार किया गया है। अब सूची में शामिल लोगों से गड़बड़ी की शिकायत पर चुनाव आयोग सीधी जानकारी ले सकेगा।

The Andhra Pradesh Legislative Council Act, 2005 was passed on 11^th January, 2006, for the constitution of a new Legislative Council in the State comprising 90 members – 31 to be elected by the Members of Legislative Assembly, 31 from Local Authorities’, 8 from Graduates’, and 8 from Teachers’ Constituencies and 12 nominated members.

2. The elections to the Andhra Pradesh Legislative Council for 75 seats out of 78 seats to be filled by election were held in the year 2007; and

3. The elections to the Andhra Pradesh Legislative Council for remaining 3 seats namely, 2 (two) seats from Hyderabad Local Authorities’ Constituency and 1 (one) seat from Ranga Reddy Local Authorities’ Constituency, could not be conducted due to non-existence of the required number of Local Bodies / electors constituting the electorates in those Constituencies.

4. The Local Bodies Elections to the GHMC have been completed recently and the required number Local Bodies and the electors of Hyderabad Local Authorities’ and Ranga Reddy Local Authorities’ Constituencies are now in position at present.

5. In view of the above, the Election Commission has decided to hold Elections to the Andhra Pradesh Legislative Council for the purpose of filling up the said three seats, from the following Local Authorities’ Constituencies :-

6. Accordingly, the aforesaid Elections will be held in accordance with the following programme :-

Further, since the elections to fill these three seats are part of the election for the initial constitution of the State Legislative Council, the Governor of Andhra Pradesh has been pleased to give his concurrence under Section 156(1) of the Representation of the People Act, 1951 that, after the elections to fill these three seats, the terms of members so elected shall be determined, by draw of lots, in the following manner, so as to synchronise with the cycles of biennial retirement of 23 Members belonging to the Local Authorities’ Constituencies elected in 2007 whose terms of office started from 2^nd May, 2007 under Section 157 of the said Act:-

(i) the term of one Member will be from the date of the notification under Section 74 of the Representation of the People Act, 1951 and till 1^st May, 2011

(ii) the term of second Member will be from the date of the notification under Section 74 of the Representation of the People Act, 1951 and till 1^st May, 2013

(iii) the term of third Member will be from the date of the notification under Section 74 of the Representation of the People Act, 1951 and till 1^st May, 2015.

8. The Model Code of Conduct will come into force with immediate effect in the Constituencies going to elections.

The Union Home Minister has said that the 58 per cent turnout in the Jharkhand assembly elections is a stinging rejection of the CPI (Maoist). In a statement issued here today, he said that security forces will remain stationed in Jharkhand to maintain law and order on the counting day as well as on the following days. Following is the text of his statement:

“Elections in Jharkhand have come to an end. I am happy to note that the fifth and the last phase witnessed a turnout of 58.12 per cent. The average for all the phases is 58 per cent, a number that can truly make the people of Jharkhand proud. In my view, this is a stinging rejection of the CPI (Maoist) and other militants who attempted to terrorize the people of Jharkhand into boycotting the elections. The ultimate victor is democracy.

I take this opportunity to congratulate the electorate of Jharkhand for turning out in very large numbers and exercising their franchise to elect candidates of their own choice. I also offer my congratulations to the Governor, the Election Commission and the Administration of the State of Jharkhand for the arrangements they had made for the smooth and peaceful conduct of elections.

At this hour, it is our duty to remember the 6 jawans of the Central para-military forces, 5 policemen of the Jharkhand police and one from Bihar police who lost their lives during the period of elections. The security forces faced innumerable challenges. They showed exemplary bravery against the determined attempt of the

naxalites to disrupt the elections. In the process, 12 policemen lost their lives. We share the grief of their families and offer them our sincere condolences. I have instructed the authorities concerned to ensure that the compensation due to the deceased policemen is paid expeditiously and a report of compliance submitted by January 15, 2010.

Counting will take place on Wednesday, December 23, 2009. The security forces continue to be stationed in Jharkhand in order to ensure that law and order is maintained on counting day as well as on the following days. I appeal to the people of Jharkhand to co-operate with the State Administration and maintain peace and harmony until a new Government is sworn into office.”

नई दिल्ली.  हरियाणा और महाराष्ट्र के विधानसभा चुनाव के लिये भाजपा द्वारा जारी चुनावी घोषणापत्र की कुछ बातों ने पार्टी को एक बार फिर विवादों की दलदल में धकेल दिया है। जहां एक ओर विरोधियों को नये सिरे भाजपा के चाल, चरित्र व चेहरे के दोहरेपन को उजागर करने का मौका मिल गया है वहीं दूसरी ओर पार्टी को भी राष्ट्रीय स्तर पर अपने घोषणा-पत्र पर सफाई देना भारी पड़ रहा है। भाजपा की मानें तो उसने अपने चुनावी घोषणा-पत्र में स्थानीय मसलों को समुचित स्थान देने के मकसद से ही स्थानीय निवासियों को अस्सी फीसदी आरक्षण उपलब्ध कराने और पा”चात्य गीत-संगीत पर प्रतिबंध लगाने सरीखा वायदा किया है और इन मसलों को राष्ट्रीय परिप्रेक्ष्य में नहीं देखा जाना चाहिये। 

 भाजपा प्रवक्ता रविशंकर प्रसाद के मुताबिक यूं तो प्रादेशिक चुनावों में घोषणा-पत्र तैयार करने की जिम्मेवारी प्रदेश शाखा की रहती है और इसमें केन्द्रीय संगठन की भूमिका महज सलाहकार की ही होती है लेकिन इस बार के चुनावों के लिये जिन मसलों को लेकर विवाद खड़ा करने की कोशिश हो रही है वे पूरी तरह सही व स्थानीय लोगों की भावनाओं से जुड़े हुए हैं। महाराष्ट्र में भाजपा व शिवसेना के संयुक्त घोषणापत्र में स्थानीय निवासियों को अस्सी फीसदी आरक्षण दिये जाने का जो वायदा किया गया है उस पर सफाई देते हुए रविशंकर ने कहा कि सभी प्रदेशों की अपनी डोमिसायल नीति होती है और उसी तर्ज पर महाराष्ट्र के स्थानीय लोगों को उनके गृहराज्य में आरक्षण का लाभ दिये जाने का वायदा करके भाजपा ने कोई गलती नहीं है। रविशंकर के मुताबिक भाजपा सिध्दांत रूप से इस बात को पूरी तरह स्वीकार करती है कि पूरा दे अखंड है और सभी देशवासियों को दे”ा के किसी भी कोने में जाकर बसने और रोजी-रोटी कमाने का पूरा हक है, लेकिन यह तथ्य भी स्वीकार करने से परहेज नहीं किया जाना चाहिये कि सभी प्रदेशों के स्थानीय निवासियों को उनके गृह राज्य में बाहरी लोगों की अपेक्षा कुछ विशेषाधिकार अव”य मिलना चाहिये।

 इसी प्रकार हरियाणा में भाजपा ने जो घोषणापत्र जारी किया है उसमें कहा गया है कि अगर पार्टी को सरकार बनाने का मौका मिला तो पाश्चात्य गीत संगीत को प्रतिबंधित किया जायेगा। इस मसले पर सफाई देते हुए रविशंकर ने कहा कि भाजपा किसी भी संगीत का विरोध नहीं करती है लेकिन गीत संगीत की आड़ में अश्लीलता को प्रोत्साहित नहीं किया जा सकता। रविशंकर ने यह मामने से इनकार किया है कि इस चुनावी घोषणा के कारण युवा मतदाताओं का पार्टी से मोहभंग हो सकता है। उन्होंने साफ तौर से कहा कि पाश्चात्य संगीत की अश्लीलता से युवावर्ग भी पूरी तरह परिचित है और वे भी इससे काफी परेशान हैं लिहाजा पार्टी की यह घोषणा युवा मतदाताओं को अपनी ओर लुभाने में कारगर ही साबित होगी। हालांकि रविशंकर ने यह स्वीकार किया कि हरियाणा में पाश्चात्य संगीत पर प्रतिबंध लगाने की जो घोषणा की गई है वह स्थानीय लोगों की भावनाओं के प्रति सम्मान प्रदर्शित करने के लिये ही है और यह नीति पूरे देश में एक समान तरीके से लागू नहीं की जा सकती है। बहरहाल भाजपा ने जिस तरह से अपनी राष्ट्रीय नीति व सिध्दांतों को किनारे पर डालकर हरियाणा व महाराष्ट्र में जिस तरह से स्थानीय लोगों की भावनाओं की आड़ लेकर विवादास्पद घोषणाएं की हैं उससे पार्टी के विरोधियों को इस पर हमला करने का नया बहाना मिल गया है। कांग्रेस ने स्पष्ट तौर पर कहा है कि भाजपा की ये घोषणाएं इसके दोहरे चाल, चरित्र व चेहरे की परिचायक हैं। कांग्रेस द्वारा किये गये इस हमले को भाजपा ने यूं तो सिरे से नकार दिया है,  लेकिन आज जिस तरह से रविशंकर ने पार्टी की घोषणाओं पर सफाई पेश की और उन्हें महज स्थानीय भावनाओं का परिचायक करार देकर उसे राष्ट्रीय परिप्रेक्ष्य में स्वीकार करने से परहेज बरता है उससे साफ है कि पार्टी का केन्द्रीय नेतृत्व भी प्रदेश संगठन के दबाव में उक्त घोषणाओं को हरी झंडी दिखाकर काफी असहज महसूस कर रहा है। जाहिर है कि केन्द्रीय नेतृत्व की यह असहजता पार्टी में प्रादेशिक संगठन के साथ केन्द्र के तालमेल को प्रभावित करने से लेकर संगठन को चुनावी नुकसान की ओर भी ले जा सकती है।

झज्जर (हरियाणा). रोहतक लोकसभा क्षेत्र से सांसद दीपेंद्र सिंह हुड्डा ने कहा है कि वर्तमान विधानसभा चुनावों के परिणाम इस बात को तय करेंगे कि हरियाणा की राजनीति कहां जाकर ठहरती है। उन्होंने कहा कि जनमत की ओर से लिए जाने वाले इस खास फैसले के लिए अब सवाल केवल कांग्रेस प्रत्याशियों की जीत भर का नहीं बल्कि भारी मार्जन से जीत का है। दीपेंद्र सिंह हुड्डा ने रविवार को झार पहुंचकर कांग्रेस प्रत्याशियों के समर्थन में जनसभाओं को संबोधित किया।

सांसद ने बादली विधानसभा क्षेत्र के प्रत्याशी नरेश शर्मा के चुनाव कार्यालय का शुभारंभ भी किया। इस मौके पर उमड़ी भारी भीड़ के बीच उन्होंने कहा इस चुनाव में पार्टी प्रत्याशी को छोड़कर मतदान कहीं और हुआ तो वो सही मायने में वह मुख्यमंत्री भूपेंद्र सिंह हुड्डा के खिलाफ मतदान होगा। उन्होंने कहा जिस भारी बहुमत के साथ बादली हलके ने उनके सिर पर जीत का सेहरा बांधा है उसी तरह कांग्रेस प्रत्याशी नरेश शर्मा को भी हलके लोग भारी मतों से विजयी बनाए। उन्होंने कहा कि अगर इसमे किसी तरह की चूक हुई तो यही समझा जाएगा कि शायद दो-ढाई माह के अंतराल में हलके में उनसे ही कोई कसूर हुआ है।

सांसद ने कहा कि बावजूद इसके विधायक में कोई कमी रहती है तो वह स्वयं भी लोगों से कभी दूर नहीं रहे। सांसद ने कहा कि वे भी उसी स्थिति में इलाके के विकास की वकालत कर सकते हैं जब मुख्यमंत्री भूपेंद्र सिंह हुड्डा के हाथ मजबूत हों। यह तभी संभव है जब हर विधानसभा क्षेत्र से कांग्रेस प्रत्याशी भारी मतों से विजयी हो। सांसद ने कहा कि पार्टी परिवार की तरह होती है और पार्टी में टिकट एक ही व्यक्ति को मिलता है। ऐसे में कोई परिवार से परे जाता है तो वह पार्टी और सरकार का सच्चा हितैषी नहीं हो सकता। उन्होंने कहा इस लिहाज से नरेश शर्मा के हक में हुआ मतदान वास्तव में मुख्यमंत्री भूपेंद्र सिंह हुड्डा के हक का मतदान होगा। 

उन्होंने कहा कि पार्टी के नेतृत्व के प्रति जो विश्वास हरियाणा प्रदेश के लोगों ने करीब दो महीने पहले लोकसभा चुनावों के परिणाम के रूप में व्यक्त किया था, वही माहौल अब भी है। उन्होंने कहा कि पिछले साढे चार बरस के कार्यकाल में मुख्यमंत्री भूपेंद्र सिंह हुड्डा के नेतृत्व वाली सरकार ने प्रदेश के हित में जिस साफ-सुथरी नीयत के साथ कार्य किए हैं वे सभी के समक्ष हैं। उन्होंने कहा कि अतीत में सत्ता में रहकर प्रदेश का शोषण करने वाले विपक्षी दलों के गठबंधनों की हकीकत लोगों के सामने आ चुकी है। सही बात तो यह है कि गठबंधन की तिकड़मबाजी में फेल रहे विपक्षी दल अब अपने-अपने अस्तित्व की लड़ाई ही लड़ रहे हैं। उन्होंने कहा कि कांग्रेस एक पार्टी भर नहीं बल्कि 36 बिरादरी के लोगों का अपना संगठन है जिसका एक मात्र उद्देश्य सभी वर्गों के लोगों की सेवा करना है। उन्होंने कहा कि कई तरह की बातें लेकर अन्य प्रत्याशी हलके में आएंगे। उन्होंने कहा कि आज बादली का नाम विकास के मामले में विश्व के मानचित्र पर है। सांसद ने कहा कि बादली से कांग्रेस की जीत के बाद वे इन विकास कार्यों को दोगुने उत्साह के साथ आगे बढ़ाएंगे। इस मौके पर कांग्रेस प्रत्याशी नरेश शर्मा ने कहा कि वे क्षेत्र के विकास के मामले में हलके के लोगों को कभी शिकायत का मौका नहीं देंगे।

सांसद दीपेंद्र सिंह ने झज्जर विधानसभा सीट से कांग्रेस प्रत्याशी गीता भुक्कल के समर्थन में खेड़ी खुमार व खेड़ी खातीवास गांव में ग्रामीण जनसभा को संबोधित किया. इस अवसर पर कांग्रेस प्रत्याशी गीता भुक्कल ने कहा कि जिस तरह उन्होंने कलायत की विधायक रहते हुए कलायत के विकास में कोई कोर-कसर बाकी नहीं छोड़ी इसी तरह से झज्जर के विकास को गति देने में उनकी ओर से कोई कमी नहीं आएगी।

बेरी विधानसभा क्षेत्र के निवर्तमान विधायक एवं बेरी से कांग्रेस प्रत्याशी डा. रघुबीर सिंह कादियान के समर्थन में दीपेंद्र हुड्डा ने कहा कि जो लोग जरूरत के समय उनके अथवा पार्टी के काम न आए उनका ऐसे लोगों से कोई सरोकार नहीं है। सांसद ने कहा कि चुनाव के मौके पर कई तरह की अफवाहें फैलाने की कोशिश की जाएगी, इस तरह की अफवाहों से लोगों को सजग रहने की जरूरत है। इस मौके पर डा. रघुबीर सिंह कादियान ने कहा कि वर्षों के संघर्ष के बाद क्षेत्र के लोगों को मान-सम्मान की जो पगड़ी मिली है उसे बरकारा रखने की जिम्मेदारी इलाके के लोगों की है। इस मौके पर कांग्रेस के वरिष्ठ नेता एवं कार्यकर्ता मौजूद थे।

तोशाम (हरियाणा).  वन एवं पर्यटन मंत्री किरण चौधरी ने कैरू में बाबा मुंगीपा धर्मशाला में कार्यकर्ताओं की बैठक ली। उन्होंने कहा कि सभी कार्यकर्ता पूरे जोर-शोर से चुनाव प्रचार अभियान में जुट जाए तथा कांग्रेस की नीतियों का जन-जन तक प्रचार करें। आने वाला समय कांग्रेस का है और अब वह दिन दूर नहीं जब तोशाम क्षेत्र समूचे प्रदेश में अपनी पहचान बनाएगा। उन्होंने कहा कि कांग्रेस अध्यक्ष सोनिया गांधी के नेतृत्व में प्रदेश ने विकास के नए आयामों को छुआ है। हर वर्ग को उनके वह सभी हक प्राप्त हुए है जिनके वे हकदार थे। विकास के मामलों में पिछड़ा हरियाणा प्रदेश आज देशभर में सबसे अधिक हुए विकास के मामलों में बहुत आगे पहुंच चुका है।
 
उन्होंने कहा कि कांग्रेस अध्यक्ष सोनिया गांधी का आशीर्वाद उनपर हमेशा बना रहा है तथा जिसकी बदौलत उन्होंने तोशाम में वे हरसंभव प्रयास किए हैं जिनसे क्षेत्र प्रदेश में अपनी एक अग्रणी भूमिका दर्ज कर सकें। उन्होंने कहा कि कांग्रेस पार्टी ने सदा सभी वर्ग के लोगों को साथ लेकर चला है जिससे आज छत्तीस बिरादरी का साथ कांग्रेस पार्टी के साथ बना हुआ है। उन्होंने कहा कि प्रदेश में कांग्रेस की लहर है और पार्टी दोबारा प्रदेश में सत्तासीन होगी तथा इसके बाद तोशाम क्षेत्र में विकास कार्य और भी तेज गति से आगे बढाएं जाएंगे।

 वनमंत्री ने कहा कि विपक्षी पार्टियां अब हाशिए पर है, क्योंकि प्रदेश की जनता ने उनके अस्तित्व को पूरी तरह से नकारकर कांग्रेस पार्टी में अपनी आस्था व्यक्त की है। उन्होंने कहा कि आज विरोधी कांग्रेस की जनकल्याणकारी नीतियों के सामने कहीं भी टिक नहीं पा रहे है जिस कारण आज वे स्वयं को कांग्रेस के सामने बौना मान रहे हैं। उन्होंने कहा कि कांग्रेस का कार्यकर्ता पार्टी की रीढ है जो पार्टी के अस्तित्व की लड़ाई लडता है। क्षेत्र की मूलभूत समस्याओं पर बोलते हुए वनमंत्री ने कहा कि वे उनके निदान के लिए हमेशा गंभीर रही है तथा उन्होंने काफी हद तक इन्हें समाप्त भी किया है यूपीए अध्यक्ष सोनिया गांधी के ओजस्वी नेतृत्व में कांग्रेस शासित सरकार ने प्रदेश में चहुमुंखी विकास करवाया। जिसके परिणामस्वरूप कांग्रेस पार्टी को लोकसभा चुनाव में भारी जीत हासिल हुई और अब यही बात विधानसभा चुनावों में दोहराई जाएगी। कांग्रेस पार्टी और भी अधिक मजबूती से उभरकर हरियाणा में सरकार बनाएगी तथा प्रदेश में विकास को आगे बढाया जाएगा।

उन्होंने कहा कि इनेलो और हजकां पार्टी आज अपने अस्तित्व की लड़ाई लड रही है। इन क्षेत्रीय दलों का अस्तित्व समाप्त हो गया है। जनता ने तथा इन पार्टियों के नेताओं ने पूर्ण रूप से इन्हें नकार दिया है तथा गत दिनों में जो भी बिखराव इन दलों में देखने को मिला है उससे ये स्पष्ट हो गया है कि आज लोगों ने अपने विकास का रास्ता कांग्रेस पार्टी के साथ चुन लिया है।

उन्होंने चुटकी लेते हुए कहा कि इन क्षेत्रीय दलों ने जो भी गठबंधन किए उनमें कोई भी नीतिगत रूप से स्थाई गठबंधन नहीं रहा, क्योंकि इनका समझौता केवल अपनी सुविधा को देखते हुए किया गया उसमें आम जनता की भलाई की सोच को कोई स्थान नहीं दिया गया था। जिसके परिणामस्वरूप ये स्वार्थी दल अपने आप ही गर्त की ओर चले गए। उन्होंने आगे बताया कि इलाके की जनता राजनीतिक रूप से जागरूक है। आम जन को आज इस बात की समझ आ चुकी है कि उनका भला कौन कर सकता है तथा वे अपने नेता का चुनाव करने में सक्षम है।

हिसार (हरियाणा). हिसार से इनेलो प्रत्याशी व पूर्व नगर परिषद अध्यक्ष हनुमान ऐरन ने काठमंडी, लोहा मंडी, व मोती बाजार में दौरा करके शहर के व्यापारियों से वोट मांगे व इनेलो के पक्ष में मतदान की अपील की। उन्होंने व्यापारियों से कहा कि इनेलो सरकार बनने पर व्यापारियों की जालमाल की रक्षा की जाएगी व फार्म-38 को तत्काल समाप्त कर दिया जाएगा। पहले की तरह इंस्पेक्टरी राज से छुटकारा दिलाया जाएगा तथा अन्य वह सभी सुविधाएं दी जाएंगी जो व्यापारी के लिए जरूरी होती हैं। उन्होंने वादा किया कि बाजारों से जनरेटरों का शोर समाप्त करने के लिए 24 घंटे बिजली दी जाएगी। इनेलो प्रत्याशी ने बताया कि व्यापारियों द्वारा सरकारी खजाने में जमा कराई गई वैट की राशि का 5 प्रतिशत सम्मान स्वरूप उन्हें वापिस दिया जाएगा।

 उन्होंने कहा कि इनेलो के शासनकाल में पहले भी शहर को सुन्दर बनाया गया था और अब सरकार बनने पर हिसार शहर की तस्वीर बदल दी जाएगी। इस अवसर पर ऐरन के साथ रामभक्त गुप्ता, अंकित शर्मा, बिजेन्द्र(बिल्लू), मनोज बुड़ाकिया, बोबी लोहिया, संजय गोयल, धर्मपाल, दीपक जैन, विकास जैन, राजकुमार सैनी, मुकेश सेठी, इन्द्र शर्मा सहित कई नेता व कार्र्यकत्ता उपस्थित थे।

हिसार (हरियाणा).  हिसार विधानसभा क्षेत्र से भारतीय जनता पार्टी के उम्मीदवार रवि सैनी ने राजीव नगर का दौरा किया और अपने लिए वोट मांगे।

इस दौरान क्षेत्र में नुक्कड़ सभाओं को संबोधित करते हुए रवि सैनी ने कहा कि केन्द्र व प्रदेश सरकार ने महंगाई बढ़ाकर आम जनता का जीना हराम कर दिया है। केन्द्रीय कृषि मंत्री शरद पवार महंगाई बढ़ाने के लिए पूर्ण रूप से जिम्मेवार है। पहले उन्होंने चीनी की कीमतें बढने का बयान देकर चीनी का भाव 18 रुपए प्रति किलो से बढ़ाकर 40 रुपए प्रति किलो तक पहुंचा दिया और अब वे कह रहे हैं कि चावल के दाम भी बढ़ेंगे। उन्होंने कहा कि केन्द्रीय कृषि मंत्री ने कालाबाजारी करने वालों से हाथ मिला लिया है और इसमें वे करोड़ों अरबों कमा लिए हैं लेकिन जनता में हड़कंप मचा दिया है।

रवि सैनी ने कहा कि हरियाणा की हुड्डा सरकार भी जनता को मूलभूत सुविधाएं उपलब्ध करवाने में नाकाम रही है। हुड्डा सरकार ने जनता को जख्मों के सिवाय कुछ नहीं दिया। मुख्यमंत्री हरियाणा को नंबर वन बता रहे हैं, जबकि हरियाणा नंबर वन तो दूर मुख्यमंत्री इस प्रदेश की जनता को मूलभूत सुविधाएं भी उपलब्ध नहीं करवा पाए। उन्होंने कहा कि हिसार शहर का भी वह विकास नहीं हो पाया जो होना चाहिए था।
