Prof. Prem Kumar Dhumal, Chief Minister stressed upon regular audit and inspections of the cooperative societies to ensure their smooth functioning so that people are benefitted from the cooperatives in the State. He was reviewing the working of the Cooperative Department here.

He said that efforts would be made to revive Mandi Urban Cooperative Bank by taking up the matter with Reserve Bank of India.

Chief Minister said that the Mandi Urban Cooperative Bank had been closed down eight years back due to mis-management of the bank as a result of which huge amount of depositors was duped. He said that his Government had taken up the matter with Union Ministry of Finance and Reserve Bank of India soon after taking over to revive the bank keeping in view the interests of depositors who had invested in different schemes of the Bank. He said that interests of the depositors were dear to the Government and all out efforts would be made to protect them. He said that although the banking services in the State was gradually increasing and more branches were being opened in rural areas. He said that besides the services being rendered by nationalized banks, local banks also play their own role since they were deeply rooted in the economic activities of the respective areas.

Prof. Dhumal said that the Government had taken a decision to provide 33 percent reservation to women in cooperative societies with a view to actively involve them in the cooperative movement in the State. He said that Himachal Pradesh had emerged a pioneer in providing 50 percent reservation to women in panchayati raj institutions and 33 percent reservation in cooperative societies would be another big leap towards women empowerment in the State. He said that the State Government was implementing its Integrated Cooperative Development Projects flagship programme in the districts of Hamirpur, Bilaspur and Sirmour to revitalize the cooperative sector by providing need based assistance to cooperatives for construction of stores, shops, computerization, working capital etc. He said that three more such projects had been proposed for Kangra, Shimla and Kullu districts where detailed project report was likely to be finalized by July this year to launch the same formally thereafter. He said that revival, reform and restructuring package for handloom sector was under consideration of the Government of India to provide gainful employment.

Chief Minister said that the State would be celebrating International Year of Cooperatives-2012 as decided by the United Nations by organizing seminars and other activities so as to create mass awareness about the cooperative movement in the State. He directed the Cooperative Department to advise all thrift and credit societies to apply for license to Reserve Bank of India to ensure that the deposits of the people were safe with them. He underlined the need for effective recovery of the loans advanced by the societies and ensure that Agricultural Rural Development Bank advance fresh loans only out of recoveries it had made.

Shri Prem Kumar, Additional Chief Secretary, welcomed the Chief Minister and thanked him for convening the Review Meeting of Cooperative Department.

Shri R.D.Nazeem, Registrar of Cooperative Societies, conducted proceedings of the meeting and apprised the Chief Minister of the achievements and future programmes to strengthen the cooperative sector in the State. He also detailed the initiatives taken by the department during past four years.

The financial results of ONGC Videsh Ltd. (OVL), the wholly-owned subsidiary of ONGC, for the financial year 2011-12 were considered and approved by the Board of Directors in its meeting held on 21^st May 2012. The highlights of the results are as under:

*Production was lower mainly due to problems in Sudan and Syria assets as explained subsequently. Excluding Syria and Sudan, production for 2011-12 was almost at the level that of 2010-11.

During the year, the company achieved the highest-ever total revenue of 22,637 Crore, an increase of 21.2% as compared to the previous year. Profit after tax (PAT) for the current year has increased only marginally by 1.1% from 2691 crore to 2721 crore due to certain abnormal provisioning.

Highlights: 

OVL is currently having participation in 30 projects in 15 countries, out of which 10 are producing projects.

During the year, the company has acquired 25% participating interest (PI) in Satpayev Block, Kazakhstan and exploration activities have started in the block. The remaining 75% PI is held by KMG, the National Oil Company of Kazakhstan.

A provision for Impairment of 1953 crore (US$ 408 Million) has been made in respect of subsidiary, Jarpeno Ltd. as the asset is performing lower as compared to the estimated and the ‘value in use’ computed for the asset as on 31^st March, 2012 was lower than its carrying value.

Post secession of South Sudan from Sudan w.e.f. 9th July, 2011, Blocks 1,2 and 4 straddle between the two countries and Block 5A is now entirely in South Sudan. Company’s operations in South Sudan are temporarily under shutdown from 23rd January, 2012 because of lack of agreement between the Governments of South Sudan and Sudan for use of processing, transportation and port facilities in Sudan for crude oil produced in South Sudan. Company’s production in Sudan was also adversely impacted during April 2012 due to partial damage to the processing facility in Sudan. Production has been partially restored in Sudan from 1^st May 2012.

Also, the current geo-political situation in Syria including EU sanction and the resulting restrictions on Contractor has created a difficult situation in the project since December 2011.

The company currently has two projects under development namely Carabobo 1, in Venezuela, where first oil is expected in December 2012 and Blocks A1 & A3 in Myanmar, which are likely to commence production in May 2013.

OVL continues to pursue its objective of acquiring oil and gas equity abroad for energy security of the country. Team ONGC Videsh is currently finalizing its long term plan as a part of ONGC Group’s Perspective Plan 2030, which is expected to be announced shortly. Shri Sudhir Vasudeva, Chairman, complemented Team ONGC Videsh for sustaining growth with a balanced portfolio of assets and envisioned to accelerate the acquisition of oil & gas properties overseas to supplement the domestic crude oil and natural gas production towards energy security of the country.

Shri Ajay Maken, Minister of State ( Independent Charge) for Youth Affairs & Sports today flagged off the next big leap by ace mountaineer Premlata Agarwal. She has set her eyes on the ‘Mountaineering Challenge’ i.e. to climb the Seven Summits. After scaling Mt. Everest (29,035 ft.), Killimanjaro (19,334 ft.) and Aconcagua (22,841 ft.), the 45 year old mountaineer is all charged up for her climb to the remaining four summits – Mount Elbrus (Europe), Vinson Massif (Antarctica), Mount McKinley (North America) and Carstensz Pyramid (Indonesia). Tata Steel is sponsoring her expedition and has sanctioned Rs 11 lakhs to climb the remaining 4 summits.

On the occasion, Shri Maken said “It gives me great pride to flag off another adventurous challenge of Premlata. Efforts of corporates like Tata Steel to support Indian sportspersons are laudable. Premlata’s successful expedition would be unprecedented achievement for India. We wish her all the very best”

The one who completes this challenge of conquering all seven summits is considered to be a ‘Hall of Famer’ among mountaineers. If Premlata achieves this towering feat (she has given herself time till 2013), she will become the first Indian and the oldest woman to conquer the seven summits (Mount Everest (Asia), Mount Kilimanjaro (Africa), Aconcagua (Argentina), Mount Elbrus (Europe), Vinson Massif (Antarctica), Mount McKinley (North America) and Carstensz Pyramid (Indonesia).

Premlata expressed, “My initiation in the field of adventure came by chance, and has been an uphill journey. I am looking forward to taste success by climbing all the seven summits. I would like to thank Tata Steel and my mentor for their support.”

The tentative dates to climb the summits are DENALI (May 20-June 12), ELBURS (July 15- 28, 2012), Carstensz Pyramid (October 14 – 27, 2012), Mount Vinson (Dec. 14 – 29).

On prior occasions, Agarwal has participated in several expeditions notable being the Island Peak Expedition in Nepal (20,600 ft) in 2004, the Karakoram Pass (18,300 ft) and Mt Stok Kangri (20,150 ft) in 2006, the First Indian Woman’s Thar Desert Expedition in 2007 which involved a 40 day Camel Safari along the International Border from Bhuj in Gujarat — Rann of Kutch — Thar in Rajasthan, upto Wagah Border in Punjab. These achievements were also recognised as a National Record and found place in the Limca Book of Records.

The Lord Mayor of City of Cologne, Germany, Jürgen Roters, leading a high ranking business and science delegation, recently visited Bangalore along with a team from Cologne’s Economic Development office, in order to promote the business and trade fair location of Cologne, to strengthen administrative relations to Indian government departments and to improve scientific contacts. Mr. Enrico Ruhle, Managing Director of the Bangalore based German company TUV Rheinland India was also one of the members of the delegation.

Prior to Bangalore the delegation had visited New Delhi and Mumbai for interactions with trade and Government to position Cologne as an ideal business destination in Europe for Indian companies.

Mayor Jürgen Roters heads up the City of Cologne’s administration with some 17,000 employees, presides over the city council, is the top-ranking representative of Cologne and the first point of contact for business, culture and politics, both nationally and internationally.

Sony Pictures is all set to launch its biggest summer line-up ever to set off what looks like a major year for Hollywood at the Indian box office. The studio also announced that the India release of the much-awaited blockbuster The Amazing Spider-Man is being advanced to 29 June so that Indian fans can watch the film before it releases in the US on 3 July.

Sony Pictures’ summer line-up starts with Men in Black 3 (3D, worldwide 25 May) going back in time with the original pairing of Will Smith-Tommy Lee Jones and addition of Josh Brolin, followed by a fresh reboot of the Spider-Man franchise The Amazing Spider-Man(3D, 29 June) starring Andrew Garfield, Emma Stone, Rhys Ifans and India’s own Irrfan, and ending with a remake of the 1991 blockbuster Total Recall with Colin Farrell, Kate Beckinsale and Jessica Biel (worldwide 3 August).

The action doesn’t stop with the end of summer. During the course of the evening, a fashion show was held to showcase Blackberrys Spring Summer collection that enthralled the audience. Actor, Director Farhan Akhtar walked the ramp as the show stopper. A live performance by Jalebi Cartel during the fashion show added the extra groove to the show. The very famousUKbased performers – Twilight Players of Dev D fame were flown for the event as well. The event kept the promise of being the biggest extravaganza of the season with Dj Nikhil Chinappa spinning the music at the Blue Frog club. Femina Miss India 2011, Hasleen Kaur, announced the winners from the facebook contest and handed out their prizes. The personality of the brand was evident from the scale of the event and the names associated with it.

           Minister of State for Mines (Independent Charge) Shri Dinsha J. Patel has stressed the need to develop the mining industry in order to achieve the overall targeted growth rate. Share of mining sector in GDP is between 2.5 to 3% since last 2/3 years, he said. Addressing the Parliamentary Consultative Committee Meeting of the Ministry of Mines regarding “Indian Bureau of Mines(IBM) and its Activities” here yesterday.

Shri Patel informed the Members that the Ministry of Mines has prepared a document on Sustainable Development Framework (SDF) for the mining sector. He said, mining industry’s contribution towards all round well-being of indigenous host populations and local communities are taken into consideration during the preparation of document. SDF document is being finalised for its final roll-out, the Minister said.

A detailed Presentation was made at the Meeting about the various schemes for implementation of activities of IBM.

Shri Patel pointed out that Government has constituted a Committee for Review and Restructuring of the Functions and Role of IBM to shoulder the future work load for sustainable development of mineral sector and the report is in final stages. He said in the Mineral sector, many non-legislative recommendations were also made, like Development of Mining Tenement Registry system, Zero waste mining, cluster approach for mining of small deposits, financial support for mining, etc. These recommendations are also being considered in the matter related to restructuring of IBM, the Minister added.

Participating in the discussion the members expressed their concern on illegal mining. Responding to that the Minister said that Government has notified amendment in Rule 45 of Mineral Conservation and Development Rules, 1988, on 9.2.2011 making it mandatory for all miners, traders, stockist, exporters and end-users to register with IBM and report their transaction in minerals on monthly basis for a proper end-to-end accounting of minerals. As on 19.3.2012, out of 9390 mining leases in the country, 7896 mining leases have registered online with the IBM. The IBM has suspended 1460 mines for non-compliance and initiated prosecution in 4 cases and recommended 21 cases to State Governments for termination. IBM has also requested the State Governments not to issue transit passes for movement of minerals to unregistered persons.

IBM is a multi-disciplinary Government Department under the Ministry of Mines engaged in promotion, conservation, and scientific development of mineral resources as also protection of environment in mines. It takes care of the administration of rules and regulations for achieving these objectives in respect of mines other than coal, petroleum and natural gas, atomic minerals and minor minerals by undertaking regular inspections through its various Regional Offices situated across the country. IBM is not only adhering to the conservation of minerals and systematic development of mines but also providing inputs for making suggestions in the amendments of various acts, rules and regulations, mineral policy, mineral royalty, up-dation of national mineral inventory, etc.

The Members of the Parliament present in the meeting include:Shri Amarnath Pradhan(Lok Sabha),Shri Sohan Potai( Lok Sabha) and Shri Kameshwar baitha(Lok Sabha).

The Secretary, Ministry of Mines, Shri Vishwapati Trivedi, along with senior officers of the Ministry and IBM also attended the meeting.
