Himachal Pradesh stood first in implementation of 20 Point Programme

Prof. Prem Kumar Dhumal, Chief Minister said that Himachal Pradesh has achieved another milestone by attaining first position in the implementation of 20 Point Programme during the year 2009-2010. He said that this showed the commitment of the State Government for effective implementation of socio-economic programmes for betterment of the people in the State.

Chief Minister said that achievement of the Himachal Pradesh had remained hundred percent in the implementation of this programme. Rajasthan and Tamilnadu follows the Himachal Pradesh by achieving 96 percent each and Gujrat was third and its achievement had been ranked 94 percent. He said that Himachal Pradesh had remained at number three place in the implementation of this programme during the year 2008-2009. Due to the fact that it could not get net present value under Prime Minister Gram Sadak Yojna for the under construction roads.

Chief Minister said that during the year 2009-2010, the State Government has taken an important decision to provide net present value out of its limited financial resources as a result of which the State had attained first position. He said that during year the State Government had made available Rs. 25.50 crore as net present value. For the year 2010-11 a provision of Rs. 18 crore had been made for the purpose.

Prof. Prem Kumar Dhumal said that 284.77 lac mandays had been generated during the year 2009-2010 by spending Rs. 312 crore. He said the State Government was giving daily wage of Rs. 110 under MANREGA in the State whereas the Govt. of India was refunding @ Rs. 100. The State Government had spent 40 crore from its own exchequer under this programme to provide additional daily wage of Rs. 10.

Chief Minister said that during the year 9039 houses have been constructed under ‘Indira Awas Yojna’ against the target of 8212 fixed for the year. Besides, 5062 houses have been constructed under ‘Atal Awas Yojna’ which were in addition to the target fixed under 20 Point Programme.

Prof. Prem Kumar Dhumal said that Himachal Pradesh had also been ranked number one in the implementation of flagship programmes. He said these achievements of the State were despite financial constraints.

Chief Minister said that to accelerate the implementation of 20 Point Progeamme, the State Government has started incentives schemes for the districts for which a provision of Rs. one crore had been made. He said that Rs. 50 lac, Rs.30 lac and Rs. 20 lac is given as prize money respectively for attaining first, second and third position.

Prof. Prem Kumar Dhumal said that the State also evaluate the performance of all the districts under 20 Point Programme. Districts of Bilaspur, Kangra, Mandi and Una had been bracket as number one for the year 2009-10.
